This article analyzes Harold Wilson's policy towards the Republic of Ireland during the first eighteen months of his government. This article will demonstrate that the Labour government embarked upon a concerted effort to improve Anglo-Irish relations. In particular, the Labour government acceded to the Irish government's time-honoured request to repatriate the remains of Roger Casement, and returned the flag that had flown over the General Post Office during the 1916 Rising. How successful these gestures were is a moot point. In the short-term it almost certainly did create a climate of goodwill between the British and Irish governments. In the longer-term, however, it could be argued these gestures served to stimulate republican sentiment in Ireland, and perhaps contributed to heightening the tensions within Northern Ireland in the late 1960s. 相似文献

While the International Criminal Court (ICC) has been touted as the most fundamental development in international society to date, there has been relatively little criminological research examining the potential influence of the ICC. Additionally, criminologists have neglected the United States' responses to the ICC. Our purpose is to fill that gap by examining the United States' role in the development of, and subsequent reactions to, the ICC. Moreover, we draw upon Chambliss' Structural Contradictions Model to explicate processes within the development of International Law, thereby expanding its utility. We begin with a brief discussion of the most contentious elements of the ICC for the United States, sovereignty and jurisdiction, followed by a review of the theoretical model utilized in our analysis. We then discuss the role of the United States in the development of the ICC followed by the proceeding actions taken against the Court. We suggest how US withdrawal and legislative undermining of the ICC not only reflects the US ambiguous relationship with international law but also reveals some of the inherent limitations placed on the ICC as an international institution of formal social control. We conclude with a criminological analysis of the Court's potential based on the existing Rome Statute and the recent efforts of the U.S. to thwart its efficacy.Dawn L Rothe is an Assistant Professor of Criminology at the University of Northern Iowa. Conclusion We examined, on a cursory and suggestive level, the role of desire in the psychiatric courtroom. Employing selected conceptualizations from Lacan's semiosis, we demonstrated how this desire is essentially quashed and silenced by the clinicolegal community. Put another way, given the opinion inBoggs, we see how the essential being and way of knowing for diverse mentally ill citizens, are repressed by the psycholegal establishment. Indeed, followingBoggs, the only knowledge claims embraced by the court were those articulations uttered by experts, and others similarly situated, who spoke the jargon of psychiatric justice. Not only does this decision making deny and invalidate the disparate voices of psychiatric consumers, it limits prospects for developing new and alternative sign meanings in law that more fully represent the experiences of the differently abled and other disenfranchised groups. Thus, regrettably,Boggs symbolizes not only the loss of agency for disordered subjects in the clinicolegal system but, more generally, the law's failure to promote emancipatory justice. 相似文献

While the use of simulations in the international relations classroom has proliferated over the past decade, this pedagogical tool has been largely neglected in the comparative politics classroom. Simulations in comparative politics can be a useful component in teaching students about the diversity within foreign countries and the dynamic of domestic policymaking. We describe here an informative and easy-to-run simulation on Russian federalism which can be integrated into courses on Russian politics or easily adapted for use in other courses, especially those focusing on countries in which center-regional relations are an important dimension. The simulation is based on the Russian Federation Council, the upper house of the Russian Federal Assembly, and is a great way to illustrate through experiential learning the quid pro quo of Russian federalism. We provide detailed information on English-language sources that both instructors and students can use during the simulation, along with an Appendix and a Website that provides everything instructors need to run the simulation in their own classes. 相似文献

The article adopts a critical perspective on the generally negative view in mainstream and cognitivist understandings of the power of small states and introduces a discursive approach. This focuses on how ‘smallness’ can also be told in more positive ways in the construction of state identities. Looking at the case of Finland, it is shown how smallness has been told differently at different times with specific implications flowing from these different readings as to the possibilities for action in foreign policy. More particularly, it is argued that smallness is being replaced by the marker of being smart and innovative, with some Finnish politicians arguing that in the current post-Cold-War world the framework of big–small is increasingly less relevant. 相似文献

Abstract. This article presents the findings of a recent study made of successful technical entrepreneurs with small be in the secondary manufacturing sector in Canada. A major purpose of the study was to ascertain the entrepreneurs' perception of the environment for entrepreneurship in Canada, with a view to determining the form that Canadian government assistance might take. The article, amongst other things, relates the findings of the study to the current discussion of an industrial strategy for Canada, the recommendations of the Senate Special Committee on Science Policy and the operations of the Canada Development Corporation. Twelve specific policy recommendations are presented in the article. These recommendations deal with the following topics: the provision of venture capital; taxation; the provision of management expertise; and the provision of information.
