The liberalization of marijuana laws may have implications for neighborhood crime insofar as the distribution of marijuana through a dispensary system may provide additional opportunities for criminal behavior to take place. This project fills an important gap in the scant literature on medical marijuana dispensaries and neighborhood crime rates by integrating perspectives from environmental criminology and social organization theories in investigating the dispensary-crime nexus through interaction models and flexibly assessing dispensaries’ relationship to crime at different spatial scales. This study found the placement of a medical marijuana dispensary in the previous year to be associated with crime rate change, in both the block and the surrounding area, over and above predictor variables drawn from social organization theory. And, this study’s interaction models suggest that marijuana dispensaries may increase crime rates on socially organized blocks, with such blocks potentially experiencing a slight perturbation in their ecological continuity from a dispensary’s establishment. 相似文献

The purpose of this study was to assess the viability of using slip risk (as quantified during human subject walking trials) to create a reference standard against which tribometer readings could be compared. First, human subjects (N=84) were used to rank objectively the slipperiness of three different surfaces with and without a contaminant (six conditions). Second, nine tribometers were used to independently measure and rank surface slipperiness for all six conditions. The slipperiness ranking determined from the walking trials was considered the reference against which the tribometer measurements were compared. Our results revealed that only two of the nine tribometers tested (Tortus II and Mark III) met our compliance criteria by both correctly ranking all six conditions and differentiating between surfaces of differing degrees of slipperiness. These findings reinforce the need for objective criteria to ascertain which tribometers effectively evaluate floor slipperiness and a pedestrian's risk of slipping. 相似文献

The United States faces serious public health threats from the deliberate use of weapons of mass destruction (WMD)--chemical, biological, radiological, or nuclear (CBRN)--by hostile States or terrorists, and from naturally emerging infectious diseases that have a potential to cause illness on a scale that could adversely impact national security. Effective strategies to prevent, mitigate, and treat the consequences of CBRN threats is an integral component of our national security strategy. To that end, the United States must be able to rapidly develop, stockpile, and deploy effective medical countermeasures to protect the American people. The HHS Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) has taken a holistic, end-to-end approach that considers multiple aspects of the medical countermeasures mission including research, development, acquisition, storage, maintenance, deployment, and guidance for utilization. Phase one of this approach established the HHS PHEMCE Strategy for Chemical, Biological, Radiological, and Nuclear Threats (HHS PHEMCE Strategy). The HHS PHEMCE Strategy, published in the Federal Register on March 20, 2007, described a framework of strategic policy goals and objectives for identifying medical countermeasure requirements and establishing priorities for medical countermeasure evaluation, development and acquisition. These strategic policy goals and objectives were used to establish the Four Pillars upon which this HHS Public Health Emergency Medical Countermeasures Enterprise Implementation Plan (HHS PHEMCE Implementation Plan) is based. The HHS PHEMCE Implementation Plan considers the full spectrum of medical countermeasures-related activities, including research, development, acquisition, storage/maintenance, deployment, and utilization. Previous research has demonstrated that rates of domestic violence are higher among couples where at least one person is on
active duty. What is unclear is whether or not the propensity to engage in domestic violence remains after an individual has
left the military and entered into veteran status. The purpose of this investigation was to evaluate whether or not veteran
status will increase an individual’s tendency to engage in acts of domestic violence. Through the use of cultural spillover
theory, the argument can be made that the effects of military resocialization will persist even after separation from active
duty service, and that veteran status will contribute to domestic violence in a marriage. Analysis of the National Survey
of Families and Households Wave I dataset allowed for a comparison of the rates of domestic violence among veterans and non-veterans
to see if veterans are more likely to engage in domestic violence, net of combat exposure, relationship stressors and other
statistical controls. The data reveal that male veterans are in fact less likely to engage in an episode of domestic violence
as compared to civilians with no previous military experience; however, once other factors are accounted for, this relationship
becomes nonsignificant.

Posttraumatic stress disorder (PTSD), added to the DSM nosology in 1980, has become a widely used and studied psychiatric diagnosis—though it has also been the subject of much criticism and controversy. In this paper, we review and discuss a number of issues related to the future of PTSD within the DSM, including the conceptual basis of the disorder, summary of proposed changes to DSM-V, the empirical basis for or against specific disorder criteria, forensic implications, and conclusions and recommendations regarding the future of the disorder in DSM. Overall, the current proposed changes for DSM-V represent a modest improvement over DSM-IV criteria, though they are incremental and relatively minor in nature. As such, they are unlikely to have a meaningful impact on prevalence rates, treatment approaches, or forensic applications of the disorder—and the disorder, as defined, remains problematic in many ways. The empirical data on latent structure of responses to traumatic and general life stressors seem to indicate that perhaps PTSD should be replaced by a dimensional general stress response disorder within the DSM system. 相似文献

我国《物权法》第23条关于动产物权以交付为变动的生效要件的规定,统领各种类型的动产物权变动,其但书仅适用于动产抵押权、浮动抵押权、海上运输的指示单证及非基于法律行为的动产物权变动等极个别的情形。从物物权的变动、船舶、航空器和机动车诸物权变动,只要是基于法律行为的,依然以交付而非登记为生效要件。我国《物权法》第26条关于指示交付的界定过于狭窄,应予扩张。 相似文献
