Negotiating the review process: a CIA guide to intelligence analysis, 1970

The literature on intelligence analysis contains many references to the ‘review process’, the mechanism by which analysts’ drafts are converted into corporate products. Analysts whose drafts consistently navigate the process quickly and smoothly are regarded as star performers. Divining the practical meaning of organizational definitions of ‘good’ analysis and the personal preferences of specific senior reviewers is not easy, however. Analysts occasionally commit their understanding of reviewers’ stylistic preferences to paper, effectively providing style guides to help others. This essay presents and explains the development and implications of one such guide, which was designed to help analysts in CIA’s Office of Strategic Research in the early 1970s.     

Neoliberalism,Nationalism and the Decline of Political Traditions

The three great Western political traditions (conservatism, liberalism, social democracy) incorporate three of the four possible combinations of the core political axes: traditional, unchanging authority versus the challenge of change, and egalitarianism versus inegalitarianism. The fourth possibility—egalitarian conservatism—has appeared in various guises, but has usually become submerged within the right, including its most authoritarian forms. Current xenophobic movements claiming to represent those suffering from excessive change—for example, those involved in the UK 's EU referendum and Donald Trump's victory in the USA —are seeing an apparent resurgence of this neglected tradition. What are its implications for politics in general?     

Northern Ireland: 20 Years After the Cease-Fires

In the closing months of 1994, the principal paramilitary organizations in Northern Ireland declared that their campaigns of violence were at an end. The cease-fires called by republican and loyalist groupings represented the most significant heralds of a complex process of conflict transformation that continues to unfold even twenty years on. In this introduction, we set out to map the key developments that have shaped the tortuous narrative of the Northern Irish ‘peace process’, thereby providing the historical backdrop for the articles that follow. While remarkable progress has been made over the two decades since the paramilitary cease-fires, the political context and future of the region remain rather more fraught than is often assumed abroad. It is perhaps best, then, to speak of the six counties in terms not of resolution but rather of ambiguity. Twenty years on from the optimism that greeted the paramilitary cease-fires, Northern Ireland retains the essential ‘inbetweenness’ of a political space that has moved from a ‘long war’ through a ‘long peace’ and into a profoundly undecided future.     

People,power, change: three pillars of a food sovereignty research praxis

ABSTRACT

This article is situated within nascent debates on the role of academics within food sovereignty movements. Drawing on insights from a collective autoethnography, we report on our experiences conducting three food sovereignty research projects in different contexts and at different scales. We suggest that that the principles and practices of food sovereignty translate into a food sovereignty research praxis. This consists of three pillars focusing on people (humanizing research relationships), power (equalizing power relations) and change (pursuing transformative orientations). This article discusses these pillars and analyzes the extent to which we were able to embody them within our projects.     

Are Tax Havens Good Neighbours? FDI Spillovers and Developing Countries

Abstract

This paper investigates the impact of tax havens on non-tax haven countries in terms of foreign direct investment (FDI). We analyze the importance of agglomeration effects by including FDI inflow levels in tax havens and capture geographic spillovers by measuring proximity to the nearest tax haven. Our analysis yields several interesting findings. First, using panel data for 142 countries, we find evidence of positive spillovers from tax havens to nearby developing countries, but not to nearby developed countries. Second, restricting our panel to developing countries, we find the positive effect of tax haven FDI on developing countries to be robust. Third, we find that geographic distance matters for financial flows: developing countries which are the closest to a nearby tax haven benefit the most in terms of FDI inflows. This result is robust to accounting for spatial interdependence of FDI.

Ingredients of institutional reputations and citizen engagement with regulators

The purpose of this study is to examine the link between the reputational components of efficacy and moral reliability of institutions, and citizens' compliance with institutional recommendations. Research on bureaucratic reputations highlights the significance of positive political reputations based on credibility and legitimacy, but the impact of these components is not systematically isolated and studied. We draw insights from political psychology to move beyond a positive‐negative valence‐based approach of reputation, and highlight the different effect of efficacy and moral reliability components of reputation on citizens' cooperation, engagement in water saving activities, and levels of complaints. We use the Cypriot Water Authority as a case study and inquire how its institutional reputation influences Cypriot citizens' behavior regarding water use. Our data was collected via a representative national survey administered to a random sample of 800 Cypriots in the spring of 2009 and show that favorable perceptions of particular components of institutional reputation shape the levels of satisfaction with specific organizational outputs.     

The turnout ‘gap’ and the costs of voting – a comparison of participation at the 2001 general and 2002 local elections in England

Evidence from both sample surveys and the marked electoral registers is used to compare the participation of individual electors at the 2001 general election and the 2002 local elections in England. In those cases where conventional electoral procedures have been retained, there is a continuing gap between local and general election turnout. Those who vote at both types of election tend to have a sharper sense of civic duty and/or an incentive to vote based on the benefits perceived to be likely to accrue from the outcome of the local contest. However, in those places where the costs of participation are reduced through the introduction of all-postal voting, the turnout gap disappears as does the distinctive character of those who vote in local elections. In each case the findings support a rational choice model of participation with respondents weighing the benefits and costs of voting in the context of their own sense of duty.     

Putting the Resource-Based View of Strategy and Distinctive Competencies to Work in Public Organizations

A key to the success of public organizations is their ability to identify and build capacity, particularly their distinctive competencies, in order to produce the greatest value for key stakeholders. This article grounds this proposition in the resource-based view of organizations and presents a method for identifying and making use of distinctive competencies in the form of a "livelihood scheme"—a business model appropriate for the public sector—that links distinctive competencies to organizational aspirations and goals. The case of a major public sector training and consultancy unit that is part of the United Kingdom's National Health Service is used as illustration. A number of conclusions are offered in the form of a set of propositions tied to the resource-based view and related research issues. The results contribute to both public strategic management theory and practice.
