中泰高铁项目一波三折的原因分析

中泰高铁项目从英拉政府首次提出至今已4年有余,但基建工程仍未全面动工。近来,巴育政府动用军政府特殊权力强势推进中泰高铁项目,使得泰国社会对中泰高铁项目的必要性和巴育政府行政令合法性的质疑逐渐增加。本文通过对泰国铁路运输现状与发展规划、中泰高铁项目的提出与谈判进展的考察,重点分析此项目一再迁延的原因,并提出建议。     

Study of the Behaviors of Gunshot Residues from Spent Cartridges by Headspace Solid‐Phase Microextraction–Gas Chromatographic Techniques

Gunshot residues, produced after shooting activity, have acquired their importance in analysis due to the notoriety of firearms‐related crimes. In this study, solid‐phase microextraction was performed to extract the headspace composition of spent cartridges using 85‐μm polyacrylate fiber at 66°C for 21 min. Organic compounds, that is, naphthalene, 2,6‐dinitrotoluene, 2,4‐dinitrotoluene, diphenylamine, and dibutyl phthalate were detected and analyzed by gas chromatography‐flame ionization detection technique. Evaluation of chromatograms for diphenylamine, dibutyl phthalate, and naphthalene indicates the period after a gunshot was discharged, whether it was 1 days, 2–4 days, <5 days, 10 days, 20 days, or more than 30 days ago. This study revealed the potential effects of environmental factors such as occasional wind blow and direct sunlight on the estimation of time after spent cartridges were discharged. In conclusion, we proposed reliable alternative in analyzing the headspace composition of spent cartridges in a simulated crime scene.     

Choosing China: public perceptions of ‘China as a model’

This article examines East Asians and Chinese nationals who select ‘China as a model’ of development. The analysis looks at both macro and micro explanations to show that China's standing as a development model is not in sync with its status as a rising global and regional power. At the macro level, the focus is on country-level patterns, while the micro analysis is drawn from the third wave surveys of the Asia Barometer Survey data conducted from 2011 to 2013 in 13 different countries. The findings suggest that political values, history, geography and socio-economic conditions correspond to different views of China as a model and that those outside of China who select the country as a model are quite different from those in China itself.     

一次检测微量血痕的种属来源、ABO血型及红细胞酶EsD、PGM_1的表型

本文介绍一种一次检测微量血痕的种属来源、ABO 型、红细胞酶 EsD、PGM_1表型的方法。用盲法共测151份已知血痕种属来源 ABO 血型、EsD 与 PGM_1表型的血痕纤维,均能正确判型、吻合率为100％。     

肠胃清胶囊治疗慢性胃炎60例

目的：观察自制中药肠胃清胶囊治疗慢性胃炎的临床效果。方法：根据《中药新药临床研究指导原则》的标准，采用自身前后对比的方法，对临床症状、体征及相关检查从中医两个方面进行治疗前后对比。结果：肠胃清胶囊对慢性胃炎的症状、体征有明显疗效，对胃黏膜镜下病变及组织学变化亦有明显的改善作用。结论：肠胃清胶囊对偏热偏实型慢性胃炎具有明显疗效。临床观察中未发现毒性和不良反应。

人文价值取向与基础制度规范——关于政府转型的一点思考

中国政府职能转变没有取得实质性进展的表层原因是政府职能转型的滞后,实际是基础性制度规范的缺失和人文价值取向问题。在政府职能转变问题上,我们要在原有思路基础上“扩容”——扩充人文价值取向的内容,在建立基础性制度规范上下功夫。具体说来,就是要确立“公共利益关怀”的价值取向,克服“政府部门利益化”倾向;确立“公平交易”的价值取向,克服滥用行政权力和行政垄断的问题;确立“独立分治”的价值取向,解决政府与企业、国资、事业和中介组织交叉、混同的制度性问题。

目的为提高实战中对留痕人体重推断的准确率;方法根据足迹长宽的比值更能准确地反映人的胖瘦这一规律,提出修正计算公式m=2.5M/R进行初步实验检验;结果该方法是对原根据足迹掌宽值推断留痕人体重公式的补充,对偏离标准体态的人,用该公式修正使足迹掌宽值与体重的关系有了较为准确的反映。
