Abstract. Analyses of turnout in British general elections fall broadly into two camps: those based on constituency–level data, and those based on survey data. The former stress the importance of local context, while the latter stress personal characteristics and viewpoints. Underlying both are a range of theories purporting to explain turnout. However, to date, there has been little systematic attempt to analyse turnout in the round. In this paper, we combine survey and constituency data to study the individual and contextual correlates of turnout at the British general election and 1992. Constituency level analyses seem to confirm the importance of local context, though it declined during the 1980s. However, and contrary to analyses which employ constituency data only, while individual electors' decisions on whether or not to turn out are influenced by their personal circumstances, they are not influenced by local context. 相似文献

This article analyzes the concept of hegemony and examines its relationship to power and autonomy. Refuting the conventional belief that it is ideology that distinguishes hegemony, the article argues that it is autonomy that constitutes the distinguishing characteristic. Although hegemons tend to evolve into imperialists, hegemony involves leadership of an alliance, not domination by coercion. It is impossible to conceptualize hegemony without also including autonomy. In this conceptualization, the primary source of autonomy lies in a specific hegemonic system of domination that itself embodies the notion of autonomy for both the polity and its citizenry, a limiting construction that hinders the tendency toward imperialism. Such a system includes one type of autonomy that can be designated as autonomy within hegemony. In addition, the article discusses two other types of autonomy: counterhegemony and a largely power-based opposed hegemony. Thus, the article concludes, hegemony is a complex concept, with several types of manifestation, that can more usefully be understood in connection with autonomy and power than as a stand-alone concept. 相似文献

Research examining the relationship between internalizing symptoms and antisocial behaviors has generally been cross-sectional
in design. Thus, although extant data have substantiated a strong correlation between internalizing symptoms and antisocial
behaviors, few studies have focused on describing the nature of the co-occurrence over time. This study examined the relation
between growth in internalizing symptoms and longitudinal patterns of antisocial behavior in a sample of 283 inner-city males
and their caregivers assessed as part of a longitudinal developmental risk study. Participants were assessed annually in four
waves. Non-offenders and escalating offenders had lower levels of internalizing problems at wave 1 than did chronic minor
and serious-chronic-violent offenders. Results revealed a developmental trend of decreasing internalizing problems across
study years for most participants, as would be expected, with adolescents participating in serious, chronic, and violent patterns
of antisocial behavior displaying greater internalizing problems than those participating in stable patterns of less serious
or no antisocial behavior. Further, when there was escalation of seriousness and frequency of antisocial behavior, there also
was increased internalizing problems relative to non-escalating juveniles. Results are discussed in the context of developmental
psychopathology.

Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological
theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73%
African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census
regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of
community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence
predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental
education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially
mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention
and prevention programs are discussed.

The current controversy over the politicization of science by the Bush administration is, by definition, a political controversy. As such, it must be addressed by political measures as well as the administrative strategies that Dr. Lambright suggests. The administration's actions go beyond the bounds of "business as usual" and reflect the interests of its powerful constituencies, as well as the unease of many citizens with some scientific and technological advances. Scientists need to engage these citizens and take their concerns into account in order to build trust between the scientific community and the public, as well as to impede unscrupulous politicians from distorting scientific information to suit their purposes. 相似文献

Many scholars argue that citizens with higher levels of political trust are more likely to grant bureaucratic discretion to public administrators than citizens with lower levels of trust. Trust, therefore, can relieve the tension between managerial flexibility and political accountability in the modern administrative state. Unfortunately, there is little empirical evidence showing that trust is actually associated with citizens' willingness to cede policy-making power to government. This article tests theories about political trust and citizen competence using the case of zoning. Trust in local government is found to be an important predictor of support for zoning, but trust in state government and trust in national government have no effect. These findings suggest that trust affects policy choice and helps determine how much power citizens grant to local administrators. 相似文献

What type of oversight should states exercise over local units in order to prevent fiscal crises? This article discusses a sequence of three best practices that some states use to prevent fiscal emergencies. They first monitor local government finances to predict fiscal distress. After detecting signs of fiscal distress, states actively assist local units in ameliorating the problem. Finally, assistance notwithstanding, if a situation becomes grave, states require local units to take strong remedial measures, including increasing taxes and reducing expenditures. 相似文献

While there is a growing academic literature about mail-in ballots, there has been no serious academic research to date on overseas voters, even though the counting of overseas military ballots figured into the 2000 presidential election controversy. The participation of nearly 4 million overseas voters, both civilian and military, is governed by the Uniformed and Overseas Citizens Absentee Voting Act. The authors examine the reported perceptions of military and nonmilitary voters covered by this legislation using two surveys funded by the U.S. Election Assistance Commission, focusing on their perceptions of electronic means of transmitting voting materials. The authors find that civilian overseas citizens have a harder time registering and voting than military overseas citizens; that the key factor is the timely transmission of voting materials; and that, despite privacy concerns, electronic transmission of voting materials is viewed favorably. 相似文献
