This article concerns whether and how political candidates adopt social media in their election campaigns. For campaigns, the openness and interactivity of social media tools bring about risks in terms of losing control over the message. Departing from a cost‐benefit perspective, this study addresses the question as to whether certain groups of candidates – differing in incumbency status, party type, gender, generation and urbanization level of the constituency – are more prone to adopt and utilize new social media tools and practices. In order to study how candidates approach social media in an early stage when the benefits are uncertain and the risks are apparent, candidate blogging in the 2007 Finnish national elections is examined. The findings show that the candidates generally were not ready to pursue the full potential of blogs and thereby to accept the risks associated with this open, interactive and personalized way of campaigning. Rather, the candidates took a cautious approach by not engaging extensively in the social media features and practices. However, female candidates and candidates not representing major parties were more likely to utilize a broader range of social media features and practices. The study adds support to the claim that campaigns do not simply adopt and utilize novel social media tools with the purpose of being innovative; they assess risks, costs and benefits. Income growth in Africa that is high enough to achieve the internationally agreed development goals implies a rise in the region's per capita income by the early 2020s to about Latin America's current level. The paper shows that such income growth would be associated roughly with a nine-fold increase in Africa's manufactured exports, but also with a tripling of its primary exports, which in absolute terms would account for two-thirds of the increase in the region's total exports. Focusing on the demand potential for such an increase in Africa's primary exports, the paper argues that rising global demand from sustained rapid growth in natural-resource-poor Asian countries, particularly China, provides sizeable new opportunities for Africa's primary exports. In Africa, extractive industries are poised best to benefit directly from China's rising imports, while exporters of agricultural products are more likely to benefit indirectly from rising world market prices associated with Asia's growing primary imports. 相似文献

This article explores banal nationalist themes and symbols in the Turkish media on the basis of the study by Michael Billig titled “Banal Nationalism”. In this study, we used content analysis method to reveal how the key concepts that encompass the idea of the nationhood have been propagated within presentations of the daily news. The research sampling consisted of 36 daily newspapers of the mainstream Turkish media dated 3th February 2010. Our analysis revealed that even in an ordinary day when nationalist themes or developments were not intensely situated in the newspapers, nationhood was reproduced via both nationalist language forms and classifications of “us” and “them”, praise of the nation/country, and the emphasis on common interest or common history. This further highlights the constant transformation of nationalism, underlining its allusions and evocations not as a forgotten ideology but as something that is being reproduced in an unnoticed way every day and survives as a principal determinant of daily life activities. In addition, although it is not possible to see overt dichotomies or expressions of feeling within each part of the news or in every column, we found that the nation was implied or the national sentiments were presented. 相似文献

Financial sector liberalisation has led to market failure on a massive scale. In industrial countries market failure led to the Great Financial Crisis that erupted in 2007 and continues into its fifth year. In developing countries liberalised financial markets have failed to provide access to financial services for the vast majority of households and firms. Small and medium-sized enterprises (smes), which are critical for employment, income creation and economic development, are particularly excluded by liberalised private financial markets. Market failure necessitates government intervention. To enhance smes' financial access requires an activist role by governments—not only by ensuring an enabling policy framework and financial infrastructure for smes, but also by supporting direct provision of financial services through national development banks and directed credit programmes. More broadly the crisis also provides an opening for a neo-structuralist development paradigm to replace the failed Washington Consensus. In this context activist financial sector policies should be integrated with industrial sector strategies. 相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance. 相似文献

The purpose of this article is to analyse the costs of introducing quasi-markets to the public sector in practice and to discuss if quasi-markets have been efficient when costs are added. Transaction costs, which will follow instead of hierarchy costs, are difficult to identify and therefore examine. In addition, costs will accrue from changing the mode of governance. The article concludes that creating quasi-markets produces some costs which reduce both technical and allocative efficiency, but what is most problematic is that those costs which are impossible to measure in practice are of greater significance. 相似文献

The Russian policy on critical infrastructure protection was outlined in the early 2000s and has been consolidated in recent years as a part of the national security strategy. This policy is evolving against a background composed of an uneasy combination of factors: the degeneration of infrastructures critical for the country's economic and social development, and the de-legitimization of political institutions responsible for protecting ‘population’ and ‘territory’. News frames are patterns of news construction journalists rely on to present information to their audiences. While much of the research on news frames has focused on their identification and effects, less work has investigated the specific contributions these different frames make to democratic life. Value judgments about distinct news frames are often not generated in a systematic fashion, not grounded in democratic theory, and/or not supported by empirical evidence. In this article, we address these problems by arguing for and extending normative assessment as a standard operating procedure to determine the democratic value of political communication phenomena. We demonstrate the usefulness of normative assessment by showing how two important generic news frames (politics as a strategic game and as a substantive contestation) contribute to a deliberative public discourse prior to a general election. Using data on television news coverage of the German federal election campaign in 2009, we investigate how these frames are related to the inclusiveness and civility of public discourse and the extent to which it features exchanges of substantive reasons for political positions. Results show that mediated democratic deliberation suffers consistently from strategic game framing, while contestation frames make ambivalent contributions.
