Environmental Harm or Natural Hazard? Problem Identification and Adaptation in U.S. Municipal Climate Action Plans

A number of cities in the United States have devised climate action plans (CAPs) to mitigate the effects of climate change. However, few of these plans address strategies to adapt to the long term effects of climate change that will occur in the near and distant future. The research presented in this article examines why cities choose to embed adaptation provisions in their CAPs. Our study codes the content of CAPs for all cities (N = 98) in the United States with populations greater than 50,000. We find cities that frame problems associated with climate change in the language of hazards are more likely to include adaptation strategies in their CAPs than cities that focus on other types of environmental harm. Our findings suggest that more robust efforts to plan for climate change will require the activation of communities of interest beyond those that have been instrumental in setting the current climate agenda. 相似文献

The purpose of this study is to examine the link between the reputational components of efficacy and moral reliability of institutions, and citizens' compliance with institutional recommendations. Research on bureaucratic reputations highlights the significance of positive political reputations based on credibility and legitimacy, but the impact of these components is not systematically isolated and studied. We draw insights from political psychology to move beyond a positive‐negative valence‐based approach of reputation, and highlight the different effect of efficacy and moral reliability components of reputation on citizens' cooperation, engagement in water saving activities, and levels of complaints. We use the Cypriot Water Authority as a case study and inquire how its institutional reputation influences Cypriot citizens' behavior regarding water use. Our data was collected via a representative national survey administered to a random sample of 800 Cypriots in the spring of 2009 and show that favorable perceptions of particular components of institutional reputation shape the levels of satisfaction with specific organizational outputs. 相似文献

This article examines the concept of bellwether electorates through a case study of the federal electorate of Eden‐Monaro. Eden‐Monaro is known in Australia for its unparalleled bellwether record, that is, as an electorate whose results consistently approximate national results. The article finds that bellwether seats must have an enduring demographic partisan balance between major parties, organisational competitiveness between the parties in that electorate, and national factors must outweigh local factors in determining election results. A study of Eden‐Monaro particularly focusing on data from the 2013 elections, demonstrates that the seat meets these criteria, and that Eden‐Monaro's bellwether status is not merely coincidence. We argue that if used cautiously, the bellwether concept can be valuable as an indicator of national trends, rather than for any supposed predictive capacity. 相似文献

South Africa occupied Namibia for 75 years. After that occupation ended in 1990, numerous ties between the two countries continued to exist and their economies are still intertwined more than 25 years later. In both countries the liberation movements that fought apartheid and then came to power are still in power. This might suggest that the relationship between the two countries would be a particularly close one. When the leaders of the two countries meet, as they regularly do, they speak of fraternal relations and point to ways in which the two countries are working together to enhance co-operation and regional integration. However, the relationship is a very unequal one, and the small state of Namibia retains suspicions of the regional hegemon, suspicions that have a long history. Areas of tension between the two states therefore remain. The fear of crime is generally considered as a social ill that undermines dimensions of individual well-being. Prior research generally specifies the fear of crime as an outcome variable in order to understand its complex etiology. More recently, however, researchers have suggested fear has a deterrence function whereby it reduces individuals’ involvement in violent encounters. This notion could hold important clues to understand the social sources of violence. We examine whether the fear of crime inhibits involvement in violent encounters, both as offender or victim, and if adjustments in routine activities explain these effects. The results suggest fear of crime reduces violence involvement, in part, by constraining routine activities. We conclude that the fear of crime appears to be a mechanism of violence mitigation that, paradoxically, bolsters physical well-being. The results are discussed with regard to their implications for criminological theory and research on interpersonal violence. 相似文献

Given that one of the defining elements of capitalist society is the ubiquity of forms of abstraction through which social relations are mediated, it is not surprising that a generalised ‘reproach of abstraction’ has taken on a critical orthodoxy within social theory and the humanities. Many of these attacks against a pervasive culture of abstraction have an obvious resonance with longstanding critiques of the abstractions inherent in law. This article explores the critique of the power of abstraction that is a central theme in Henri Lefebvre’s depiction of the ‘abstract space’ of contemporary capitalism. In doing so, it will be emphasised that Lefebvre’s work is not primarily concerned with the rejection of abstraction per se, but with understanding the relationships between dominant forms of abstraction and concrete social practices. Of particular interest here is Lefebvre’s reformulation of the concept of concrete abstraction which extends his work beyond a polemical dismissal of the violence of abstraction into broader theoretical debates about the role of the abstract in the reproduction of social relations. Building on this aspect of Lefebvre’s work, I will argue that the concept of concrete abstraction can provide a means of understanding the relationships between the concrete and the abstract in existing juridico-political relations. 相似文献

I investigate the success of litigants in tax cases in England and Wales between 1996 and 2010. I explore the effect upon success of having better-ranked legal representation, according to rankings of barristers published by Chambers. I find that, for a variety of model specifications, there is no significant positive effect of having better-ranked legal representation. After conducting a sensitivity analysis, I conclude that better-ranked legal representation might have a positive effect on litigation outcomes, but only if better-ranked lawyers receive cases that are substantially more difficult to win. However, if better-ranked lawyers receive substantially more difficult cases, this suggests consumers of legal representation are sophisticated enough to dispense with legal rankings. 相似文献
