Medicare program; coverage and payment of ambulance services; inflation update for CY 2004. Final rule with comment period

This final rule provides the sunset date for the interim bonus payment for rural ambulance mileage of 18 through 50 miles as required by the Medicare, Medicaid and State Child Health Insurance Program Benefits Improvement and Protection Act of 2000 (BIPA) and provides notice of the annual Ambulance Inflation Factor (AIF) for ambulance services for calendar year (CY) 2004. The statute requires that this inflation factor be applied in determining the fee schedule amounts and payment limits for ambulance services.     

Medicare and Medicaid programs; religious nonmedical health care institutions and advance directives. Final rule

This final rule implements requirements under the Balanced Budget Act of 1997, which set forth requirements for the new Religious Nonmedical Health Care Institution program and advance directives. This rule finalizes the Medicare requirements for coverage and payment of services furnished by religious nonmedical health care institutions, the conditions of participation that these institutions must meet before they can participate in Medicare, and the methodology we will use to pay these institutions and monitor expenditures for services they furnish. This rule also finalizes the rules governing States' optional coverage of religious nonmedical health care institution services under the Medicaid program. Additionally, this final rule addresses comments we received on the November 30, 1999, interim final rule and also makes minor changes to clarify our policy. Lastly, this rule incorporates a minor change to the requirements for advance directives.

Preventing suicide in prisons, part I. Recommendations from the International Association for Suicide Prevention Task Force on Suicide in Prisons

In 2000 the Department of Mental Health of the World Health Organization (WHO) published a guide named Preventing Suicide. A Resource for Prison Officers as part of the WHO worldwide initiative for the prevention of suicide. In 2007 there are new epidemiological data on prison suicide, a more detailed discussion of risk factors accounting for the generally higher rate of suicide in correctional settings in comparison to the general population, and several strategies for developing screening instruments. As a first step, this paper presents an update of the WHO guide by the Task Force on Suicide in Prisons, created by the International Association for Suicide Prevention. A second paper, by the same Task Force, will present some international comparisons of suicide prevention services in correctional facilities.

本文对英法大部门政府体制的理论起源、部门构成与演变、部门内外协调机制进行了分析,总结了其成功的经验和实施的制度基础,指出完善的市场经济、成熟的社会自治、政府职能的及时更新、配套改革措施到位是英法大部制成功运作的基础。与此相应,在我国推动相应的改革必须着力强化部门首长的协调与控制能力、围绕职能行使效率设计部门结构、推进相应的综合配套改革。     

俞某抢劫案：未成年人重罪案件中的刑事和解适用问题

未成年犯罪嫌疑人俞某，男，作案时16周岁，本市在校未成年人。俞某在另一成年犯罪嫌疑人纠集下，共同对被害人李某进行抢劫。成年犯罪嫌疑人脚踢被害人并进行搜身，俞某则以言语威胁，二人劫得被害人现金人民币100元及塔基亚8250型移动电话一部（价值人民币700元）。后俞某发现被害人李某与自己是同一个村子的人，遂通过同学与被害人及其父母联系，见面后将劫得的手机和现金归还，并主动到公安机关自首。公安机关对其采取取保候审措施。
