The vast natural resources of India's forests, including non-timber forest products (NTFPs), such as medicinal and aromatic plants, leaves, fruits, seeds, resins, gums, bamboos, and canes, offer employment that provides up to half the income of about 25 per cent of the country's rural labour force. However, poor harvesting practices and over-exploitation in the face of increasing market demand are threatening the sustainability of these resources, and thus the livelihoods of forest-dependent tribal communities. This article analyses the role of NTFPs in livelihoods-improvement initiatives and considers recent initiatives intended to enhance their conservation and sustainable management. It recommends policies to optimise the potential of NTFPs, both to support rural livelihoods and to contribute to India's social, economic, and environmental well-being.  相似文献

This study examines whether the incidence of crossburnings rises in areas where white supremacist organizations, such as the Christian Knights of the Ku Klux Klan, have held rallies or demonstrations. Using data from two public interest groups, Klanwatch and North Carolinians Against Racial and Religious Violence, we track crossburnings and white supremacist activities in 100 North Carolina counties annually for the period 1987–1993. Various statistical models, including an event count analysis that allows each county to have its own level or reporting bias, indicate that the base rate at which crossburnings occur rises sharply in counties where a demonstration has taken place. Since none of the suspected crossburners has apparent ties to white supremacist groups, it may be that white supremacist rallies encourage fellow travelers to engage in this form of racial intimidation.  相似文献

The authors report on West European trends in follow-up arrangements of national quality assurance procedures. They argue that external quality assurance ought to adopt a broader conception of quality than is now often the case. Next, the general public ought to have a guarantee that external quality assurance is valid (through meta-evaluation) and has consequences (through follow-up arrangements). Follow-up currently is not well developed in many European countries in a formal sense, but is receiving more attention as external quality assurance is maturing. Finally, the authors link national quality assurance to the European dimension; an international network could fulfil important functions in making quality assurance transparent and credible across Europe. The National Health Service (NHS) in England and Wales has embarked upon a radical and far–reaching programme of change and reform. However, to date the results of organizational quality and service improvement initiatives in the public sector have been mixed, if not to say disappointing, with anticipated gains often failing to materialize or to be sustained in the longer term. This paper draws on the authors' recent extensive research into one of the principal methodologies for bringing about the sought after step change in the quality of health care in England and Wales. It explores how private sector knowledge management (KM) concepts and practices might contribute to the further development of public sector quality improvement initiatives in general and to the reform of the NHS in particular. Our analysis suggests there have been a number of problems and challenges in practice, not least a considerable naïvety around the issue of knowledge transfer and 'knowledge into practice' within health care organizations. We suggest four broad areas for possible development which also have important implications for other public sector organizations.  相似文献

This paper contributes to ard a better understanding of innovation in the service sector by focusing on the disparate nature of R&D in the U.S. service sector as learned through case studies of the U.S. telecommunications, financial services, systems integration services, and research and development testing services industries. Based on this understanding of the nature and scope of R&D therein, a new policy-oriented model of innovation specific to the service sector is posited. Also, policy recommendations are offered with regard to the public sector’s collection and interpretation of R&D data related to the service sector.   相似文献
