Accountability via Performance Measurement: The Case of Child Protection Services

Since the 1980s child protection agencies have been subject to enormous scrutiny about perceived poor performance. Concerns are expressed about the capacity of services to cope with demand, the quality of practice, out‐of‐home care standards, and poor outcomes for children. Enter performance measurement. Using quantitative data to monitor effectiveness and efficiency, performance measurement promises improved resource management and accountability. This article discusses national, Victorian and Queensland child protection performance measurement regimes. It examines the extent to which performance measurement is used to promote accountability, as well as the indirect role of performance measurement in communicating policy intent. It suggests performance measurement is under‐utilised in child protection, but could be enhanced to contribute to better outcomes for children and families.     

Healthcare Can Change from Within: Sustained Improvement in the Healthcare Response to Intimate Partner Violence

There is a great need to demonstrate sustained improvement in healthcare-based inquiry, intervention, and prevention provided to patients exposed to intimate partner violence (IPV). We evaluated implementation of the Healthcare Can Change from Within model (HCCW) in three primary care clinics and an emergency department within a large healthcare system, using two other primary care clinics for a usual-care comparison on selected variables. Outcome measures included individual-level variables (staff knowledge and attitudes) and system characteristics (clinic policies, procedures, patient education materials, and IPV documentation in patient records). Doctors and nurses reported increased self-efficacy, understanding of referral resources, and understanding of legal issues; IPV knowledge was unchanged. Intervention clinics implemented new policies and procedures, increased patient education, and increased documentation of IPV screening, an improvement which was sustained at 2-year follow-up. Results suggest HCCW is a promising practice for improving the healthcare response to IPV.     

The Practice of Nonviolence in the Contemporary World: An Interview with Daniel Berrigan

Critical race theory provides a much‐needed framework for improving the study of race and racism's influence on psychological health and illness. Implicating the mundane and extraordinary, critical race theory explains how racism determines lifestyles and life chances. It also clarifies the individual and institutional nature of racism. Such clarification should be meaningful to sociologists of mental health, especially those interested in how race‐related inequality alters the distribution of psychological health and illness. Towards improving research linking race and racism with mental health, the present essay exposes five weaknesses in the sociology of mental health literature: (1) misspecification of perceived discrimination; (2) neglect of the psychological wages of Whiteness; (3) conflation of race and ethnicity; (4) assumption of mental health measurement invariance; and (5) disregard for narratives about how racism hurts mental health. These weaknesses and the strategies for overcoming them are uncovered by systematically applying select critical race theory tenets.     

Spike lee's do the right thing : Filmmaking in the American grain

Spike Lee's Do the Right Thing is one of the most important American films of the 20th century. On one level it raises questions about racial conflict in New York City during the 1980s but, on another, about the struggle to be human in America, specifically the requirements of a justice that takes into account the needs of all. In other words, the film is about the struggle each of us faces to recognize each other as a being of value and worth regardless of our state- and market-defined merits or deserts. The authors argue that Do the Right Thing is a film consistent with the true American character which reflects a desire to be not a power-wielding sovereign but a person connected to a community of human concern, one in which the needs of all are taken into account.     

Prediction of institutional aggression among personality disordered forensic patients using actuarial and structured clinical risk assessment tools: prospective evaluation of the HCR-20, VRS,Static-99, and Risk Matrix 2000

A minority of men and women with intellectual disabilities at times engage in, and are suspected, or convicted, of illegal activity. Recent policy developments in England and Wales emphasise the need to respond appropriately to putative offending risk through the provision of safe and effective community management, treatment, and support services. In line with these concerns, research has focused increasingly on testing the utility of an evolving variety of risk assessment procedures. Here, the authors set out to challenge the repertoire of a number of prominent and/or recently developed risk assessment procedures and the scope of an associated research literature, on the basis that contextual risk factors are receiving insufficient attention in relation to offending among people with intellectual disabilities. Drawing on the wider criminological literature, a novel study is reported that compares key contemporary proximal social and environmental circumstances in the lives of offenders and non-offenders with intellectual disabilities. A contextual risk score is derived, providing statistical support for increased consideration of the impact of relevant social and environmental circumstances. Increased emphasis on key contextual risk factors is recommended to strengthen community service responses to offenders with intellectual disabilities.

Partnership and participation have co-evolved as key instruments of New Labour's agenda for the ‘modernisation’ and ‘democratic renewal‘ of British local government. It is often assumed that partnerships are more inclusive than bureaucratic or market-based approaches to policy-making and service delivery. This article argues that partnership working does not in itself deliver enhanced public participation; indeed, it may be particularly difficult to secure citizen involvement in a partnership context. The article explores the relationship between partnership and participation in a wide range of local initiatives, exemplifying difficulties as well as synergies. The article concludes that public participation needs to be designed-in to local partnerships, not assumed-in. A series of principles for the design of more participative local partnerships is proposed.     

Central-Local Relations in an Era of Multi-Level Governance: The Case of Public Participation Policy in England, 1997-2001

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.
