We investigated the content and legal relevance of clinical evaluations of parents conducted in child abuse and neglect cases. The sample consisted of 190 mental health evaluation reports, randomly selected from major providers, that had been completed on parents involved in a large, urban juvenile court system. We coded evaluations on 170 objective and qualitative characteristics in order to assess for criteria recommended in the forensic literature. We compared evaluations across groups categorized by type (e.g., psychological, psychiatric, bonding/parenting, substance abuse) and where the assessments were performed (outside or inside the court). We found numerous substantive failures to meet those criteria for forensic relevance. Evaluations of parents typically were completed in a single session, rarely included a home visit, used few if any sources of information other than the parent, often cited no previous written reports, rarely used behavioral methods, stated purposes in general rather than specific terms, emphasized weaknesses over strengths in reporting results, and often neglected to describe the parent's caregiving qualities or the child's relationship with the parent. Some relevant differences were evident across assessment groups, pointing to examples of more thorough, parenting-specific evaluation practices. Before allowing child witnesses to testify, courts routinely require children to describe what would happen to them if they lied. However, young children often refuse to reason hypothetically if they view the premises as implausible or undesirable, and might be more willing to discuss the consequences of lying if they are asked about another child rather than themselves. On the other hand, children might view themselves as invulnerable to punishment, and therefore believe that whereas other children will be punished for lying, they will not be. In this study, 64 maltreated 5- and 6-year-old children were asked to describe the consequences of lying to three professionals (a judge, a social worker, and a doctor). Participants in the self condition were asked what would happen to them if they lied, whereas participants in the other condition were asked to describe what would happen to a story child if he or she lied. Asking children about other children increased responsiveness, and did not reveal perceptions of invulnerability. The results suggest that young children's understanding that they will be punished for lying may make them reluctant to discuss the consequences of lying, leading to underestimation of their oath-taking competency. 相似文献

When students labeled English Learners (ELs) are reclassified as Fluent English Proficient, changes often occur in services and settings (e.g., changes in teachers, peers, and ancillary services). Policymakers play an important role in the reclassification process because they establish test‐based criteria that an EL must attain in order to become reclassified. If the criteria established by policymakers are incongruent with the instructional changes that result from reclassification, then services and settings may be denied to students who would otherwise benefit from them. In response to teachers’ and administrators’ concerns that some ELs who were reclassified were not succeeding without additional supports, California policymakers in 2006 to 2007 changed the reclassification criteria. In this paper, we examine the effects of changing these criteria using data on Latino/a students from the Los Angeles Unified School District, the U.S. district serving the largest number of ELs. Using “difference‐in‐regression‐discontinuities” approaches, we find consistent evidence that this policy change, which increased the difficulty of attaining the test‐based criteria for EL reclassification eligibility, had significant effects on high‐school students’ subsequent English language arts achievement (0.18 SDs) and graduation outcomes (11 percentage points). Specifically, when the criteria for reclassification were lower, students experienced negative effects of reclassification; but when the criteria were raised, students no longer experienced these negative effects. Highlighting the complex interplay between assessments, instruction, and policy, these findings demonstrate the important role policymakers play in the academic success of ELs and speak to policymaker considerations when implementing assessment and accountability systems. 相似文献

Firearm injuries are a leading cause of violent death in Tennessee. This study was designed to compare the demographic and epidemiologic features of fatal firearm injuries in Shelby County and Davidson County, Tennessee between 2009 and 2012. We identified 1081 gunshot fatalities for the study period in these two counties. Shelby County had a higher overall, age‐adjusted gunshot mortality rate, a higher male age‐adjusted gunshot mortality rate, and a higher age‐adjusted gunshot homicide rate than Davidson. Age groups 25–34 years and 35–44 years had higher crude mortality rates for gunshot deaths in Shelby County than Davidson County. Both counties had higher age‐adjusted gunshot mortality rates for black males than white males, higher homicide rate for black race than white, and higher suicide rate for white race than black. Homicide was the most common manner of death, and handguns were the most common type of firearm used in both counties. 相似文献

Currently, no established methodology exists to determine degradation patterns of latent fingermarks by visual means. This article is the second in a series of reports exploring quantifiable degradation‐related parameters, which focuses on color contrast changes between fingermark ridges and furrows over time. Experiment variables included type of secretion (eccrine and sebaceous), substrate (glass and plastic), and exposure to natural light (dark, shade, and direct light). Fingermarks were sequentially visualized with titanium dioxide powder and photographed. Image histogram profiles were evaluated and combined with statistical analysis of color data values. Results indicate that sebaceous depositions on glass were generally less degraded by the effect of environmental conditions compared with those on plastic. In addition, aging in darkness was not always the best condition for preservation, and direct exposure to light seemed to inhibit visual degradation under certain conditions. Overall, the technique provided sufficient sensitivity to discern degradation patterns of fingermarks. 相似文献

Objectives
This study uses UCR and NCVS crime data to assess which data source appears to be more valid for analyses of long-term trends in crime. The relationships between UCR and NCVS trends in violence and six factors from prior research are estimated to illustrate the impact of data choice on findings about potential sources of changes in crime over time.Methods
Crime-specific data from the UCR and NCVS for the period 1973–2012 are compared to each other using a variety of correlational techniques to assess correspondence in the trends, and to UCR homicide data which have been shown to be externally valid in comparison with other mortality records. Log-level trend correlations are used to describe the associations between trends in violence, homicide and the potential explanatory factors.Results
Although long-term trends in robbery, burglary and motor vehicle theft in the UCR and NCVS are similar, this is not the case for rape, aggravated assault, or a summary measure of serious violence. NCVS trends in serious violence are more highly correlated with homicide data than are UCR trends suggesting that the NCVS is a more valid indicator of long-term trends in violence for crimes other than robbery. This is largely due to differences during the early part of the time series for aggravated assault and rape when the UCR data exhibited consistent increases in the rates in contrast to general declines in the NCVS. Choice of data does affect conclusions about the relationships between hypothesized explanatory factors and serious violence. Most notably, the reported association between trends in levels of gasoline lead exposure and serious violence is likely to be an artifact associated with the reliance on UCR data, as it is not found when NCVS or homicide trend data are used.Conclusions
The weight of the evidence suggests that NCVS data represent more valid indicators of the trends in rape, aggravated assault and serious violence from 1973 to the mid-1980s. Studies of national trends in serious violence that include the 1973 to mid-1980s period should rely on NCVS and homicide data for analyses of the covariates of violent crime trends.469.
Although the perpetration of domestic violence by police officers has received more attention lately, little research has examined the topic. This study investigated common responses of police officers (n = 1108) to officer-perpetrated domestic violence case scenarios and the relationships between officer characteristics and such responses. Common responses included encouraging the victim to file a formal report, assisting in finding help for domestic abuse, and referring the offending officer to an employee assistance program (EAP) or counselor. Arrest was a likely response when officers were asked to imagine they witnessed a victim’s injuries and heard statements about an assault in a case scenario. Supervisors had the most victim-supportive responses, suggesting they may be very good trainers of front-line officers. 相似文献

Importation and deprivation theories have long been used to explain prison misconduct and victimization among male inmates. However, the key variables from these theories have rarely been tested on female inmates. In addition, many of these existing studies use combined samples of males and females, while ignoring female-only samples of prisoners. Using data from official misconduct reports collected from 2007 to 2012 from a large women’s prison in Ohio, the current study sought to compare the characteristics of perpetrators of inmate-on-inmate misconduct to their victims. Findings reveal that variables from both importation (age, race, and current violent offender status) and deprivation (mental health status and prior violent disciplinary reports) theories were significant in predicting perpetrator vs. victim likelihood. Policy implications and suggestions for future research are discussed. 相似文献
