This article explores Timor Leste's experience of reportingunder the reformed international human rights treaties reportingsystem during the period 2004–2007. Whilst consciousnesshas grown of the difficulties faced by states by the duplicationof treaty reporting processes and the resource burden representedby reporting, the reforms instituted to date have been comparativelyminor. Timor's experience with the new Common Core Document(CCD)/treaty-specificdocument format affirms that reporting serves useful purposes,particularly in stimulating human rights education initiatives,government/NGO collaboration and awareness of human rights gapsin practice. The reformed process highlights cross-cutting humanrights matters. Yet, significant challenges remain, particularlyfor developing, post-conflict states, before reporting willattain its desired potential of support for improved human rightspromotion and protection at the national level. The CCD itselfraises complex conceptual difficulties needing resolution. Thereremains a paucity of appropriate methodological tools to supportthe reporting process and facilitate the integration of humanrights and development goals. The authors conducted a survey to determine community perceptions about the certainty, celerity, and severity of punishment
with regards to the crime of prostitution. A representative random sample of Mecklenburg County, which includes Charlotte,
North Carolina, was taken and 850 individuals responded. The results revealed that (1) citizens perceive sanctions against
prostitution violations as being applied only infrequently; (2) most respondents perceive the time from violation to arrest
as being relatively short but slower as the offenders proceed through the system, and (3) the severity of punishment is not
perceived as being harsh. The authors argue that the low likelihood of apprehension, both actual and perceived, plus the mild

Decentralized decision making has created restructuring from larger to smaller administrative units, but in many places, strays little from existing arrangements. Moves toward decentralization from central government to city‐regions, and in some areas, below city‐region scale to neighborhoods, reflect a mandate for reform. What is the nature and extent of desired reforms? Using an institutionalist lens, homogeneity and heterogeneity in local narratives about possible future reform can be surfaced. This article emphasizes the importance of understanding the role of local actors' narratives in shaping decentralized institutions. This article uses the findings from a Q‐methodology study to identify and interrogate distinctive local viewpoints on attempts to decentralize decision making in England. In a systematic empirical analysis, local actors' narratives were largely in favor of relatively minor modifications to the status quo. The 21st century public organization is faced with complex problems, informed stakeholders, and information flows, which necessitate a corresponding open system view of leadership. The traditional notions of public administration and new public management had been structured by strict bureaucratic rules and managerial flexibility, respectively. This paper begins by theorizing two hypothetical constructs (helicopter and deadbeat leadership), which engage in extreme micromanagement/surveillance and negligence/indifference, respectively. Those form basis for designing an optimal (transdisciplinary) leadership, which forges synergistic link between leaders, subordinates, and external actors in codesigning objectives and strategies to address societal problems. This paper explores the connections between education for youth civic engagement and theories and strategies from public health (specifically, epidemiology). We illustrate this with four applications of epidemiologic theory to youth civic engagement: social determinants and fundamental causes, vulnerable populations and cumulative disadvantage, positive spillover, and herd immunity and critical mass. Formalizing concepts of current civics, in schools and the public, as a civic epidemic, we present a case for individual‐ and group‐level interventions based around targeted, school‐based, effective civic education initiatives. Grounded in epidemiological theory, such approaches call attention to the simultaneous need to improve broad civics education and ensure that particular populations receive necessary attentions. 相似文献

Among the more recognizable programs related to natural and sustainable food is the United States Department of Agriculture’s National Organic Program. Although the robustness of the organic food market is difficult to contest, many debate the extent to which U.S. organic policy outcomes adequately serve consumers and the organic agriculture producers they rely on. This paper engages the debate from the perspective of certified organic producers. Drawing on the results of a nationwide survey of USDA‐certified producers, we first provide a snapshot of how producers assess the environmental, consumer, and market impacts of U.S. organic food policy. We then examine the extent to which organic producers’ policy impact perceptions are associated with their alignment with an “organic ethos”—understood as producers’ commitment to core organic principles and the organic movement. The paper highlights producers’ values as perceptual filters and cognitive mechanisms that help shape producers’ policy impacts perceptions, illustrating a contributing factor to the enduring nature of organic policy debates. 相似文献
