Starting Points: Kantian Constructivism Reassessed

G. A. Cohen and J. Raz object that Constructivism is incoherent because it crucially deploys unconstructed elements in the structure of justification. This paper offers a response on behalf of constructivism, by reassessing the role of such unconstructed elements. First, it argues that a shared conception of rational agency works as a starting point for the justification, but it does not play a foundational role. Second, it accounts for the unconstructed norms that constrains the activity of construction as constitutive norms. Finally, on this basis, it draws a contrast between constructivist and foundational methods of ethics, such as deontology and teleology.     

13 STR loci frequencies in the population from Paraíba, Northeast Brazil

As part of a long-term project on Northeastern Brazilians, population genetic data were obtained from 323 unrelated individuals from the state of Paraíba. The loci studied were CSF1P0, TPOX, TH01, vWA, D16S539, D7S820, D13S317, D18S51, D21S11, D8S1179, F13A01, F13B and LPL. Their distributions are in Hardy-Weinberg equilibrium. Forensic parameters were calculated and a comparison was made with geographically nearby populations.     

The Comunidade dos Países de Língua Portuguesa at 20 years: An impact assessment

Established in 1996, the Comunidade dos Países de Língua Portuguesa – Community of Portuguese-Speaking Countries – set out an ambitious agenda to both protect and promote the Portuguese language worldwide and to pursue a range of multilateral initiatives of importance to its members. Rigorous, independent evaluation of the CPLP‘s role and impact has yet, however, to appear. This study moves some distance towards remedying this gap through evidence-based assessment of the enduring objectives of the organisation. It concludes that, while significant advance has occurred in specific respects, progress has been elusive in others. Moreover, such progress has tended to materially benefit specific members of the coalition somewhat more than others.     

College students’ perceptions of police use of force: do suspect race and ethnicity matter?

Incidents of police use of force continue to draw a considerable amount of attention from both researchers and the public alike. The purpose of this research is to examine the relationship between suspect race and ethnicity and perceptions of police use of force among college students. Using a vignette research design with manipulated independent variables, this study seeks to answer the question: Do suspect race and ethnicity affect college students’ perceptions of police use of force? Three vignettes were developed regarding an incident in which an encounter between a suspect and a police officer resulted in the officer using force. College students were randomly assigned to one of the three vignettes and were asked to complete a questionnaire. Results indicate that although suspect race and ethnicity do not predict perceptions of police use of force among college students, there are significant respondent race and gender effects. Male and white respondents are significantly more likely to perceive police use of force as justified compared to female and non-white respondents. The policy implications of these findings for police-citizen interactions are discussed.     

New strategies for an old rivalry? China–Russia relations in Central Asia after the energy boom

China and Russia both have interests in bordering Central Asia. China's thirst for energy has seen its footprint expand rapidly in the region relative to that of Russia, Central Asia's historical hegemon. With the two powerful neighbors’ history of competition and conflict, the shift in relative influence between them risks a resurgence of bilateral rivalry. Referencing the scholarly literature on strategic rivalry, this article examines how energy relations have helped shaped the trajectory of China-Russian relations in Central Asia, particularly after the shock that came with the collapse of oil and gas prices in 2008–2009.     

Equilibrium in fiscal choices: Evidence from a budget game

This is an applied study about the stability of collective decision-making in fiscal matters and the features of individual preferences which are sufficient to reach a social ordering. It is based on data about citizens' preferences collected through a budget game played by a sample of voters in Turin, a large Italian city. By simulating a series of individual choices, a social ordering of the municipal budget items is arrived at. The role played by restricted (i.e., single-peaked, single-caved etc.) preferences to avoid cycles in choice simulations is then assessed.     

Social Support Choices for Help with Abusive Relationships: Perceptions of African American Women

A recent national telephone study of the African American community found that over 90% of respondents would feel comfortable talking to a family member or friend who was being abused about the abuse, with the majority advising she get help from a domestic violence program. The purpose of this study was to understand how comfortable abused women would feel talking to members of her support system about the abuse and how comfortable women who have not experienced partner abuse would feel if they were abused. Over 70% of women who have experienced abuse reported at least some comfort getting assistance for abuse from a friend, clergy/spiritual leader, Black community member, family member their age, or physician. Women who reported never experiencing physical or sexual partner violence were less likely to perceive feeling comfortable getting assistance from their social support systems (both formal and informal) if they were abused. Implications of these findings are discussed.
