Child abuse is addressed through a complicated design of federal, state, and local funds. Congress approved a new round of waivers permitting states to flexibly use funds, otherwise limited to foster care reimbursement, for other child welfare needs. Conducted in Ohio, this longitudinal study examined flexible funds from child welfare directors’ perspectives, including key informant interviews, a survey, and semi-structured interviews. Directors noted that improved discretion results in better child health outcomes and better community partnerships; community partnerships are essential to promoting the health and safety of vulnerable children; and federal child welfare success measures do not reflect directors’ perceptions of success. 相似文献

Every day, judges are faced with decisions regarding intimate partner violence (IPV) victims' requests for protection orders, custody arrangements, and visitation schedules. To make informed decisions, judges must understand victims' risk for future violence. This mixed method study explores the extent to which protection order petitions (n=169) communicate victims' current danger and future risk of violence. Methods included interviews coupled with an archival review of court petitions. Findings suggest judges are inadequately prepared to render decisions to improve victim safety in the absence of standardized risk assessments. The Danger Assessment provides an evidence-based solution to routinize intake interviews with victims petitioning the court. 相似文献

There is an increased demand for law guardians in domestic violence cases, especially those involving child witnesses. Training is required for law guardians to meet child clients’ needs. While workshops and conferences are typical venues for continuing education training, their effectiveness is unknown. This pilot study compared law guardians who attended a conference on community violence and children to nonattendees on several training outcomes. Results showed a positive impact on attendees’ feelings of efficacy and intentions to carry out new practice behaviors post‐conference; differences were maintained at follow‐up. Limitations and implications of this pilot study are discussed. 相似文献

Since the recognition of domestic violence (DV) in the late 1970s, police officers have been frontline providers. Despite their changing role as a result of the criminalization of DV, little is known about their experiences and responses to this public health issue from their unique perspective. Via focus groups, 22 police officers discussed their scope of practice and emotional reactions to DV calls. Participants reported frustration with the recurring nature of DV and with the larger systems?? lack of accountability (e.g., courts, prosecution and community) that follow their initial interventions. Participants discussed the limitations of their role as protectors of public safety, attitudes that evolve over time and their beliefs as to contributing factors that perpetuate DV. Additionally, the officers recommend: more professional training, counseling, incident debriefing for officers including feedback on case disposition, better collaboration across professional groups, and evidence-based prosecution. Despite more than a decade of policies that encourage prosecutors to proceed without the victim's input or actions in cases of intimate partner violence (IPV), prosecutors still often rely on the victim's participation to move a case forward. The purpose of this study was to identify the barriers and motivators influencing female IPV victims' engagement with the criminal justice system and their preferences regarding prosecution. Findings from focus groups with women who had experienced police response to IPV revealed that women wanted the violence to end but faced numerous barriers to engaging with the criminal prosecution process. The dominant voice favored police and prosecutors taking action toward prosecution without depending solely or heavily on the victim's active participation. 相似文献

Successful criminal or civil legal system response to assaults against intimate partners (intimate partner violence; IPV)
usually rely on the victim’s participation in the legal process, including having contact with the prosecutor, filing charges,
and/or applying for an order of personal protection. Using data abstracted from criminal and civil legal system records for
a county-wide cohort of 990 female IPV victims over a 4-year period, we examine the impact of having children, and of specific
child factors, on victims’ engagement with the criminal prosecution of their abusive partners and/or seeking a personal protection
order (PPO) in the civil court system. Having children increased victim’s contact with the prosecutor and applications for
PPOs, but did not increase her likelihood of wanting to file or drop charges. Findings support prior work suggesting both
the importance and complexity of children on mothers’ decision-making. Policy makers and service providers may want to assess
survivors’ thoughts about the role children play in their decision-making. Additionally, by offering survivors interventions
to help their children address the impact of IPV exposure, survivors may be more willing to engage with services. 相似文献

Many urban, low-income adolescents experience violence, often resulting in posttraumatic stress disorder (PTSD) and depression. Narrative Exposure Therapy (NET) facilitates therapeutic processing of traumatic memories. This purpose of this study is to examine the feasibility of NET among adolescents at-risk for PTSD and depression. Two community-based agencies hosted five focus groups with adolescents (n = 28), aged 18–21, predominantly African- American (71 %) and female (61 %) and one with adolescent service providers (n = 11). Pope’s coding framework (2000) and the Socio-Ecological Model for violence prevention (Krug et al. in The Lancet, 360(9339), 1083–1088, 2002) elicited perceived barriers and facilitators to NET. Individual, relationship, and community level barriers and facilitators to NET therapy engagement were identified. The findings indicate participants have favorable attitudes about NET and the provision of the therapy within trusted community agencies. The results will inform the next steps of NET implementation, training, and psychoeducation. 相似文献
