This article argues that the current self-understanding of IR theory is misconceived and that it is time to move beyond the stagnant positivism/postpositivism debate. We argue that the attempt to occupy a middle ground compromise position between positivism and postpositivism is untenable because these two positions share much in common. In this sense a middle ground position between two problematic positions does not produce a less problematic position. What is needed is a metatheoretical analysis of the two extreme positions. We attempt to show how both positivism and postpositivism are embedded in a discourse of philosophical anti-realism. This anti-realism occurs as a result of what we call the post-Kantian-Humean 'problem-field' of international relations from which most contemporary positivist, constructivist, and post-structuralist IR approaches stem. We then try to overcome this 'problem-field' by means of radically reclaiming reality through a critical realist philosophy. Once outlined we try to show how this critical realist philosophy can help transcend some of the antinomies currently faced by IR scholars.  相似文献

Central Asian countries have, since gaining independence in 1991, suffered from endemic corruption as a legacy of their Soviet roots. There are multiple ways of tackling corruption ranging from preventative to control measures. One tool in this battery of measures is the use of codes of ethics enforced through ethics commissioners. Kazakhstan is attempting to take a lead role in driving public sector reforms in the Central Asian region but has achieved limited success in addressing the seemingly intractable problem of corruption. This paper offers a formative assessment of the impact of ethics commissioners on the problem. We find limited political commitment for the initiative, institutional weaknesses, and the absence of a problem solving approach by the Kazakhstani government.  相似文献

This article explores the role of maps in the construction and development of ethnographic taxonomies in the mid-century Russian Empire. A close reading of two ethnographic maps of “European Russia” produced by members of the Imperial Russian Geographical Society, Petr Keppen (1851) and Aleksander Rittikh (1875), is used to shine a spotlight on the cartographical methods and techniques (lines, shading, color, hatching, legends, text, etc.) employed to depict, construct, and communicate these taxonomies. In doing so, this article draws our attention to how maps impacted visual and spatial thinking about the categories of ethnicity and nationality, and their application to specific contexts and political purposes within the Empire. Through an examination of Keppen’s and Rittikh’s maps, this article addresses the broader question of why cartography came to be regarded as such a powerful medium through which to communicate and consolidate particular visions of an ethnographic landscape.  相似文献

There have now been two successive policy regimes since the Second World War that have temporarily succeeded in reconciling the uncertainties and instabilities of a capitalist economy with democracy's need for stability for people's lives and capitalism's own need for confident mass consumers. The first of these was the system of public demand management generally known as Keynesianism. The second was not, as has often been thought, a neo-liberal turn to pure markets, but a system of markets alongside extensive housing and other debt among low- and medium-income people linked to unregulated derivatives markets. It was a form of privatised Keynesianism. This combination reconciled capitalism's problem, but in a way that eventually proved unsustainable. After its collapse there is debate over what will succeed it. Most likely is an attempt to re-create it on a basis of corporate social responsibility.  相似文献

Although interest in research utilization in the policy process has grown, how advocates strategically deploy different types of evidence to influence lawmakers remains not well understood. In this paper, we draw on the Advocacy Coalition Framework and the Narrative Policy Framework to show how various types of evidence—from empirical findings to personal anecdotes—were utilized by advocates during the 2 years leading to the passage of California’s historic 2010 law to extend foster care. The result was a generous and flexible entitlement policy passed with bipartisan support in the context of a recession, a state budget deficit, and an ambivalent governor. We find that leaders of a diverse advocacy coalition strategically showcased different types of evidence at specific moments in the legislative process. Each evidence type can be tied to a specific narrative element and strategy. Advocates first used research evidence to convince lawmakers of the policy’s effectiveness, then used professional expertise and benefit-cost analysis to convince them it would come at an acceptable cost, and finally used personal narratives to motivate them to act. We conclude that though benefit-cost analyses play an integral role in policymaking during a time of austerity, advocacy coalitions may still benefit from personal stories that lend emotional potency and urgency.  相似文献

The three great Western political traditions (conservatism, liberalism, social democracy) incorporate three of the four possible combinations of the core political axes: traditional, unchanging authority versus the challenge of change, and egalitarianism versus inegalitarianism. The fourth possibility—egalitarian conservatism—has appeared in various guises, but has usually become submerged within the right, including its most authoritarian forms. Current xenophobic movements claiming to represent those suffering from excessive change—for example, those involved in the UK 's EU referendum and Donald Trump's victory in the USA —are seeing an apparent resurgence of this neglected tradition. In the closing months of 1994, the principal paramilitary organizations in Northern Ireland declared that their campaigns of violence were at an end. The cease-fires called by republican and loyalist groupings represented the most significant heralds of a complex process of conflict transformation that continues to unfold even twenty years on. In this introduction, we set out to map the key developments that have shaped the tortuous narrative of the Northern Irish ‘peace process’, thereby providing the historical backdrop for the articles that follow. While remarkable progress has been made over the two decades since the paramilitary cease-fires, the political context and future of the region remain rather more fraught than is often assumed abroad. It is perhaps best, then, to speak of the six counties in terms not of resolution but rather of ambiguity. Twenty years on from the optimism that greeted the paramilitary cease-fires, Northern Ireland retains the essential ‘inbetweenness’ of a political space that has moved from a ‘long war’ through a ‘long peace’ and into a profoundly undecided future.  相似文献

ABSTRACT

This article is situated within nascent debates on the role of academics within food sovereignty movements. Drawing on insights from a collective autoethnography, we report on our experiences conducting three food sovereignty research projects in different contexts and at different scales. We suggest that that the principles and practices of food sovereignty translate into a food sovereignty research praxis. This consists of three pillars focusing on people (humanizing research relationships), power (equalizing power relations) and change (pursuing transformative orientations). This article discusses these pillars and analyzes the extent to which we were able to embody them within our projects.  相似文献
