We describe trends in maternal employment and leave‐taking after birth of a newborn and analyze the extent to which these behaviors are influenced by parental leave policies. Data are from the June Current Population Survey (CPS) Fertility Supplements, merged with other months of the CPS, and cover the period 1987 to 1994. This time span is one during which parental leave legislation expanded at both the state and federal level. We also provide the first comprehensive examination of employment and leave‐taking by fathers of infants. Our main finding is that leave expansions are associated with increased leave‐taking by both mothers and fathers. The magnitudes of the changes are small in absolute terms but large relative to the baseline for men and much greater for college‐educated or married mothers than for their less‐educated or single counterparts. © 2009 by the Association for Public Policy Analysis and Management  相似文献

They came in blue Toyotas, their red lights flashing. But they did not use a siren. Perhaps they did not want to wake the neighbors, for it was after midnight and already September 23, 1972. The Metrocom officers who came for me were nice enough. They let me get a book, my toothbrush, and a change of underwear. I was able to talk privately with my parents. On the way to Camp Crame they stopped long enough at a roadside stand to allow me to buy cough drops. This article seeks to explore the means whereby the Spanish Monarchy under the last Habsburg, Charles II (1665–1700), contributed to its own survival in the era of Louis XIV by exploring its acquisition and use of intelligence. There was nothing particularly distinctive about Spain's intelligence machinery. Nor was it always effective. Nevertheless, Spain's extensive diplomatic and imperial network facilitated the acquisition of a great deal of information which on occasion was clearly of great importance – for example, in preventing the destruction of Charles II's fleet in the summer of 1693 by that of Louis XIV. In sum, intelligence contributed to the remarkable resilience of the Spanish Monarchy in an age of supposed Spanish decline.  相似文献

The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. Three thousand, three hundred and ninety-five families, whose child attended one of 80 different day or resident summer camps for at least one week, completed customized questionnaires that measured growth from precamp to postcamp in four domains: Positive Identity, Social Skills, Physical & Thinking Skills, and Positive Values & Spirituality. Parents, children, and camp staff reported significant positive change in these four domains; more than would be expected by maturation alone. Most gains were maintained or showed additional growth six months later. Few of the camp's structural elements correlated with growth, nor did striking gender, age, or ethnicity differences emerge. The study highlights the particular strengths of camp as an educational institution and social movement and suggests that different variations of summer camp can provide potent developmental experiences. Leslie Scheuler Whitaker is a Senior Associate with Philliber Research Associates in St. Louis, Missouri. She received her PhD in social science research from Washington University in St. Louis in 2000. Her primary research areas include youth development, arts education, and program evaluation. Karla A. Henderson is a professor in the Department of Parks, Recreation, and Tourism at North Carolina State University. She received her PhD in education from the University of Minnesota in 1979 and is currently a member of the American Camp Association Board of Directors.
