The Queensland Pacific Islanders' Fund operated between 1885 and the 1900s but is largely unknown today. It was established in the Treasury to facilitate the operation of the Pacific Island Labourers Act 1880 Amendment Act 1885 to safeguard return fares and to ensure that the money due to deceased Islanders was returned to their families. However, over time, because of the high death rates, the wages of deceased Islanders became so substantial that they were able to be used to supplement the administration of the whole labour trade. Money was drawn off to subsidize Islander hospitals and Christian missions, to an extent that in the final 1900s deportation years there was no longer enough money available to pay full fares. The Queensland government seldom returned the full wages to the families of the deceased Islanders and profited largely from their deaths. In today's money, millions of dollars were misappropriated, in similar fashion to wages misappropriated by the same government from Aborigines.  相似文献

Postfeeding dispersal involves migration of larvae away from their food source in order to pupate. Puparia are difficult to find, yet are important for estimating PMI, and missing puparia during collection can result in inaccurate estimations. This study investigates the late season maggot dispersal patterns for blow flies at coyote carcasses in two habitats with an aim to improving puparia collection procedures. Puparia samples collected from various dispersal distances and directions tested the spatial distribution patterns of the various species using the variance/mean ratio (VMR). Lucilia illustris was the most common species to emerge, with a preferred minimum dispersal distance of more than 50.8 cm and an overall VMR value of 14.91, indicating this species had a clumped distribution pattern. These findings highlight that current collection procedures that use random sampling from under carcasses do not adequately account for the spatial distribution of larvae.  相似文献

Since regaining their independence in 1991, the three Baltic states of Estonia, Latvia and Lithuania have sought to bolster their security by applying for NATO membership. This article examines their security context and the security challenges they face. It shows the attempts by the Nordic states to address these problems by offering assistance to the three countries, by supporting them in international institutions and by introducing them to new concepts of security. Thus the Nordic states have tried to ease confrontation in the Baltic, and have created a Nordic project of some importance.  相似文献

Research of potential socio-economic value is commonly conducted within cross-sector (government, university, business) centres. Success depends on partners whose objectives and strategies may converge or compete. Yet little empirical evidence exists on: (a) how individual researchers perceive the benefits of their participation, (b) how far the structures and functions of particular collaborative R&D centres coalesce around of researchers’ expectations and, (c) what problems arise for researchers who opt for a ‘second job’ in the centre. The paper presents a qualitative analysis of a survey of respondents from public sector organizations involved in Australian Cooperative Research Centres. A novel frame for analysing these data is the study of inter-organizational relationships (IOR). We use the perspective of the individual research scientists to illuminate the important management issues of trust, governance, and competition between functional domains, which emerge from IOR and which have been inadequately recognised in the context of collaborative R&D centres. The findings have implications for the management and of the centres, for the careers of research scientists and for public policy.  相似文献

Existing approaches do not aid understanding of current developments in Switzerland because of their acceptance of consociationalism. This is less convincing and relevant than has been appreciated. Despite being redefined as decision‐making or consensus politics, it still ignores the nationally minded realities of Swiss political culture and its new problems. Instead of consociationalism eliminating political divisions in Switzerland new environmental issues and forces emerged from the 1970s. These now constitute a new element in Swiss politics at odds with the prevailing political culture. Yet they are also influenced by this and further growth depends on its adaptability.  相似文献

Understanding the political development of the Balkans can be challenging even for historians and social scientists. This is particularly the case with the region's past and present interest group systems as virtually no research is available on the subject. With this in mind, this article provides basic background on the region and its fledgling interest group system as a foundation for approaching the analysis in the 7 country articles that follow. The topics considered include an overview of the common elements of the 7 group systems and their differences, developments that shaped these systems, and an initial look at the role of interest groups in consolidating the region's pluralist political systems.  相似文献

This comprehensive coverage of public affairs and interest group activity in the Balkans has 2 objectives. One is to produce the first study focusing solely on interest groups in each of the 7 countries of the former socialist Yugoslavia. The second is to compare developments across the region to assess the extent to which this study reflects existing research and what it can add to this knowledge. To achieve these objectives, this article explains several aspects of the methodology used by all contributors.
