小城镇发展进程中的治安问题及防控构想

小城镇治安形势日益严峻.其影响因素主要有人口结构的显著变化、人、财、物的可侵害性增大、治安管理模式相对落后、治安基础设施建设滞后和利益格局复杂等.数据分析显示小城镇在区域中的治安影响力正逐渐增大;交通贸易型、旅游型、工业型等不同特点的小城镇,其治安情况各有特色;小城镇的治安问题兼具城市和农村的特征.据此,公安机关应着眼于长远和大局,将小城镇治安工作摆上重要位置,借鉴城市治安工作经验,建立相匹配的公安运行机制,处理好打、防、管三者之间的关系,逐步提高控制小城镇治安的能力.

监狱学学术表达当中存在着概念混乱的情况，对同一概念也有不同的理解，这在一定程度上影响了学术交流的效率。通过对教育改造和罪犯教育这两个概念的比较，在此基础上对比分析教育改造的概念和理念，进而发现，学者在学术表达过程中应当努力做到“自明”，这样才能确保学术交流的有效性。     

U.S. v. Glatfelter and NCR Co. v. George A. Whiting Paper Co.: Seventh Circuit's Latest Interpretation of CERCLA Liabilities

Although a crucial part of the federal government's legal arsenal against polluters in environmental enforcement actions, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) is nevertheless an ambiguously and confusingly drafted statute requiring constant judicial interpretations of its application in litigation. Last year, several decisions delivered by the Court of Appeals of the Seventh Circuit have provided the latest interpretations, particularly further distinguishing between sections 107 and 113 claims, as well as clarifying apportionment and allocation of liabilities. This article discusses these decisions and tries to analyze their impact on future CERCLA litigations.

在浙江省慈溪市附海镇蒋村,订婚通常称为"过书",为婚姻成立的必要程序,村民较为严格的遵守这一历史上一直有效并传承至今的习惯法。通过对2010年11月13日蒋村戚周订婚的田野考察和访谈,可以发现,固有的订婚习惯法在蒋村仍然客观存在,仍然有其现实功能和特殊价值。蒋村订婚有自愿、必要、协商三个基本原则,相识与媒人规范、订婚程序规范、彩礼规范等为订婚的主要规范。在订婚习惯法的发展中,经济因素日益突出。     

Interactive governance and implementation effectiveness in India's National Health Insurance Program

Many public sector programs, such as those directed at public health, are often multiagency tasks where structural incongruity in the program design is liable to emerge over time from changing operational requirements. Yet, successful implementation remains possible because of the interactions and relationships between implementation parties that encourage cooperation and collaboration despite incongruence in the program design. We examine how the dynamics of these interparty relationships influence implementation success in a comparative study of India's National Health Insurance Scheme. We find that implementation parties exhibiting support and complementarity in their interactions created a virtuous cycle of continually encouraging better performance and vice versa. Thus, our findings exhibit a distinct functionary role of interparty interactions and relationships for eliciting effective implementation and governance. The analysis also showcases the need for policy makers and policy designers to be cognizant of the inadvertent introduction of structural inconsistencies and veto points into program designs and their potential influence on implementation outcomes.
