Gasoline on hands: preliminary study on collection and persistence

The identification of an arsonist remains one of the most difficult challenges a fire investigation has to face. Seeking and detection of traces of gasoline could provide a valuable information to link a suspect with an arson scene where gasoline was used to set-up the fire. In this perspective, a first study was undertaken to evaluate a simple, fast and efficient method for collecting gasoline from hands, and to assess its persistence over time. Four collection means were tested: PVC, PE and Latex gloves, as well as humidified filter paper. A statistical assessment of the results indicates that Latex and PVC gloves worn for about 20 min, as well as paper filter rubbed on hands, allow an efficient collection of gasoline applied to hands. Due to ease of manipulation and to a reduced amount of volatile compounds detected from the matrix, PVC gloves were selected for the second set of experiments. The evaluation of the persistence of gasoline on hands was then carried out using two initial quantities (500 and 1000 microl). Collection was made with PVC gloves after 0, 30 min, 1, 2 and 4h, on different volunteers. The results show a common tendency of massive evaporation of gasoline during the first 30 min: a continued but non-linear decrease was observed along different time intervals. The results of this preliminary study are in agreement with other previous researches conducted on the detection of flammable liquid residues on clothes, shoes and skin.     

Screening markets for cartel detection: collusive markers in the CFD cartel-audit

Coordination Failure Diagnostics (CFD) is a model that analyses real market processes with the help of time pattern analysis and investigates whether they operate efficiently. For competition authorities CFD can be employed to detect illegal covert cartels. The CFD cartel-audit should enable the detection of cartels via characteristic market process patterns. This is based on the assumption that existing cartels cause failures in the observed process patterns. The CFD cartel-audit attempts to draw conclusions from these process patterns in order to find hidden cartels and to engage antitrust agencies into additional more detailed audits.

How Large-Scale Land Protests Succeed in China: the Role of Domestic Media

Land protests account for a large proportion of all protests in China, but existing scholarship on the topic does not explain the conditions under which large-scale land protests succeed or fail. Focusing on the role of domestic media in four of the largest land protests in China from 2012 to 2017, we argue that protests are more likely to succeed –i.e., to accomplish some or all publicly stated goals—when the domestic media side with villagers; conversely, if the domestic media adopt the government’s framing of the events or if they do not report on them, protests are less likely to accomplish their goals. This article makes two theoretical contributions to the literature on media and protests: first, we show that domestic media may function as catalysts or watchdogs in protest outcomes in authoritarian states; and second, we differentiate between short-term and long-term protest outcomes, highlighting how initial short-term concessions are often reversed or followed by repression some months or years later, after unrest dies down.

State Mass Spying as Illegalism

Periodic revelations about the workings of data interception, analysis and collection in Canada have each time prompted successive administrations to amend laws and regulations in order to calm public opinion. This has been referred to as “accountability through scandal” and has, for the most part, produced cosmetic changes rather than significant reform. Most of the practices and the ethos of the organizations have remained the same, setting the stage for the next scandal. This paper reviews the last scandal to befall the Canadian Security Establishment, caused by the Snowden revelations, and the subsequent political response. Approached with part of Foucault’s toolbox it becomes clear that the business of the state and state security requires a particular form of “management of illegalisms,” or differential treatment of rule-breaking, at the higher echelons of state power.
