We evaluate the usefulness of MiniFiler™ Kit in the field of ancient DNA. A set of samples belonging to different locations from Iberian Peninsula, with ages ranging from Neolithic to XVII century, was tested. How effective are autonomous audit agencies (AAAs) in curbing corruption and improving fiscal governance in emerging economies? AAAs are autonomous oversight agencies tasked with scrutinising government finances. However, they are not as effective as they could or should be, partly because of the political constraints they face and the political economy context in which they are embedded. This article assesses the performance and trajectory of the Argentine AAA. It suggests that AAAs can have only a limited impact when formal fiscal institutions are undermined by informal practices and undercut by adverse political incentives. It further highlights the limits of radical reform strategies based on the import of exogenous institutional models. EU agencies have emerged as entities offering technical coordination to member states and support to the European Commission in different policy areas. Their expertise may play a role in responding to unexpected crises. Against this backdrop, we examine under which circumstances EU agencies, through their specialized expertise, are involved in transboundary crisis responses, and when they acquire a leading position in coordinating those responses. To do so, we study four agencies which faced crises: the EBA and the 2012 banking crisis; the ECDC and the 2014 Ebola outbreak; EFSA and the 2011 E. coli outbreak; and Frontex and the 2015 refugee crisis. Our findings discuss to what extent agencies' involvement in transboundary crises is related to functional (sector characteristics) and institutional (delegation of authority) variables. We also identify that under certain political conditions EU agencies' coordination capacity is activated, allowing them to emerge as leading institutions in transboundary crisis resolution. 相似文献

When delegating governing tasks to a coalition partner, the president would like to give a minister ample administrative powers to be able to effectively accomplish the political mission. Due to information asymmetries, the president runs the risk that this discretion might be used to pursue policy outcomes that may harm the president's preferences. This trade‐off between delegation and control is key to understanding governance strategies the president chooses to minimize agency risks and coordinate public policies. With Brazil as a case study, this article demonstrates that presidents have strategically made frequent use of junior ministers as watchdogs of coalition partners, especially when coalition allies are ideologically distant from the president's preferences. Yet neither the portfolio salience nor the president's decision to share powers with coalition partners proportionally seems to interfere in such strategic decisions. 相似文献

This article analyses the manner in which Helmut Kohl modernised a traditional party of Honoratioren in the Rheinland‐Palatinate. Four main transformations accomplished this: the renewal of party elite, the construction of a strong party apparatus with a high number of members, the renewal of the party programme, and the strategic alliance with the FDP. These transformations, carried out by Kohl at the Land level in the mid‐1960s, were applied at the federal level after 1973 when he was elected CDU president.
