We contend that political context is important to consider when analyzing social capital and that context has an important
but neglected impact on understanding the consequences of civic activity. Our focus is on the influence of rural, local leadership
in two Minnesota communities and policies that these elites have developed to bring Internet connectivity to their citizens.
One city developed a community electronic network and the other opted for an individualistic, entrepreneurial approach to
information technology. Using a quasi-experimental research design and four-wave panel data, we find that elite policy approaches
interact with civic activity to predict technology use among citizens, even long after the policies’ initial implementation.
In the city with a community network, residents who are integrated into civic life are able to harness these political resources
to become more technologically sophisticated.

Droplets of pig's blood were dropped onto paper at different angles to the horizontal to produce blood stains. Impact velocities varied from 1.82 to 5.76 m/sec, drop size from 3.7 to 5.0 mm in diameter, and the surface sloped at angles between 22.7 degrees and 90 degrees to the horizontal. From the data a single equation relating stain size to drop size and velocity for all impact angles was produced; ab = 111.74 (Re(1/2)We(1/4))(0.75)D(o)D(o) + 0.00084 with R(2) = 0.88, where a is the stain width, b the stain length, Re the Reynolds number, and We the Weber number. A second equation related the number of spines, N, to drop size, velocity, and surface slope for all impact angles as N = 0.76 We(0.5) sin(3)theta with R(2) = 0.9, where theta is the impact angle. For a number of reasons, researchers and policy makers are now focusing on diversion of youth from the juvenile justice system. This study examines New York State's diversion efforts focused on youth with mental health and substance abuse problems who are at risk of out-of-community placement (N = 2,309). Twelve counties participated in the Mental Health Juvenile Justice (MH/JJ) Diversion Project. Overall, the initiative was successful in reducing out-of-community placement and recidivism for diverted youth. In regression analysis site, services received, and problem-profile variables were important predictors of out-of-community placement. Prior record, prior placement, and significant mental health problems were statistically significant predictors of recidivism. This suggests some contrasts in explaining the results of two important goals of the MH/JJ project. Study results and implications for future research and intervention are discussed. 相似文献

In February 2007 the National Council of Juvenile and Family Court Judges and the Association of Family and Conciliation Courts brought together a working group of thirty‐seven experienced practitioners and researchers to identify and explore conceptual and practical tensions that have hampered effective work with families in which domestic violence has been identified or alleged. Five central sets of issues were raised at the conference and are discussed in this report. These include the following: differentiation among families experiencing domestic violence, screening and triage, participation by families in various processes and services, appropriate outcomes for children, and family court roles and resources. The report emphasizes the need for continued multidisciplinary collaboration in order to better serve families affected by domestic violence and it includes an appendix of consensus points as well as suggestions for formation of ongoing work groups. 相似文献

This study summarizes a survey of experienced North American parenting coordinators (PCs). The survey was modeled after a similar seminal study of child custody evaluators ( Keilen & Bloom, 1986 ) and seeks to establish a similar baseline standard in alternative dispute resolution (ADR) court‐sanctioned PC practices. Results reveal that PC is being practiced across North America by highly experienced practitioners that are multidisciplinary across legal and mental health professions who work by court order. These PCs work with a specific written PC agreement that specifies basis of authority, scope of authority, terms of service, retainer/fees, and grievance procedures. Results characterize PC as an increasingly established hybrid ADR court‐sanctioned role that is effective precisely because of accessibility to families, the unique knowledge base of the family law professional concerning the dynamics of divorcing families, and the court‐granted authority to help families resolve disputes that are generally more familial and psychological than legal in nature. 相似文献

Public perceptions of corruption are significant for their political consequences. But they are conceptually and empirically distinct from corruption. First, because perceptions of corruption run far ahead of experience. Second, because different factors influence the one more than the other – indeed poverty and low education increase perceptions of corruption while decreasing participation in it. Third, because the political consequences of corruption and corruption-perceptions differ not only in degree but in their targets – perceptions and experiences of corruption erode trust in different politicians and institutions.External moralising from institutions such as the EU may reduce corruption in Accession States while simultaneously increasing perceptions of it. And within these states, that moralising `culture which can resist corruption' which the EU demands, itself tends, perversely, to increase (not decrease) perceptions, suspicions, and allegations of corruption. 相似文献
