Making Child Protection Policy: The Crime and Misconduct Commission Inquiry into Abuse of Children in Foster Care in Queensland

Internationally as well as in Australia, public inquiries have become one of the dominant means of scrutinising child protection services. As such, inquiries have become a policy mechanism for defining the problem of child abuse, and developing possible solutions. This article examines the 2004 Crime and Misconduct Commission Inquiry into the Abuse of Children in Foster Care in Queensland. It discusses both the problems and potential of public inquiries in promoting positive change in a contested policy field like child protection.     

Social Context,Institutional Capacity,and Police Services: A Local Public Economies Perspective

This article examines levels of policing services, focusing on an assessment of resources and their measurement for municipalities. Two measures of policing levels assess the reliability of the findings across alternative measurements. Social and institutional characteristics are explored to evaluate alternative explanations in policing efforts. The article presents four decades of census data for municipalities in metropolitan areas. The central finding is that unequal levels of policing are prevalent across American municipalities. An additional finding is that social and institutional contexts affect policing, based on a pooled time‐series analysis of municipal governments. Although its main contribution is to local public economies research, the research also integrates the social and institutional literatures to identify factors in the allocation of resources to policing.     

The risk of body packing: a case of a fatal cocaine overdose

The process of swallowing or inserting illegal packets of drugs for the purpose of evading law enforcement officers carries risks other than criminal charges. It can be fatal. Individuals engaged in such activities are called "Body Packers" or "Mules". The most frequent cause of the death among body packers is acute drug intoxication due to rupture of the package(s) within the gastrointestinal tract. We present the first documented case of a body packer that died from cocaine intoxication following the rupture of packets of cocaine in Western Pennsylvania.     

Long- and short-term risk factors in the prediction of inpatient suicide: review of the literature

The prediction of suicide remains a major challenge for health care professionals in inpatient settings. A clearer identification of factors specific to inpatient suicide is required to improve both practice and research within this area. This paper provides an overview of the inpatient suicide literature to date focusing on two particularly salient themes: Long term and short term prediction of suicide. Since the concept of short-term suicide risk dominates clinical practice, issues in relation to dynamic risk factors are emphasized.
