The multilevel governance literature has matured into a widely used analytical framework for investigating policy processes that span multiple tiers of jurisdiction. However, there are still gaps in this literature. The main objective of this article is to address some of these gaps by proposing a strategic construct of multilevel governance that focuses on informal but longer-time horizons of interjurisdictional cooperation. This strategic approach expands the frame of analysis from prevalent emphasis in the extant literature on limited instances of interjurisdictional coordination to a greater emphasis on sustainable strategic multiscalar partnerships facilitated by municipal-level authorities and non-state actors. The article uses this strategic construct of multilevel governance to analyze the key institutional features of Canada’s innovation policy delivery in southern Ontario. This study illustrates how a strategic construct provides a richer understanding of the highly adaptive and fluid processes of multilevel governance in federal systems.  相似文献

In the UK, it is commonly proposed that the accountability gap resulting from ministers' reluctance to accept responsibility for departmental failures could be closed by giving parliamentary select committees stronger investigative powers. In the Sandline affair the Foreign Affairs Committee sought to take on such a role, notwithstanding that a separate external inquiry was already under way.
This paper compares the two mechanisms of accountability. It concludes that committees are poorly suited to investigate high-profile administrative failures because they are too influenced by party politics. Independent inquiries are better for the purpose (though improvements are needed here too). A parliamentary resolution gave the inquiry primacy over the committee in the Sandline case. Moral Foundations Theory (MFT) is employed as a causal explanation of ideology that posits political attitudes are products of moral intuitions. Prior theoretical models, however, suggest the opposite causal path, that is, that moral judgments are driven by political beliefs. In both instances, however, extant research has assumed rather than explicitly tested for causality. So do moral intuitions drive political beliefs or do political beliefs drive moral intuitions? We empirically address this question using data from two panel studies and one nationally representative study, and find consistent evidence supporting the hypothesis that ideology predicts moral intuitions. The findings have significant implications for MFT as a theory of ideology, and also about the consequences of political beliefs for shaping how individuals rationalize what is right and what is wrong.  相似文献

Two-dimensional dust shoeprints are often of very high resolution and contain unique features. Lifting these prints in the most effective method may contribute much to preserving these fine details. A research was conducted by experts from Israel and Switzerland to compare gelatin lifters and electrostatic lifters for lifting shoeprints. Several substrates were chosen, and on each material a set of dry dust shoeprints was made. A set of wet prints was made on paper as well. The shoeprints were approximately of the same quality, and the only variable was the nature of the material. On substrates indifferent to the method used, the preferable sequence was tested. Gelatin lifter was superior on most substrates and for wet prints. The superior sequence for using both methods is electrostatic lifting followed by gelatin lifter.  相似文献

Most survey-based research on campaign effects in British elections has focussed on exposure to the campaign. Far less attention has been given to how the campaign is perceived, although American research on the effects of negative campaigning suggests that this is a potentially important area. The article investigates the extent to which vote choices in the 2007 Scottish Parliament election were affected by perceptions of the parties’ campaigns as ‘positive’ or ‘negative’. Partisanship and increased exposure to a party’s campaign increased individuals’ chances of rating a campaign positively. Other things being equal, however, campaigns which come to be seen in a negative light backfire on the party responsible, reducing the propensity of people to vote for it.  相似文献

The ability to predict the timing and magnitude of future climate and temperature changes at a regional level has become increasingly important for corporate decision making and enterprise risk management. In the short term, companies could face decisions about acquisitions of water-dependent companies and natural resources or might be planning facilities or operations in communities vulnerable to erosion and flooding, changes in water supplies, and increasing health-care costs. In the intermediate term, companies need to assess these vulnerabilities to determine appropriate insurance coverage, plan for new infrastructure, implement preventative health-care programs, or protect natural resources. A technical approach needs to involve predictive tools that can provide bounding estimates at regional scales. The implications of those changes need to be translated to consequences that can affect specific businesses. Corporations must be cognizant of the uncertainties in this forecasting process and for that reason it is essential to link the likelihood of outcomes with the magnitudes of consequences. This article outlines an approach that is gaining traction as a way to address this complex matter.  相似文献
