The relationship between the length of tenure of elected heads of local governments (HOLG) and performance of local governments remains ambiguous, with few empirical studies on it. Korea presents a compelling case in that it has limited HOLG to serve only three consecutive terms based on the untested belief that longer tenures have a negative effect on local governments. To address these gaps, this study applies the fixed effect panel model, using the Korean government data from 2008 to 2014. Our findings reveal a negative relationship between tenure length and efficiency, particularly among local governments demonstrating a low level of efficiency. The relationship between the length of tenure and integrity is also negative, especially among local governments with low levels of integrity. However, given that these relationships disappear when factors specific to local governments are controlled, our findings should be interpreted cautiously. 相似文献

ABSTRACTUsing the performance evaluation data of Korean SOEs, the impact of information asymmetry within target setting on ratcheting intensity and the ratchet effect is investigated. It was found that ratcheting intensity is substantially greater (lower) for target-setting methods that have utilized limited (plenty of) information on past performance and that the ratchet effect increases with ratcheting intensity. These results indicate that information asymmetry between the superior and subordinates is one of the crucial drivers of the ratchet effect. It was also documented that when subordinates sufficiently beat target, the ratchet effect is much greater for relatively “top-down” target setting than that for relatively “bottom-up” target setting. This finding suggests that securing subordinates’ active participation in the target-setting process can alleviate their effort reduction incentive. 相似文献

This paper uses a unique data set constructed from two sets of administrative records to examine the relationship between
incarceration and employment rates for former female state prisoners from Illinois. Our analysis indicates that although prison
is associated with declining employment rates during the quarters leading up to women’s incarcerations, it does not appear
to harm their employment prospects later on. In the short-term, we estimate that women’s post-prison employment rates are
about 4 percentage points above expected levels. However, these employment gains do not persist and gradually fall back to
pre-prison levels. These results indicate that time out of the work force is not a cost associated with incarcerating women.

We examine spatial patterns of mass political participation in the form of volunteering and donating to a major statewide election campaign. While these forms of participation are predictably associated with the political and socioeconomic characteristics of the precincts in which the participants reside, we find that these statistical relationships are spatially nonstationary. High-income neighborhoods, for example, are associated with stronger effects on participation at some locations more than at others. By using geographically weighted regression (GWR) to specify local regression parameters, we are able to capture the heterogeneity of contextual processes that generate the geographically uneven flow of volunteers and contributors into a political campaign. Since spatial nonstationarity may well be a rule rather than an exception in the study of many political phenomena, social scientific analyses should be mindful that relationships may vary by location. 相似文献

Abstract: One hundred Korean adults (50 men, 50 women) were scanned in the upright position using a cone‐beam CT (CBCT) scanner. The soft tissue (ST) thicknesses were measured at 31 landmarks, 10 midline and 21 bilateral landmark sites, and the means and standard deviations were obtained for male and female subjects. While 18 of 31 landmarks showed sex differences, the majority showed higher values for male subjects with the exception of a few landmark sites corresponding to the zygoma area, which showed smaller values in men than in women. The mandibular area showed greater differences between the right and left sides. Overall, the ST thickness measurements obtained in this study can be used as a database for the forensic craniofacial reconstruction of Korean adult faces. 相似文献

By investigating the domestic debate over the US troop reduction in Japan and South Korea for the past several decades, this article explores variation in the Asian allies’ reactions to American retrenchment. Instead of inferring regional responses solely from external security environments, this paper pays particular attention to domestic political contexts in which different political actors compete to frame the meanings and consequences of the US military presence, with implications for alliance dynamics in East Asia. I argue that along with the perceived levels of external threats, considerations of foreign policy autonomy and political legitimacy shape the ways in which the two Asian allies have responded to the US retrenchment. 相似文献

We investigated five different government organizations' uses of social media in two countries: South Korea and the United States. Two content analyses were conducted in two time periods: 2011 and 2014. We found that the majority of government organizations in both countries use social media within the public information model (for dissemination of information), followed by the two-way asymmetrical model (for persuasion). As expected, the most prevalent public relations strategy is informative strategy, followed by persuasive strategy. The majority of government organizations use the information dissemination message strategy. Specific differences were found between 2011 and 2014 as well as between two countries. 相似文献

ABSTRACTThe study of formal planning in nonprofits and the public sector is thriving, with management gurus providing abundant advice on its value and proper execution. We address a related, but broader issue: why has the management tool of formal planning become prevalent in organizations with a public goal in the first place? To answer this question, we draw on insights from institutional theories of organization, bringing a fresh perspective to the increasingly common practice of formal planning in the administration of public entities. Using a unique dataset constructed from interviews with a random, representative sample of the leaders of 200 nonprofits in the San Francisco Bay Area, we analyze the factors associated with the presence of a formal plan. We combine the interview data with details on organizational characteristics from tax reports and consider the features of nonprofits that plan using logistic regression. The findings reveal that size and capacity are important, but links to an external, rationalized environment dampen the effects of both. Thus, functional factors, while important, are insufficient to explain why nonprofits engage in planning. For those interested in promoting formal planning as a management tool, our findings provide insight into other organizational features that promote the use of planning. And for those concerned with the potentially deleterious effects of this tool in the nonprofit sector, we show that certain types of organizations seem adept at maintaining a less formal structure. 相似文献
