This article seeks to shed light on some of the problematic assumptions underpinning the contemporary debate over the constitutional identity of the European Union. The central claim put forward here is that the development of the European Union’s constitution is significantly constrained by what Charles Taylor has described as the modern social imaginary. The constraint operates at two levels. First, modern understandings of constitutionalism typically ignore or underemphasize its dynamic and historical characteristics and its relationship with the self-understanding of political subjects. Thus, modern constitutionalism fails to acknowledge the importance of historically conditioned assumptions involved in the formation of the identities of political subjects. In short, it fails to understand constitutionalism as a ‘regime’. Second, modern constitutionalism’s blind-spots result in a relatively unreflective adherence to a particular type of constitutional regime: the modern economy and its associated ‘consumerist’ form of political citizenship.  相似文献

Renewable energy has long been central to SNP policy making and Scottish independence. During the 2014 referendum, green electricity generation was presented as a means for Scotland to achieve ‘reindustrialisation’. Despite a world‐leading transition in electricity supply, the Scottish government has struggled to develop renewables manufacturing. Scotland’s largest offshore engineering company, BiFab, entered administration in 2020. This article explains the faltering of Scotland’s green industrial revolution. First, it assesses renewables’ privileged place in SNP perspectives, underlining its deep roots in North Sea oil and criticisms of British governments’ mismanagement of offshore opportunities. Second, the failure of market‐led policy making to provide the anticipated industrial benefits from offshore wind developments is explained through the domineering role of foreign state‐owned enterprises and global supply chains in the UK’s renewables sector. The conclusion argues that older nationalist perspectives offer remedies, but these require a more active industrial policy that diverges from the current approach of the Scottish Government.  相似文献

Although there is growing recognition of the problem of dating violence, little is known about how it unfolds among young adolescents who are just beginning to date. This study examined classes (subgroups) and transitions between classes over three time points based on dating violence, bullying, and sexual harassment perpetration and victimization experienced by youth. The sample was ethnically diverse, consisting of 795 seventh-grade students from schools that were part of a multi-site, longitudinal evaluation of a dating violence initiative (50 % female; 27 % White, 32 % African American, 25 % Latino, 16 % other or multiple races). Results from latent transition analyses revealed five classes of students with distinct behavioral profiles: multi-problem (victimization and perpetration), bullying and sexual harassment (victimization and perpetration), bullying (victimization and perpetration) and sexual harassment (victimization only), bullying (victimization and perpetration), and a least problem group. The majority of classes were characterized by reports of both perpetration and victimization for at least one behavior. Girls were more likely to be in the less problematic classes. Class membership was fairly stable across the three time points. When students transitioned to a different class, the shift was most often from a more problematic to a less problematic class, particularly for girls. The findings support understanding dating violence within a dynamic, developmental process that recognizes related behaviors within and across individuals. Overall, the findings highlight the utility of person-oriented approaches to enhance our understanding of longitudinal profiles and transitions over time for dating violence and related behaviors.  相似文献

Contemporary scholarship has shifted focus from a ‘labour history’ focused on industrial movements to a more comprehensive ‘working-class history’, encompassing the broader social parameters of protest with community and industrial struggles unified in material interest and consciousness. This article locates the poll tax non-payment campaign of 1988–1990 on Clydeside, a major expression of working-class mobilisation which contributed to the demise of Margaret Thatcher’s premiership, within this international historiography. The analysis is based on oral history interviews with twelve activists who represented all the major political trends from the non-payment campaign. The anti-poll tax movement was embedded in traditions of community mobilisation shaped by a moral economy of housing and amenities, which had roots in the First World War era ‘Red Clydeside’ struggles, and developed through the post-Second World War predominance of public sector housing. The analysis demonstrates how activists constructed narratives of their own resistance in the anti-poll tax movement within a powerful cultural circuit, where the collective memory of past mobilisations and the consciousness associated with the moral economy of housing and amenities informed contemporary perspectives and political activity. The campaign was not politically monocultural. Differences between political groups involved in the non-payment campaign are analysed showing that the need of composure (of memories) led to contrasting interpretations of Red Clydeside. These were influenced by geographical distinctions between traditional working-class areas with strong tenants’ organisations and the peripheral estates where such organisation was weaker. The impact of deindustrialisation and the welfare policies of the Thatcher government created a popular resentment in these areas. This strengthened moral economy opposition to the poll tax, whilst the traditions of community mobilisation provided effective means of harnessing this through non-payment and direct action against sheriff officers.  相似文献
