Abstract

Do democratic political regimes facilitate more robust environmental and natural resource regulatory policies? Yes, in many cases. Using detailed cases of natural resource policy making in Thailand, however, we find that neither political parties nor civil society nor state institutions do well in representing diffuse interests, mediating among conflicting ones or defining compromises and securing their acceptance by most key players. Gains in environmental or natural resource policy making have not been dramatically more likely under democratic regimes than under “liberal authoritarian” ones with broad freedoms of speech and association. We argue that Thailand's democratic political system features weak linkages between groups in society and political parties, lacks alternative encompassing or brokering institutions in civil society, and that these features account for a tendency for political democracy to fail to deliver on its policy potential in Thailand.  相似文献

How has the current austerity changed the public welfare organizations’ performance landscape in modern welfare states? Can public managers make their organizations adapt to the new performance landscape shaped by the austerity? These questions are answered on the basis of the Danish case of the provision of the services to the citizens with disabilities and/or social disadvantages. The result has implications, especially for public management in praxis. The case study shows that the managers’ most important managerial tool to make their organizations adapt to the new landscape is the challenging and decision-oriented dialogue.  相似文献

Air pollution is a serious problem in the Seoul Metropolitan area and other major urban centers in Korea. Heavy concentration of industries, a large population in excess of 11 million in high density, and an explosive growth of automobiles have contributed to air pollution in Seoul along with the neglect of environmental issues in the process of industrial and social changes. Although the official statistical data do not show that air pollution has reached a critical level, a survey data of public opinion indicates that a concern for environmental pollution is serious.

The central government of Korea has taken some major policy measures to address the environmental pollution problem. The government expenditures for environmental programs have significantly increased throughout the 1980's. The government has adopted policies to switch fuels for industrial, commercial, and domestic use from high pollution coals and heavy oil to nonpolluting natural gas. The government has adopted incentive programs to offer economic benefits to those buying electric cars and cars running on compressed natural gas or alcohol.

It is not clear how effective these policy measures will be in curbing environmental pollution. But it is clear that the choice of the citizens for a new life style which is environmentally clean is a new imperative for survival in the same way as economic development at any cost was the imperative for economic survival in the 1960's and the 1970's.  相似文献

We investigated five different government organizations' uses of social media in two countries: South Korea and the United States. Two content analyses were conducted in two time periods: 2011 and 2014. We found that the majority of government organizations in both countries use social media within the public information model (for dissemination of information), followed by the two-way asymmetrical model (for persuasion). As expected, the most prevalent public relations strategy is informative strategy, followed by persuasive strategy. The majority of government organizations use the information dissemination message strategy. Specific differences were found between 2011 and 2014 as well as between two countries.  相似文献

ABSTRACT

The study of formal planning in nonprofits and the public sector is thriving, with management gurus providing abundant advice on its value and proper execution. We address a related, but broader issue: why has the management tool of formal planning become prevalent in organizations with a public goal in the first place? To answer this question, we draw on insights from institutional theories of organization, bringing a fresh perspective to the increasingly common practice of formal planning in the administration of public entities. Using a unique dataset constructed from interviews with a random, representative sample of the leaders of 200 nonprofits in the San Francisco Bay Area, we analyze the factors associated with the presence of a formal plan. We combine the interview data with details on organizational characteristics from tax reports and consider the features of nonprofits that plan using logistic regression. The findings reveal that size and capacity are important, but links to an external, rationalized environment dampen the effects of both. Thus, functional factors, while important, are insufficient to explain why nonprofits engage in planning. For those interested in promoting formal planning as a management tool, our findings provide insight into other organizational features that promote the use of planning. And for those concerned with the potentially deleterious effects of this tool in the nonprofit sector, we show that certain types of organizations seem adept at maintaining a less formal structure.  相似文献

By investigating the domestic debate over the US troop reduction in Japan and South Korea for the past several decades, this article explores variation in the Asian allies’ reactions to American retrenchment. Instead of inferring regional responses solely from external security environments, this paper pays particular attention to domestic political contexts in which different political actors compete to frame the meanings and consequences of the US military presence, with implications for alliance dynamics in East Asia. I argue that along with the perceived levels of external threats, considerations of foreign policy autonomy and political legitimacy shape the ways in which the two Asian allies have responded to the US retrenchment.  相似文献
