The high-performance liquid chromatographic resolution of the enantiomers of amphetamine, methamphetamine, ephedrine, and pseudoephedrine is described. The sugar isothiocyanate, 2,3,4,6-tetra-O-acetyl-beta-D-glucopyranosyl isothiocyanate (GITC), is used as a chiral derivatizing agent, with chromatographic separations of the diastereomers formed with each amine made using a standard achiral C18 stationary phase. 相似文献

Do “niche” parties—such as Communist, Green, and extreme nationalist parties—adjust their policies in response to shifts in public opinion? Would such policy responsiveness enhance these parties' electoral support? We report the results of statistical analyses of the relationship between parties' policy positions, voters' policy preferences, and election outcomes in eight Western European democracies from 1976 to 1998 that suggest that the answer to both questions is no . Specifically, we find no evidence that niche parties responded to shifts in public opinion, while mainstream parties displayed consistent tendencies to respond to public opinion shifts. Furthermore, we find that in situations where niche parties moderated their policy positions they were systematically punished at the polls (a result consistent with the hypothesis that such parties represent extreme or noncentrist ideological clienteles), while mainstream parties did not pay similar electoral penalties. Our findings have important implications for political representation, for spatial models of elections, and for political parties' election strategies. 相似文献

After a decade of civil war and four consecutive conservative administrations, El Salvador's leftist FMLN won its first presidential election in 2009. How has public policy changed under this New Left government, and why? This article addresses the question in the area of public health care. An alliance of health sector leaders with both technocratic and diplomatic abilities capitalized on the policy window opened by the FMLN's electoral victory and worked within the parameters set by President Mauricio Funes, the FMLN, and civil society to universalize health care. The new minister of health, a professional highly esteemed inside and outside the country, was able to engage both a large social movement protesting neoliberal policy and an energetic health diplomat sent by the Pan American Health Organization. A number of N‐substituted piperazines have been described as drugs of abuse in recent years. This new drug category includes several series of aromatic ring substituted phenylpiperazines. The wide variety of available precursors makes regioisomerism a significant issue in these totally synthetic compounds. In this study, a complete series of regioisomeric dimethoxyphenylpiperazines were synthesized and evaluated using GC‐MS and FT‐IR. The EI mass spectra show fragments characteristic of both the dimethoxyphenyl and the piperazine portions of the molecules including the dimethoxyphenylaziridinium cation (m/z 180) and dimethoxyphenyl cation (m/z 137). The ion at m/z 56 for the C3H6N+ fragment is characteristic of the piperazine ring and was observed in all the spectra. The perfluoroacyl derivatives were resolved by GC, and their mass spectra showed some differences in relative abundance of ions. FTIR provides direct confirmatory data for differentiation between the regioisomeric dimethoxyphenylpiperazines, and GC separation was accomplished on an Rtx‐200 phase. 相似文献

Valence and satisfaction with democracy: A cross‐national analysis of nine Western European democracies

In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour. 相似文献

Drawing on the author's previous and current fieldwork in Bosnia-Herzegovina (BiH) and interactions with several non-governmental organizations (NGOs), this article asks whether some organizations that seek to help and support victims/-survivors of conflict-related sexual violence are potentially doing more harm than good. In developing this argument, the article's aim is neither to unjustly criticize NGOs nor to trivialize the challenges that victims/-survivors face. What it seeks to demonstrate, however, is that a heavy focus on the thematic of trauma can be counter-productive. Specifically, it critiques trauma as a disempowering, essentializing and collectivizing discourse. Calling for a meta discursive shift away from trauma and towards resilience, it argues that NGOs should give more attention to the families and communities of victims/-survivors. Families and communities, in this regard, constitute potential resilience resources that should be harnessed and strengthened. 相似文献

The provision of forensic science services in volume crime investigations works most successfully as a partnership between police agencies and external forensic laboratories as opposed to a client/provider model where unlimited demand ignores finite resources. The principles of Lean Six Sigma have been applied in various laboratories to improve workflow through identification of wasteful work practices. These strategies are aimed at process optimisation through the application of triaging, a concept that has rarely been studied yet referenced strongly in the literature. The South Australia End to End 90-Day Trial: facilitating quicker justice through timely evidence processing, is a collaborative approach between South Australia Police and Forensic Science South Australia. This trial applied evidence-based policing principles, a law enforcement philosophy that uses research undertaken with scientific processes to inform law-enforcement decision-making. The results demonstrate how a review of processes and the removal of non-value adding activities can improve service delivery while not exhausting those ‘finite resources’. 相似文献

Foreign workers holding H-1B visas gained recourse to federal employment rights under the Immigration & Nationality Act (INA) for the very first time when Congress passed the Immigration Act of 1990 (IMMACT90). This paper examines H-1B employment rights enforcement under the INA as it has intersected with broader features of the American legal system: what political scientists call judicial retrenchment and the quasi-judicial state. I first show how H-1B rights, already limited by the domestic politics that shaped the IMMACT, became subject to judicial retrenchment when the federal courts confined H-1B disputes under the INA to the quasi-judicial state at the Department of Labor (DOL). I then use published data on DOL investigation outcomes, published and unpublished administrative case records, and judicial cases reviewing agency action to examine the extent to which and how H-1B workers can use the quasi-judicial state to solve workplace problems. My empirical findings contribute to a new understanding of the relationship between rights retrenchment, the judiciary, and the rise of alternatives to court in immigration and employment law and point to possible fine-grained changes for future immigration reform. 相似文献
