Field-faring women: the resistance of women who worked in the fields of nineteenth-century England

In nineteenth-century England, women worked on farms at many different tasks. They frequently did laborious, repetitive work in the fields. In the 1860s this labour was defined as unfeminine by the middle class. The women who did it were described as unsexed and immoral. Working-class radicals took up and adopted this imagery in order to demand a male breadwinning wage when they fought their employers. However, the women also directly challenged their employers' authority and were frequently at odds with the development of that new male working-class respectability which stressed women's role as wives and mothers. This paper looks at the resistances of the field women and the response to their action by the radical, mainstream and feminist press of the second half of the nineteenth century. It highlights the complex relationship between class and gender.     

The Role of Child Sexual Abuse Images in Coercive and Non-Coercive Relationships with Adolescents: A Thematic Review of the Literature

The objective of this article is to present a thematic review of literature that pertains to the role of child sexual abuse images in online coercive and non-coercive relationships with adolescents, synthesize and contextualize current research on this topic, and identify some of the complexities in the self-production of sexual images by adolescents and their potential use by offenders. This review examines why there is a trend for child abuse image production to be increasingly associated with adolescent self-produced sexual images and how this may be related to individual coercion, as well as changing social and Internet contexts. Practitioners need to understand the technological and social affordances offered by the Internet, particularly in relation to the ability to produce sexual images, as part of a more ecological approach to understanding online abuse and exploitation.     

Institutions, Policy Innovation, and E-Government in the American States

Examining the rankings of American states in one fast‐growing policy area, e‐government, states with the most sophisticated and comprehensive policies varied over a five‐year period. What factors account for change in digital government policy innovation over time? Using time‐series analysis and 50‐state data, the authors find that state institutional capacity is important for continued innovation. They also find an association between reinvention in state governments and the institutionalization of information technology, suggesting a more general orientation toward government reform and modernization. Although state wealth and education were not significant in previous studies, they emerge as predictors of later innovation. The theoretical contribution of this study is to better understand the dynamic character of innovation over time and the role of institutions. The link between reinvention and e‐government raises the possibility that the modernization of state institutions generally facilitates innovation.     

“The Big Mo”: The Early Days of Housing Policy Debate

On the occasion of the 25th anniversary year of Housing Policy Debate, this article details the circumstances and the political climate of the late 1980s that led to the origin of this journal. I review the influence and the confluence of the National Housing Task Force of 1987, Jim Rouse (CEO of the Rouse Corporation), the Senate Subcommittee on Housing and Urban Affairs, and David O. Maxwell, then the chairman of Fannie Mae, to create the Office of Housing Research (OHR) within Fannie Mae. The article also highlights the role of the National Housing Task Force and the first Fannie Mae Housing Conference in expanding high-quality housing research in the 1990s through the MIT Housing Policy Project and the research and convening efforts of the OHR in Fannie Mae, which included this journal and a continuance of the Annual Housing Conference thereafter.
