This paper compares the quality and use of regulatory analysis accompanying economically significant regulations proposed by US executive branch agencies in 2008, 2009, and 2010. We find that the quality of regulatory analysis is generally low, but varies widely. Budget regulations, which define how the federal government will spend money or collect revenues, have much lower‐quality analysis than other regulations. The Bush administration's “midnight” regulations finalized between Election Day and Inauguration Day, along with other regulations left for the Obama administration to finalize, tended to have lower‐quality analysis. Most differences between the Bush and Obama administrations depend on agencies' policy preferences. More conservative agencies tended to produce better analysis in the Obama administration, and more liberal agencies tended to do so in the Bush administration. This suggests that agencies more central to an administration's policy priorities do not have to produce as good an analysis to get their regulations promulgated.  相似文献

This study investigated the influences of ethnicity, socioeconomic status, and ethnic peer group composition on awareness and internalization of socially sanctioned standards of appearance using the Sociocultural Attitudes Towards Appearance Questionnaire (SATAQ). The researchers surveyed a convenience sample of 208 adolescent females at an ethnically diverse urban high school. Statistical analyses found that ethnicity influenced awareness of socially sanctioned standards of appearance but the effects of ethnicity varied by level of caregiver educational attainment. Ethnicity and caregiver educational attainment together accounted for variance in the internalization of these standards. Moreover, African American girls with ethnically heterogeneous peer groups had significantly higher awareness and internalization scores than those without mixed friends. These findings highlight the importance of multiple ecological factors in assessing risk for disturbed body image and eating disorders. Ethnicity remains an important predictor of disturbed body image but should be treated as a dynamic, rather than a fixed risk factor.  相似文献

Childhood maltreatment is associated with psychopathology and revictimization in adulthood. Whether different types of childhood maltreatment have different long-term consequences, however, is largely unknown. The participants in this study included 42 female victims of intimate partner violence and 30 women with no history of serious trauma. These women completed measures of their trauma history, current psychological symptoms, and severity of current abuse. Regression-based techniques were used to assess the relationships among these constructs. Childhood maltreatment was associated with current distress and current conflict in relationships. There was a positive relationship between number of types of childhood traumatization and psychopathology. Symptoms of post-traumatic stress disorder (PTSD) and depression were negatively associated with current relationships involving physical assault. This work underscores the importance of assessing multiple types of childhood maltreatment and of considering the cumulative effects of such experiences.  相似文献

This study addresses the question of performance indicators for police oversight agencies through a survey of the directors of agencies in Australia and an analysis of annual reports. The findings show that a variety of targets and measures are in place. The majority of oversight bodies adopt fairly basic and largely quantitative measures on matters processed, supplemented by case study accounts of positive impacts.  相似文献

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act requires welfare recipients to look for work and has made it more difficult for nonworking recipients to remain on the welfare rolls. In addition, the economic boom of the 1990s and changes in federal and state policies have raised the net income gain associated with moving from welfare to work. This paper analyzes data from a panel survey of single mothers, all of whom received welfare in February 1997. In 1999, those who left welfare and were working had a higher household income and lower poverty rate, experienced a similar level of material hardship, engaged in fewer activities to make ends meet, and had lower expectations of experiencing hardship in the near future than did nonworking welfare recipients. Estimations of fixed‐effect regressions of income that control for both observable and unobservable time‐invariant characteristics show that monthly net income increases by $2.63 for every additional hour of work effort. About 60 percent of the observed monthly income difference between wage‐reliant and welfare‐reliant mothers can be attributed to differences in their work effort. Thus, after welfare reform, it does pay to move from welfare to work. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

Growing interest in the use of administrative data to answer questions around program implementation and effectiveness has led to greater discussion of how government agencies can develop the necessary internal data infrastructure, analytic capacity, and office culture. However, there is a need for more systematic research into how states find different pathways and strategies to build administrative data capacity. Drawing on interviews with almost 100 human service agency staff and their data partners, the authors examine the realities of administrative data use. They summarize the experiences of data users in order to address two main challenges: limited analytic capacity and challenges to linking or sharing data resources. The article concludes by examining a range of approaches that government agencies take to improve data quality and capacity to analyze that data.  相似文献
