A standard criticism toward New Public Management has been its focus on efficiency and cost saving. As a consequence, other important reform objective aspects and administrative values such as quality, fairness, engagement, trust, and sustainability would be neglected. In the field of HRM, this again would result in many (un-)intentional reform effects, such as more demotivation, less engagement, and less trust of the workforce in leadership. Unfortunately, many of these claims have not been tested empirically.Especially in the field of HRM, there is very little comparative evidence on how costs are being cut on a grand scale in different institutional contexts, Human Resource Management policies, with regard to different HR instruments and how these cuts impact on Human Resource Management.This study investigates the current HR reforms in central public administration in 32 OECD countries. Using recent OECD data (OECD Data Set, 2015), the study analyses the impact of budgetary constraints with regard to 40 HR issues and HR instruments. These issues were grouped into different HR bundles. The analysis reveals a strong correlation between budgetary constraints and cost-cutting measures. As a consequence, HRM as such is changing dramatically in some countries. Whereas the past reform trends in most OECD countries were characterized by a move away from the classical bureaucratic model, the present focus is on the implementation of ad hoc reforms in order to save resources. Neither is there a common trend toward one alternative high-work performance model nor a reformed universal “bureaucracy-lite mode.” Overall, data show that HR management is not seen as a strategic factor in the reform process in many countries. In fact, most countries have focused on cost reductions and downsizing and not on responsible restructuring.  相似文献

Online tools such as social media provide new opportunities for citizens and stakeholder groups to be informed, identify common interests, express and share opinions and demands, organize, and coordinate interventions. Therefore, the Internet could be expected to increase stakeholder engagement in corporate affairs and facilitate good governance. In order to provide an overview of current findings on the impact of online media on governance and stakeholder engagement, we conduct a systematic literature review. Our analysis reveals five topical categories of inquiry. We analyze studies from the field of business participation and find a strong bias towards consumer engagement and marketing issues. Only few studies are found to critically explore the effect of online media on power and value distribution between corporations and stakeholders. We then turn to the more established field of political and civic participation in order to further analyze antecedents, forms, and outcomes of online engagement in civic affairs, and derive a framework for future research. The standard view of the negotiations on mutual and balanced force reductions 1973–86 is that no progress was made because the Warsaw Pact sought to protect its existing advantage in conventional forces in Europe, while the western side was against any reductions. Moreover, the political objectives of the talks (for the eastern side the conclusion of CSCE, for the western side the maintenance of domestic support for troop commitments to Europe) were achieved without any progress in the negotiations. Research in German archives shows that for a time there was strong support in the west German government for far more ambitious goals seeing the talks as a mechanism to affect fundamentally the structure of European security on the basis of more radical force reductions. This paper analyses the results of this research, its influence on the official west German position on MBFR and the interaction with the decision‐making process in the NATO alliance.  相似文献

This article reviews the vibrant literature on policy growth in political science and adjacent disciplines, thus offering a conceptual framework for situating past and future research efforts and facilitating the engagement between them. The first part presents important concepts that capture policy growth or aspects of it (rule growth, policy layering, policy mixes, policy accumulation, policyscapes, the policy state) and dominant measurement approaches. The second part provides an overview of the main drivers of policy growth in advanced democracies, discussing the role of societal demands, political competition, institutional fragmentation, and bureaucratic processes. The third part outlines the multi-faceted and far-reaching consequences of policy growth for policy, politics, and the polity. While policy growth is often portrayed as the price to pay for upholding the democratic capitalist order in constantly modernizing and diversifying societies, the existing research also points to the negative consequences emanating from increased state activity. Policy growth not only threatens to overburden bureaucracies and thereby undermine policy effectiveness; it may also transform the institutional structure of the democratic state and make its politics more complicated and conflictual.  相似文献

The neurosciences not only challenge assumptions about the mind’s place in the natural world but also urge us to reconsider its role in the normative world. Based on mind-brain dualism, the law affords only one-sided protection: it systematically protects bodies and brains, but only fragmentarily minds and mental states. The fundamental question, in what ways people may legitimately change mental states of others, is largely unexplored in legal thinking. With novel technologies to both intervene into minds and detect mental activity, the law should, we suggest, introduce stand alone protection for the inner sphere of persons. We shall address some metaphysical questions concerning physical and mental harm and demonstrate gaps in current doctrines, especially in regard to manipulative interferences with decision-making processes. We then outline some reasons for the law to recognize a human right to mental liberty and propose elements of a novel criminal offence proscribing severe interventions into other minds.  相似文献

Abstract

Building on studies on the political business cycle, the literature on welfare state retrenchment has argued that governments which cut the welfare state try to avoid blame by implementing painful measures in the beginning of the mandate and expanding benefits as elections approach. In contrast to this linear relationship, this article argues that governments often feel pressured to fulfil (mostly expansionary) campaign promises during the first months in office. Consequently, cutting right away is not what should be expected. Instead, a more nuanced, U-shaped timing trajectory is probable with a period in the beginning characterised by both cuts and fulfilment of expansionary pledges, followed by a period of cutbacks, and finally an expansive phase towards the end of a mandate. This argument is tested on our new original dataset of legislative changes in five European countries – Britain, Denmark, Finland, France and Germany – during the last four decades.  相似文献

The equal treatment of all citizens is one of the fundamental principles of good administrative practice. Nevertheless, there are growing numbers of media and scientific reports on unequal treatment by public administrations. This article examines the unequal treatment of citizens by gender and ethnic origin by means of a survey‐based field experiment in German local government. With the help of two vignettes and randomized assignment of names, responses to fake citizen requests by local governments are analyzed for speed, quality, and service orientation. The results show very limited discrimination effects. While there is no evidence for general ethnic discrimination, a more differentiated analysis indicates patterns of ethnic discrimination conditioned by gender.  相似文献
