From post-World War II decolonization to establishing order in war-torn polities today, external intervention can play an important role in fostering sovereign statehood in weak states. Much attention in this regard emphasizes local reactions to outside pressures. This article augments these perspectives by drawing attention to ways that foreign actors may affect the development of sovereignty through their efforts to work with various domestic groups. Structured comparisons of China and Indonesia during the early to mid-twentieth century suggest that active external intercession into domestic politics can collectively help to shape when and how sovereignty develops. As these are least likely cases for intervention to affect sovereign state making, the importance of foreign actors indicates a need to reconceptualize the effects of outside influences on sovereignty creation more broadly. 相似文献

One of the most explicit manifestations of post-Mao China’s pragmatic foreign policy has been the significant shift in Beijing’s position vis-à-vis Seoul from a “non-policy” todefacto economic diplomacy. Despite the extent of cooperative endeavors, Sino-South Korean economic relations have been circumscribed by various domestic and external factors. While a further intensification of the cooperative relationship is projected for the second decade of Sino-South Korean economic diplomacy, the actual materialization of such prospects depends on how China and South Korea are going to maintain economic complementarity. More importantly, it also depends on when and how China is going to accommodate politically its economic relations with South Korea by resolving the issue of “two Koreas,” thus maximizing the potential benefits from its ties with Seoul and simultaneously minimizing the negative effects from the entanglements of various domestic and foreign factors. 相似文献

The Internet provides a powerful tool for reinventing local governments. It encourages transformation from the traditional bureaucratic paradigm, which emphasizes standardization, departmentalization, and operational cost-efficiency, to the "e-government" paradigm, which emphasizes coordinated network building, external collaboration, and customer services. Based on a content analysis of city Web sites and a survey of Web development officials, this article shows that many cities are already moving toward this new paradigm. These cities have adopted "onestop shopping" and customer-oriented principles in Web design, and they emphasize external collaboration and networking in the development process rather than technocracy. The article also analyzes the socioeconomic and organizational factors that are related to cities' progressiveness in Web development and highlights future challenges in reinventing government through Internet technology. 相似文献

Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. A study was undertaken to develop demographic, toxicologic, and pathological profiles of methamphetamine-related deaths. Anatomic and toxicologic findings in 413 deaths where methamphetamine was detected were compared with findings in a control group of 114 drug-free trauma victims. The number of cases per year did not change significantly over the course of the study. Mean age was 36.8 years, but 11% were over the age of 50. Decedents were overwhelmingly male (85.2%) and Caucasian (75%). Blood concentrations of methamphetamine and amphetamine were indistinguishable in cases where methamphetamine was related to the cause of death (MR) and cases where it was not (non-MR) (2.08 vs. 1.78 mg/L, p = 0.65, and 0.217 vs. 0.19 mg/L, p = 0.82). Coronary artery disease, ranging from minimal to severe multivessel, was identified in 79 of the 413 drug users, but in only six of the 114 drug-free controls (p = 0.0004), and MR decedents had enlarged hearts compared with controls. There were also ten cases of subarachnoid and intracranial hemorrhage in the MR group. Abnormalities of the liver (34%) and lungs (24.7%) were frequent. In 65% of these cases, death was due to accidental methamphetamine toxicity. In the remaining cases, methamphetamine was an incidental finding. We conclude that, in our jurisdiction, neither the rate of detection nor the number of methamphetamine deaths has increased significantly in the past 13 years. Decedents are almost all Caucasian males, and many were approaching middle-age. Methamphetamine use is strongly associated with coronary artery disease and with subarachnoid hemorrhage. 相似文献
