The tragedy of academic criminal justice

Criminal justice Ph.D. programs in the United States are unusually behavioristic in their structure, concentrating attention on quantitative methodologies and strongly pressuring students to construct studies that utilize acquired skills. As a result, Ph.D. students take on a strongly conservative cast, seldom asking larger, more philosophical questions about the field as a whole and its place in its context, which is that of the American polity. Instead, students look for methodologically manageable problems within the given and accepted system. The result is the creation of a generation of American Ph.D. holders who have practically no critical perspective on the system.     

Exposing evaluation: Using field projects to teach program evaluation

This paper describes the field prefect component of a program evaluation course. Small groups of students conduct evaluative studies for public agencies. Tech group selects a project, defines the research question, designs and executes a research proposal, gives an oral presentation of its findings to the agency, and writes a final report. The students learn how to cope with limited time and money and to conduct quantitative research that provides an agency with needed information. They also learn how political and administrative concerns affect program, research.     

The Importance of Political Context for Understanding Civic Engagement: A Longitudinal Analysis

We contend that political context is important to consider when analyzing social capital and that context has an important but neglected impact on understanding the consequences of civic activity. Our focus is on the influence of rural, local leadership in two Minnesota communities and policies that these elites have developed to bring Internet connectivity to their citizens. One city developed a community electronic network and the other opted for an individualistic, entrepreneurial approach to information technology. Using a quasi-experimental research design and four-wave panel data, we find that elite policy approaches interact with civic activity to predict technology use among citizens, even long after the policies’ initial implementation. In the city with a community network, residents who are integrated into civic life are able to harness these political resources to become more technologically sophisticated.

Central-Local Relations in an Era of Multi-Level Governance: The Case of Public Participation Policy in England, 1997-2001

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.     

"For us it is like living in the dark": Ethiopian women's experiences with domestic violence

This article discusses the experiences of domestic violence among Ethiopian refugees and immigrants in the United States. A subset (n=18) of the larger study sample (N=254) participated in three focus groups with Amharic-speaking survivors of domestic violence who were currently in or had left abusive relationships. The research was conducted through a public health department, University, and community agency partnership. Findings show domestic violence as taking place within a context of immigration, acculturation, and rapid changes in family and social structure. Participants expressed a need for language and culture-specific domestic violence support and advocacy as well as education programs regarding U.S. laws and resources.
