The Political Science of Democratic Transition in Eastern Europe

Political science is presented with an unprecedented case of democratic transition in Eastern Europe with a set of societies that are said to have been atomized by party state organs and without the other formal preconditions for transition to liberal democracy. The article surveys current writings and theories on transition to see whether they fit the East European cases. The stress in the literature on the primacy of endogenous factors, the role of entrepreneurial capitalism and the leading role of elites in facilitating a transition to democracy is of little value in the Eastern European context where exogenous factors, the absence of capitalism and the role of the masses were crucial in the downfall ofcornmunism. The prospects for the survival of democracy are discussed in the light of the way the new regimes were inaugurated.     

Microcomputers in Financial Management: Case Studies of Eight American Cities

The uses and effects of microcomputers were examined in case studies in eight American cities. Most departments in these cities used the microcomputers for financial management activities of one type or another. Other important findings were that microcomputer uses were related to departmental functions, and that the effects of microcomputers on work, people and the organization were largely positive.     

Cyberattacks at the Grass Roots: American Local Governments and the Need for High Levels of Cybersecurity

This article examines data from the first‐ever nationwide survey of cybersecurity among American local governments. The data show that these governments are under constant or near‐constant cyberattack, yet, on average, they practice cybersecurity poorly. While nearly half reported experiencing cyberattacks at least daily, one‐third said that they did not know whether they were under attack, and nearly two‐thirds said that they did not know whether their information systems had been breached. Serious barriers to their practice of cybersecurity include a lack of cybersecurity preparedness within these governments and a lack of adequate funding for it. The authors make recommendations to local governments to improve their cybersecurity practice and to scholars for additional research into local government cybersecurity, an area that, to date, has largely been neglected by researchers from the social sciences and computer science.     

The Twilight of Westminster? Electoral Reform and its Consequences

The UK political system has long exemplified 'majoritarian' or 'Westminster' government, a type subsequently exported to many Commonwealth countries. The primary advantage of this system, proponents since Bagehot have argued, lie in its ability to combine accountability with effective governance. Yet under the Blair administration, this system has undergone a series of major constitutional reforms, perhaps producing the twilight of the pure Westminster model. After conceptualizing the process of constitutional reform, this paper discusses two important claims made by those who favor retaining the current electoral system for Westminster, namely that single-member districts promote strong voter-member linkages and generate greater satisfaction with the political system. Evidence testing these claims is examined from comparative data covering 19 nations, drawing on the Comparative Study of Electoral Systems. The study finds that member-voter linkages are stronger in single member than in pure multimember districts, but that combined districts such as MMP preserve these virtues. Concerning claims of greater public satisfaction under majoritarian systems, the study establishes some support for this contention, although the evidence remains limited. The conclusion considers the implications of the findings for debates about electoral reform and for the future of the Westminster political system.

This article discusses policy developments in the arts and local government since the publication of the original article on this topic. It assesses the continued relevance of the thinking behind policy attachment in the original article for understanding and explaining policy in this sector, and indicates the direction in which the concept of policy attachment could be developed in both analytical and empirical ways.     

Temporal trends in US counterterrorism sting operations, 1989–2014

How has the US government’s use of counterterrorism sting operations changed over the past quarter-century? Have major terrorist attacks led to more frequent sting operations and/or more frequent entrapment – and if so, have such changes been temporary or long-lasting? Have different types of terrorism provoked different reactions? This study answers these questions using a database of US terrorism prosecutions occurring between 1989 and 2014, each coded for 20 indicators of entrapment. We analyse temporal trends, and in particular, compare the government’s responses to the 1995 Oklahoma City bombing and the 9/11 terror attacks. Results indicate that after the Oklahoma City bombing, the number of sting operations against right-wing extremists doubled, while the average number of entrapment indicators dropped. This suggests that authorities in the 1990s responded to the growing threat of right-wing terrorism appropriately: conducting more investigations while avoiding entrapment. After 9/11, sting operations against suspected jihadi terrorists rapidly increased, but in this case, they featured high numbers of entrapment indicators through the end of the study period, suggesting widespread and persistent entrapment. Reasons for this difference, and for the government’s failure to reduce entrapment in response to widespread criticism over the past decade, are analysed.
