Reparations for Sexual and Reproductive Violence: Prospects for Achieving Gender Justice in Guatemala and Peru

Sexual and reproductive violence (SRV) perpetrated against womenduring war or under authoritarian regimes is one of the mostsevere manifestations of gender-based violence. The authorsask how governments in new or reforming democracies hope torepair SRV and how state programs for reparation might be conceptualizedand delivered. By examining the cases of Guatemala and Peru,they explore the problematic of repairing damage caused by SRVand comment on prospects for redress to victims in each country.     

China's new order and past disorders: A Dialogue Starting from Wang Hui's analysis

Abstract

This dialogue develops a series of reflections on contemporary Chinese politics starting from Wang Hui's analysis of the role that the repression of the spring 1989 movement played in the acceleration of China's neoliberalist economic policies, and more in general about the peculiar forms of intervention of the party-state in the implementation of capitalist forms of economy. Four major issues are discussed: some probings of the political value of the Tiananmen movement; the suppression of the agricultural people's communes; the parallel transformation of the industrial danwei system; and the rise of Deng Xiaoping's strategy as a form of reactive subjectivity toward the political experiments of the late sixties and early seventies. The authors argue that the major consistency in the Chinese state today is the process of harsh depoliticization of subjectivities deployed during the Cultural Revolution, and retrospectively throughout the entire twentieth century in China. On the other hand, this process of depoliticization shows a weakness in consistency, since it basically depends on a “radical negation” and, in the end, lacks autonomous subjective strength.     

Creating a ‘what works’ translational tool for police: a researcher-city government partnership

ABSTRACT

In recent years, a number of translational tools have been developed in policing to make the growing research evidence base more accessible and useful for practitioners and policymakers. Here we focus on the creation of the ‘What works in policing?’ website, which resulted from a collaboration between a government agency in Seattle, Washington and researchers at George Mason University and Arizona State University. We describe the site in detail and its similarities to and differences from existing translation tools, as well as the rationale for a local government’s involvement in translational work. In particular we focus on efforts to link the site with the work of the Seattle Police Department through a case study approach. We review indicators that suggest the site is being well-utilized and close with thoughts on the future of translational work in policing and efforts to ensure translational tools are useful to practitioners.     

Law transformed: Guantánamo and the ‘other’ exception

Guantánamo Bay is almost unanimously seen as an exceptional space inhabited by ‘bare life’. This article unpacks the double rendering of the exception in Carl Schmitt's work and argues that the conceptualisation of the exception in The Nomos of the Earth can help us understand the form of exception that is at work in the ‘war on terror’. The nomos as the junction of order and orientation appears as a way of closing off the space of political decision from Schmitt's earlier concept of the political. The constitution of order is no longer dependent upon the sovereign decision on the exception, but upon the division and appropriation of space, upon the geopolitics of uncontested spatialisations and a philosophy of concrete life. Therefore, Guantánamo will be exposed not as a singular and exceptional occurrence, but as symptomatic of the transformation of law. Law is moulded onto the order of what is; it is sustained by the situational characteristics of spaces and people at a distance from the contingency of sovereign decisions.

It also discusses the specific implementation challenges of transport interventions in developing countries.     

Analytical Challenge in Postmortem Toxicology Applied to a Human Body Found into a Lake after Three Years Immersion

The body of a 30‐year‐old woman was found in Como lake at a depth of about 120 meters in her own car after 3 years of immersion. The aim of this study was to evaluate psychoactive drugs as well as alcohol biomarkers in biological matrices. The following analyses were initially performed: GC‐MS systematic toxicological analysis on biological fluids and tissues; GC‐MS analysis of drugs of abuse on pubic hair; direct ethanol metabolite determination in pubic hair by LC‐MS/MS. After 7 years, the samples, that had been stored at ?20°C, were re‐analyzed and submitted to an LC‐MS/MS targeted screening method, using multiple reaction monitoring mode. These analyses detected citalopram (150–3000 ng/mL), desmethylcitalopram (50–2300 ng/mL), clotiapine (20–65 ng/mL), and ethyl glucuronide (97 pg/mg). The methods showed an acceptable reproducibility, and the concentrations of citalopram and desmethylcitalopram calculated through the two analytical techniques did not significantly differ in biological fluids.
