‘Neighbourhood’ is a long standing concept in local governance which was re-energised as part of the post-1997 New Labour policy paradigm. This paper builds on the work of Lowndes and Sullivan which identified four distinct rationales for neighbourhood working – civic, social, political and economic. The utility of the framework is explored through primary research in Manchester, UK. The research shows that different rationales are held by actors at different locations within the complex system of multi-level governance within which neighbourhood policy is made and implemented. Neighbourhood approaches to urban regeneration exist within a congested governance environment. In Manchester, regeneration has been strongly driven by the self-styled ‘Team Manchester’ who have provided an urban entrepreneurial vision for change in the city. Significantly, however, interventions at the neighbourhood level have shown potential for creating opportunities for citizen and community dissent and empowerment not subsumed with the narrative of the entrepreneurial city. Lowndes and Sullivan's framework provides important analytical building blocks and illuminating tools for understanding neighbourhood approaches. This article reflects on the variety of finance sources to African countries, including aid flows, remittances, development finance, private equity and bonds and foreign direct investment. In order to address the poverty challenge, estimated at about $66 billion annually, these finances must be applied appropriately in various economic sectors, in particular the infrastructure sectors. These include both physical assets (transport, energy, water and sanitation and information and communications) and social services (hospitals and clinics, education and low-income housing). Governments are ultimately responsible for ensuring access to infrastructure for their citizens. However, developing-country governments are unable to address the infrastructure backlogs, let alone develop new assets, especially in the least developed countries in Africa. Governments rely on alliances with international partners, development finance institutions and, importantly, the private sector. However, the rules of engagement with the private sector need to be redefined, with proper emphasis on bringing affordable yet quality access to poorer communities. 相似文献

Determining appropriate analytical thresholds (ATs) for forensic DNA analysis is critical to maximize allele detection. In this study, six methods to determine ATs for forensic DNA purposes were examined and compared. Four of the methods rely on analysis of the baseline noise of a number of negatives, while two utilize the relationship between relative fluorescence unit signal and DNA input in the polymerase chain reaction (PCR) derived from a dilution series ranging from 1 to 0.06 ng. Results showed that when a substantial mass of DNA (i.e., >1 ng) was amplified, the baseline noise increased, suggesting the application of an AT derived from negatives should only be applied to samples with low levels of DNA. Further, the number and intensity of these noise peaks increased with increasing injection times, indicating that to maximize the ability to detect alleles, ATs should be validated for each post‐PCR procedure employed. 相似文献

Purpose
Previous studies that have explored the relationship between parenting style and children’s antisocial behavior have generally found significant bidirectional effects, whereby parenting behaviors influence their child’s antisocial outcomes, but a child’s behaviors also lead to changes in parenting style.Methods
The present study investigated the genetic and environmental underpinnings of the longitudinal relationship between negative parent-to-child affect and psychopathic personality in a sample of 1,562 twins. Using a biometrical cross-lag analysis, bidirectional effects were investigated across two waves of assessment when the twins were ages 9-10 and 14-15, utilizing both caregiver and youth self-reports.Results
Results demonstrated that negative parental affect observed at ages 9-10 influenced the child’s later psychopathic personality at ages 14-15, based on both caregiver and youth self-reports. For these ‘parent-driven effects’, both genetic and non-shared environmental factors were important in the development of later psychopathic personality during adolescence. There were additional ‘child-driven effects’ such that children’s psychopathic personality at ages 9-10 influenced negative parent-to-child affect at ages 14-15, but only within caregiver reports.Conclusions
Thus, children’s genetically influenced psychopathic personality seemed to evoke later parental negativity at ages 14-15, highlighting the importance of investigating bidirectional effects in parent-child relationships to understand the development of these traits. 相似文献437.

The purpose of this study was to determine the effect Proteinase K, sodium dodecyl sulfate (SDS), incubation times, and temperatures had on differential extraction efficiencies and the premature lysis of spermatozoa. The effect was measured using Quantifiler® Duo and Identifiler? PCR Amplification kits, where the resultant male and female DNA concentrations and their ratios within the nonsperm‐ and sperm fractions (SFs) were determined. Comparisons between expected and observed ratios illustrate the quantity of female DNA in the SF increased when Proteinase K was absent during the initial incubation. Additionally, there is no indication of simultaneous sperm and epithelial cell lysis in the absence of DTT at Proteinase K concentrations ranging from 10 to 300 μg/mL. All other conditions exhibited minimal variation in DNA concentration. Therefore, despite the various protocols used for the differential lysis of cell mixtures encountered in casework, the method is robust and successful at most conditions. 相似文献

With the recent tragedy at Sandy Hook Elementary in Newtown, CT, the public and the government are looking for solutions to school violence. The National Rifle Association (NRA), a Second Amendment, pro-gun advocacy group, has proposed an “education and training emergency response program” called The National School Shield, which advocates the placement of armed security in schools. Although the program sounds provocative, serious questions complicate its plausibility, necessity, motive, and effectiveness. Furthermore, the potential policy and practical ramifications of encouraging armed security forces in U.S. schools are complex. The authors examined the proposal’s key elements from a public policy perspective and determined that the NRA program would be expensive in terms of both implementation and civil and/or criminal liability, would increase juvenile contact with the criminal justice system, would increase the potential for injuries and deaths from firearms, and would potentially only serve to increase profits for those invested in security industries. The U.S. criminal justice system is overwhelmed with individuals affected by substance use and psychiatric disorders often co-morbid with criminal behavior. Locally, an evaluation of St. Louis downtown municipal ordinance violators found that 49 % of offenders reported mental health problems, 30 % reported alcohol-related problems, 86 % had a history of prior arrests and 71 % had failed to appear in the St. Louis City Municipal Court within the previous 2 years (Downtown St. Louis Community Court Evaluation Report, St. Louis, MO). These compounded conditions and their corresponding treatment needs are costly and complicate correctional rehabilitation efforts. Drug courts have emerged as alternative ‘therapeutic jurisprudence’ avenues designed to reduce drug use and associated individual risk behaviors. Unfortunately, there are few evidence-based measures available for rapid, onsite evaluation of an individuals’ potential for success with drug court. A new assessment tool, the Courtroom Behavior Check List (CRBCL), was developed to measure behavioral compliance in court as a predictor of future behavior, as we believed that behavior in court would predict future criminal behavior. We found scores on the CRBCL declined (e.g., improved) among the 127 women interviewed from baseline through the 8-month follow-up, and that a poorer score predicted re-arrest for a criminal offense (OR?=?2.84; 95 % CI 1.20–6.69). Based upon these findings, the CRBCL may be a useful tool to measure the likelihood of re-offending among women in drug court. Websites can be accessible to all if they are designed according to certain principles. Website accessibility has long been a European Union policy priority, particularly with the growth of egovernment services and the related impact on citizenship. A number of studies, while showing some improvement in accessibility, indicate the need for accessibility improvement in relation to egovernment services. This article outlines the European Union's policies on accessible websites and the related legislation. A theme in the development of disability related Directives is fragmentation and the lack of harmonising principles. Public procurement has been used as an extremely effective tool to increase accessibility in the United States, and it is this approach that lies at the heart of the proposed Accessibility Act. This initiative seeks to harmonise standards and policies on accessibility to harness fully the power of the internal market and the commercial impetus in order to increase access. While the Accessibility Act is currently being drafted after recent public consultation, this article evaluates the potential impact it could have on the accessibility of European Union public, and ultimately, private websites. 相似文献
