浅析和谐社会的制度基础

社会和谐需要制度保证,在构建社会主义和谐社会的过程中,必须重视制度创新,并使制度创新具有合法性、公正性、透明性和民主性;在发挥制度因素作用的过程中,须实现各项制度之间协调、有效运作,当前,尤其要努力实现执政制度的和谐统一、政府与公众之间的有效沟通及干部考核的科学化。     

The Dual-Illusion of Grants-in-Aid on Central and Local Expenditures

The purpose of this paper is to clarify some misspecificationsthat prevail in the dual-illusion hypothesis, which is animportant influential theory in fiscal illusion studies. Avoter's behavior can hence be self-fulfilling, and the ``dual-illusion'' will not contradict each other. Our findings alsosupport what the dual-illusion hypothesis expects – that aidraises the demand for recipient government output and reducesthe demand for grantor government output. The intergovernmentgrants therefore do appear to be a common source of fiscalillusion.     

关于网络法基本问题的阐释

网络行为规范主要由技术规范和非技术规范两大类构成。前者属国际性自律规范 ,后者主要包括技术性法律规范和网络社区法律规范。网络法的核心在于技术性法律规范 ,其基本价值应与网络技术规范的特征相一致 ,以求最大限度地促进网络互联和信息共享。在制订与网络相关的法律制度时 ,应考虑如下几项原则 :两类规范间相互协调与促进 ,具有可操作性 ,兼顾全球趋同性 ,他律与自律相结合。     

用α-珠旦白-3’HVR探针研究DNA指纹

用α-珠蛋白-3’HVR探针,经Southern印迹法,对100名不相关个体及4个家系的32名相关个体的DNA指纹进行了检测,所产生的DNA图谱具有高度的个体特异性,在被测的所有个体中无一相同。经统计学计算表明,任意两个个体DNA指纹图重合率为10~(-11)。家系分析毒明,DNA片段严格按照孟德尔方式遗传。该探针的应用,将在法医学亲子鉴定和个人同一认定中发挥重要的作用。     

试论中国外交中的负责任行为

亚洲金融危机以后,中国领导人在诸多场合上宣布中国要成为国际社会中负责任大国。很显然,要成为负责任大国需要从内政和外交两个层面积极承担国际义务和责任。本文将从外交层面对中国的负责任行为进行分析。     

A Comparative Perspective of Community Policing in Taiwan and Washington State

This study explores the attitudes and behaviors of Taiwanese police officers regarding community oriented policing (COP) by comparing their attitudes and behaviors with those of officers in Washington State. Data used in the study were collected from 375 Taiwanese line officers assigned to the city of Tainan and 167 American line officers from various police and sheriffs’ departments in Washington State. The study finds that (1) Taiwanese and American officers hold similar opinions of COP’s potential to reduce crime; (2) both groups are similarly involved in implementing the various strategies of COP; yet (3) American officers are more involved in formulating (planning/devising) COP strategies; and (4) are more receptive to citizen involvement in COP; while (5) Taiwanese officers are more receptive to civilian oversight, and (6) are more amenable to applying COP outcomes for evaluative purposes than are their American counterparts. Policy implications and areas for future research are discussed.

Fatal dog maulings associated with infant swings

We present three cases of fatal dog maulings of infants placed in mobile infant swings, a phenomenon not previously described in the literature. In each case, the victim was left in a mobile swing, unsupervised by an adult, and the attacking dog was a family pet. Case 1 involved an 18-day-old male infant attacked by a pit bull; Case 2 involved a 3-month-old male infant attacked by a Chow Chow and/or a Dachshund, and Case 3 involved an 18-day-old female infant attacked by a Labrador-pit bull mix. These cases not only underscore the importance of not leaving young children unattended in the presence of pet dogs, but also raise the possibility that mobile swings may trigger a predatory response in dogs and thus may represent an additional risk factor for dog attack.     

农民工城市融合概念及对城市感知关系的影响——基于上海农民工的调查研究

数以亿计的农民工和谐融入城市是当前以及未来中国社会发展中的重大问题。为了研究文化融合、经济融合、政治融合和社会融合等诸方面的因素是如何影响农民工对城市的感知关系水平的,基于2010年在沪农民工的问卷调查数据,考察了农民工城市融合诸因素对城市感知关系(生活满意度、认同度、未来发展意愿)的影响。发现:文化融合程度越高,农民工对上海的认同程度就越高,也会更愿意留在上海发展,但其生活满意度未必越高;经济融合程度越高,城市生活满意度、城市认同度和未来留在上海发展的意愿都越高;政治融合只对未来发展意愿有影响;社会融合越高,农民工对城市的认同度越高,对生活也越满意。研究为政府引导和促进农民工和谐融入城市提供了新的视角。     

Influence of Paraquat on Chrysomya megacephala (Fabricius) (Diptera: Calliphoridae) Infesting Minced‐beef Substrates in Kelantan,Malaysia

This study investigated the influence of paraquat, a prevalent poison used by suicides, on initial oviposition and development of Chrysomya megacephala (Fabricius) using minced‐beef substrates. Paraquat in lethal dose for human (40 mg/kg), two times the lethal dose (80 mg/kg) and five times the lethal dose (200 mg/kg) were mixed thoroughly with respective minced‐beef substrates (1 kg each) that were decomposed in a shaded habitat fully protected from rain. Results of four replications of the above experiment revealed that the presence of paraquat neither delayed initial oviposition nor prolonged the developmental stages of C. megacephala. Therefore, estimation of postmortem interval (PMI) based on empirical baseline data obtained using animal models devoid of any poisons would still be appropriate for estimating PMI in paraquat‐related deaths.
