With South Africa having declared itself a developmental state, this paper posits that if a developmental state is one that drives development, then the foreign policy of such a state should pursue development as one of its most important goals. Similarly the diplomatic corps of such a state should prioritise economic, commercial, para- and public diplomacy as drivers of diplomacy. In answering the question, ‘What should be the foreign policy and diplomatic attributes of a developmental state?’, the authors, through an exploratory approach, seek to analyse how well the state has fared in achieving this objective. To be a successful developmental state, a strategic capacity should exist and a clear strategic conception of the state's national interest should be formulated. Old paradigms about the role and functions of the diplomatic corps are challenged and a meritocratic diplomatic corps is strongly advocated to support the state's declared developmental goals. 相似文献

The article examines the differing organisational structures and political cultures which provide the bases for cohesion in the PCF and British Labour Party. It argues that the electoral decline of the two parties since the late 1960s, and the rise of new political forces to challenge their primacy on the Left, have generated growing internal conflict in each case. Despite the greater pressures towards unity in the PCF such conflicts have threatened the existing bases of cohesion in both parties. This article addresses theoretical issues concerning differentiation and class formation using North American data. It explores how socio‐economic characteristics vary and impact survival in agriculture. The study is based on panel data collected from a sample of smallholders in three Piedmont North Carolina counties. Factor analysis reveals five major dimensions of differentiation: scale, household labour, off‐farm family labour and income, demographic characteristics, and land tenure. An index of propensity to survive in agriculture, constructed from three waves of panel data is regressed upon five indices measuring the underlying dimensions of differentiation. Land tenure manifests a statistically significant net effect on survival in agriculture. These empirical results support theoretical arguments in favour of integrating analyses of socio‐economic and demographic differentiation in the study of agricultural enterprises. 相似文献

The purpose of this paper is to argue for greater understanding and valuing of group affiliation and the formation of allegiances to groups during early adolescence. An overemphasis on themes of individual identity, self-reliance, and autonomy as the developmental trajectory of adolescence leads to a lack of attention to the positive, normative mechanisms that permit young adolescents to achieve a sense of belonging and connection. We propose developmental processes which underlie the capacity for reflection about groups, 4 basic components of group identity, and 6 propositions about new capacities that emerge as young adolescents struggle with the dialectic between group identity and alienation. The final section suggests opportunities that can emerge through a more appropriate emphasis on group identity as a valued, normative aspect of development during the early adolescent years. 相似文献

According to the UK government, one of the key features of the Private Finance Initiative (PFI) is the scope it provides to transfer risk to private sector suppliers. Under the PFI, public bodies are expected to develop interdependent relationships with suppliers that allow risk to be transferred. However, it is the argument of the author that it will not always be possible for interdependent relationships to be engineered by public bodies – on many occasions, public bodies will find themselves asymmetrically locked-in to their supplier. This situation leads to private sector suppliers becoming dominant in those relationships which, in turn, will allow them to pass back risk and obtain greater returns. As a result, the author argues that it is not a question of whether risk can be transferred under the PFI, but when. This argument is illustrated by use of the contracts managed by the UK National Savings and Investments and the UK Lord Chancellor's Department. 相似文献
