Abstract

The ‘flexicurity’ strategy reached the top of the European Union's policy agenda in the mid-2000s. The strategy assumes an adult worker model family and aims to promote better, as well as more, jobs and to ensure that policies should further both flexibility in the labour market and security for workers. The article explores, first, the meaning of internal and external flexibility, and of employment-based security and the different implications for men and women. While the policy documents assume that flexicurity will increase gender equality, the mechanisms have not been specified. In fact, as the article shows, women are often more ‘flexible’ workers than men, particularly regarding their contractual arrangements and hours of employment. However, they tend not to be economically autonomous and, we argue, the supply-side policies advocated on the security side of the flexicurity matrix are insufficient to improve their position, which is strongly related to the gendered divisions of paid and unpaid work.  相似文献

It is argued that leaders and other change agents will be able to transform organizations and the members of organizations only if they possess compelling explanatory frameworks for viewing organizational behavior, structure and dynamics. To illustrate this point, the stratified systems theory of Elliott Jaques is presented in the context of an organizational intervention. The “vision” promoted by stratified systems theory enabled an outside consultant to transform the leadership of an ailing social services agency and was useful in explaining the inability of the organization's administrator and board of directors to act transformationally during a period of rapid change  相似文献

The article addresses a deficiency in previous studies of city managers role behavior: the lack of a comprehensive, multidimensional typology through which such behavior might be categorized and explained. Utilizing factor scores generated from a list of fifteen questions in an I.C.M.A. survey questionnaire, the author uses a hierarchial grouping technique to produce seven profiles of managers role behavior. The Organization for Security and Cooperation in Europe (OSCE) and the Shanghai Cooperation Organisation (SCO) represent competing sets of international norms in Central Asia. The contestation between these sets of norms has not led to a complete polarisation between members of the two organisations, however. Instead, the OSCE has used a range of discursive tactics to reduce political contestation, downplaying some contested issues and seeking shared discourses on security threats. This article explores these tactics and suggests that these discursive shifts may eventually threaten the normative identity of the OSCE and lead to the acceptance of a more hybrid set of security-related norms in the region.  相似文献

Abstract:  Denaturing high-performance liquid chromatography (DHPLC) was evaluated as a sequencing-independent means of detecting the presence of sequence differences in pair-wise mixtures of nonconcordant amplicons of human mitochondrial DNA (mtDNA). A total of 920 pair-wise combinations of HV1 and HV2 mtDNA amplicons from 95 individuals were assayed by DHPLC for sequence concordance/nonconcordance. For the 72 combinations of amplicons from different individuals who shared identical DNA sequences, DHPLC assays consistently indicated sequence concordance between the samples. This was in 100% agreement with sequencing data. For the 849 combinations of amplicons which differed in sequence, DHPLC detected the presence of sequence nonconcordance in all but 13 assays to yield 98.5% concordance with sequencing. Thus, DHPLC can be used to detect a diversity of sequence differences (transitions, transversions, insertions, and deletions) in the mtDNA D-loop. Accordingly, DHPLC may have utility as a presumptive indicator of mtDNA sequence concordance samples, as a screen for heteroplasmy/situational mixtures, and as a means for the physical fractionation of the individual contributors to an mtDNA mixture prior to sequencing.  相似文献

Investigations into the causes and effects of parallel importinghave concentrated on price discrimination, but arbitrage canalso occur on non-price dimensions. Using a natural experimentin the New Zealand film distribution industry between May 1998and November 2001, we examine the effect of parallel importingon quality as it relates to the timing of the availability offilm media. We demonstrate that (a) cinema revenues were underminedas consumers substituted viewing films on parallel importedDVDs for the cinema format and (b) that studios responded tothe threat of parallel imported DVDs by bringing forward therelease of films into New Zealand cinemas. The reduced delaybetween US and New Zealand cinematic release dates is shownto be consistent with the introduction of competition when timingis a dimension of quality and choice. We conclude that parallelimportation of DVDs almost certainly resulted in a net increasein welfare in New Zealand.  相似文献
