This article addresses the question of the relevance of the most recent soft policy instrument of the EU, the open method of coordination (OMC), for organising actions at European level in politically sensitive areas. In addition to describing its origins and operational principles, we will compare its application to the areas of employment and social inclusion. Two hypotheses make up the structure of the text. The first is that the discourses produced in the framework of OMC in the areas of employment and social inclusion are broad enough to cater to the different welfare models, but that the changes to be made by the Member States to be in line with the European discourses differ considerably, depending on their welfare state family and their initial situation. This article considers the lacunae in international and Europeanlaw for the protection of those who do not, or do not yet, havetheir refugee status recognised, or whose claim for asylum hasbeen refused. It examines the position of such people in theUK, where they are temporarily admitted underprovisions of the general immigration legislation. This meansthat although their physical presence is recognised and notunlawful, they are legally considered not to have entered thecountry. Whilst historically this was a favourable positionthat might itself often lead to naturalisation, the legal positionof those on temporary admission has changed rapidly and drasticallyover the past decade as rights to work and to social securityhave been withdrawn and a programme of mass detention instigated.These developments have in turn led to attempts by those ontemporary admission to use international and European law toattain or reinstate rights and to resist removal. Governments throughout the world are requiring greater use of economic analysis as a way of informing policy decisions. This paper provides a comprehensive analysis of the use of impact assessment in the European Union, using US assessments as a benchmark. We find that recent EU impact assessments include more economic information than they did in the past, although important items are still missing. We also provide evidence that the quality of EU impact assessment increases with the expected cost of a proposal. Furthermore, we find that the quality of EU assessments that report high total costs is similar to that of US assessments. 相似文献

In recent years, interest has soared in the development potential of well‐designed cash transfer programs. One particular application is the use of transfers by resource‐rich countries (as recently initiated by Iran) to distribute rents across their populations. An emerging body of research suggests that the development impact of such programs tends to be positive and that, especially when received by poor individuals or households, they can unlock constraints on economic activities, allowing a further increase in income. This paper considers the use of biometric technology to underpin transfer programs and how new technology is opening up possibilities for effective transfer programs that, up to now, have only been a theoretical option in the institutional conditions that prevail in many developing countries. Once implemented, biometric identification systems can be used to support a wide range of other development initiatives including banking, voting, health care, and general identification systems. I develop a general model of multiparty competition in which parties model voters' choices by means of probabilistic choice rules. The model is specified in terms of an issue salience coefficient which varies with the importance voters attach to issues, as opposed to unmeasured nonissue motivations. I show that when the policy salience coefficient is sufficiently low, then both vote-maximizing and rank-maximizing parties have a dominant strategy: to adopt the “most popular platform,” which maximizes voter utilities over the entire electorate. This most popular platform therefore represents a convergent equilibrium when all parties are vote- or rank-maximizing. Numerical estimates suggest that this equilibrium result holds for degrees of issue voting which exceed the parameters behavioral researchers have estimated for various historical elections. 相似文献

This paper reviews the literature on poverty dynamics in the U.S. It surveys the most prevalent data, theories, and methods used to answer three key questions: How likely are people to enter, exit, and reenter poverty? How long do people remain in poverty? And what events are associated with entering and exiting poverty? The paper then analyzes the combined findings of the literature, discussing overarching patterns of poverty dynamics, differences among demographic groups, and how poverty probabilities, duration, and events have changed over time.
