The relationship between politicians and bureaucrats is central to the administration of modern democratic societies, yet it often is neglected in studies of the performance of public organizations. In this article, the authors examine the performance effects of alignment between politicians’ and senior managers’ perceptions of one of the more pervasive public management reforms over recent decades: performance management. Evidence from a panel of English local governments supports the hypothesis that alignment of views between politicians and senior managers on performance management is associated with better organizational performance. Furthermore, this relationship is strengthened in organizations that display higher levels of role flexibility by managers and greater trust between politicians and managers. 相似文献

The Egyptian-inspired revolution that overthrew the Imamate in Yemen in September 1962 presented British policy makers with a series of acute dilemmas. While the defence of Aden was regarded by the Chiefs of Staff as central to the protection of British interests in the Middle East, the means by which this was to be achieved exposed deep cleavages among policy-makers chastened by the experience of Suez. While officials in Whitehall condoned a series of official covert operations along the Federation border with Yemen they remained strictly controlled and defensive in nature. By contrast, a group of influential Conservative MPs, having already engaged in what might be termed para-diplomacy that effectively stymied British recognition of the new regime in Sana'a , looked to extend British clandestine activity to include direct aid to, and training of, the Royalist Forces deep inside Yemen itself. With the initial support of key Middle Eastern potentates, a private mercenary organization emerged that, while enjoying the tacit encouragement of some in Whitehall, acted above and beyond the control of London in support of what they considered to be Britain's interest, an interest which, despite the huge political and diplomatic risks involved, came to enlist the help of Israel. At a time when much academic attention has been focused on the rise of the private military organization, the debates over their efficacy, both political and moral, as a tool of foreign policy can be traced to events in the mountains and deserts of the Yemen over four decades ago. 相似文献

Abstract When families with Section 8 housing vouchers move from inner‐city communities to the suburbs, are they more likely to move to neighborhoods with higher socioeconomic status and to perceive improvements in housing and neighborhood conditions than those who make local moves or those who first move to the suburbs but then return to the central city? Both crosstabular and logistic regression analysis are applied to a telephone interview sample of 300 Section 8 voucher recipients in Oakland and Berkeley, CA. As predicted, compared with the other two groups, suburban‐bound movers were more likely to move to neighborhoods with higher socioeconomic status and to experience better residential conditions, even when relevant background characteristics were controlled. Furthermore, few suburban‐bound movers experienced adjustment problems with neighbors or landlords, and their children quickly and smoothly adjusted to their new schools. The implications of these results for the Section 8 housing voucher program are discussed. 相似文献

ABSTRACT In the wake of the financial crash, many governments across the globe are seeking to curb expenditure in public sector organizations. To assess the extent to which public organizations can make strategic choices that might result in lower expenditure, we explore the relationship between strategic management and overspending in English local governments. The effects of strategic stances and actions on overspending are tested using multivariate statistical techniques. The empirical results show that an innovative strategic stance results in overspending as does a commitment to the development of new services, while a reactive strategic stance and decentralized decision making are associated with lower levels of overspending. Our analysis provides support for arguments that public organizations can make strategic choices that result in tighter control of their budgets. 相似文献

Although safety planning is a widely recommended intervention for domestic violence and sexual assault victims, there has been limited research on the safety planning process, content, context or effectiveness. This study builds on prior research to increase the understanding of safety planning in every day practice through focus group discussions with domestic violence and sexual assault advocates from a variety of settings. Five focus groups with 37 participants from a variety of settings discussed typical safety planning strategies and addressing the complexity of safety in challenging situations. Six main themes emerged with regard to typical safety planning strategies. Additionally, discussions revealed there are no widely accepted protocols or evidence-based strategies regarding how to assess and handle common but risky situations. Lastly, results indicate that risks are multi-layered and impacted by resources available to victims as well as civil or criminal justice system procedures, policies and victim status. It is essential that evidence based best practices and protocols be developed for safety planning for a number of high risk situations along with ongoing training, supervision and support. Future research is needed to examine whether, and how, safety planning best practices and protocols should differ depending on agency setting or delivery mode (e.g., hotline, case management, counseling) and geographic context. 相似文献

During the last 30 years, there has been a growing body of evidence indicating that children and young people often feel marginalized when their parents are making critical decisions that will shape their young lives, and they are calling for family justice professionals to hear their voices. This article explores the research evidence, examines the relevant theories about child development, and demonstrates how a focus on age‐related competency fails to take account of children's subjective meanings about their lives.
