This paper revisits the conventional notion of accountability rooted in bureaucratic and hierarchical structures of government and advances an alternative conceptualization more useful for analyzing complex horizontal network delivery systems. Although such systems are increasingly prevalent, they often exacerbate the problem of accountability in the public sector. By examining regional economic development policy implementation in Manitoba, this article illustrates the prospects and challenges of adapting conventional constructs of accountability to horizontal network delivery systems.  相似文献

This article is intended to be a contribution to the study of the politics of the Anglo‐German relationship, and to the politics of NATO enlargement, seen purely within this context. It is not concerned with the validity of any strategic arguments concerning enlargement, the organisational or the financial problems stemming from this policy, or the wider strategic issues raised by this policy. From 1992 until 1 May 1997 the bilateral Anglo‐German relationship exhibited ever deeper fissures in policy on European integration, and on monetary union in particular. Yet, Anglo‐German policy in respect of NATO's eastern expansion and its relations with the new Russia, which reflected an integrating Europe from a different perspective, was characterised by fundamental agreement. This paradox, it is suggested, indicates that policy on Europe suffered more from ideological conflict on European integration within the governing Conservative Party during the period under review than from an inherent or necessary conflict of national interest between Britain and Germany.  相似文献

What type of oversight should states exercise over local units in order to prevent fiscal crises? This article discusses a sequence of three best practices that some states use to prevent fiscal emergencies. They first monitor local government finances to predict fiscal distress. After detecting signs of fiscal distress, states actively assist local units in ameliorating the problem. Finally, assistance notwithstanding, if a situation becomes grave, states require local units to take strong remedial measures, including increasing taxes and reducing expenditures.  相似文献

Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. This outline may assist other courts in their own implementation efforts.  相似文献

Few studies have examined risk factors of childhood and early adolescent depressive symptomatology trajectories. This study examined self-report depressive symptomatology across a 6-year time period from 2nd to 8th grade to identify latent groups of individuals with similar patterns of depressive phenomena in a sample of 951 children (440 girls, 511 boys). Analyses, using semiparametric group modeling (SGM), identified 5 trajectory groups for girls and boys: low depressed stables, low depressed risers, mildly depressed stables, moderately depressed changers, and moderately depressed risers. Individual risk factors, with the exception of shy/withdrawn behavior, were significantly different across trajectory group membership for boys and girls, as was low-income status for boys. Boys in the low depressed and mildly depressed stable trajectory groups had significantly higher levels of antisocial behavior, attention problems, and lower social competency compared to girls in similar groups. These results suggest that universal prevention programs implemented in early elementary school that target selected risk factors may be helpful in reducing future adolescent mental health problems, specifically depressive symptomatology.  相似文献

Social capital has attracted increasing attention in recent years. We use county-level and individual survey data to study how Wal-Mart affects social capital. Estimates using several proxies for social capital—such as club membership, religious activity, time with friends, and other measures—do not support the thesis that “Wal-Mart destroys communities” by reducing social capital. We measure exposure to Wal-Mart two ways: Wal-Marts per 10,000 residents and Wal-Marts per 10,000 residents aggregated over the years since 1979 to capture a more cumulative “Wal-Mart Effect.” We find that the coefficients on Wal-Mart’s presence are statistically insignificant in most specifications.  相似文献
