Surveying Research on Parliament and Parliamentary Oversight of the Public Sector

This presentation begins by offering a brief overview of the existing research into Parliament and Parliamentary Oversight of the Public Sector. It highlights the work of those who are experts in the area and concludes by identifying areas which would benefit from further research.     

Crafting the Greenbook: framers reflect on the vision, process, and lessons learned

Guided by research and the experiences of judges nationwide, the National Council of Juvenile and Family Court Judges made a commitment in 1998 to improve community response to families experiencing domestic violence and child maltreatment. A year later, the council's work culminated in a set of recommendations commonly called the Greenbook, which summoned child welfare agencies, domestic violence service providers, and dependency courts to implement internal changes and collaborate to address co-occurring domestic violence and child maltreatment. In 2000, the federal government funded six community-based demonstration programs to implement the Greenbook recommendations. As part of the evaluation of the Greenbook initiative, the evaluation team asked the national experts who helped frame the Greenbook to reflect on the processes used and the decisions that shaped the document. In addition, the experts were asked to describe their expectations for the systems and communities that implemented the recommendations, including anticipated challenges.     

Gender, Judging and Job Satisfaction

Though the overall numbers of women judges remain small, higher proportions of women have been appointed to many lower courts in common law, and particularly in civil law, countries. This paper investigates whether the experiences of judging and judicial work differ among women and men magistrates in Australia’s lower courts. The particular focus is satisfaction with their work as judges. In so doing, it helps build up a picture of the extent of the gendered nature of the judiciary as an occupation. Measures of overall job satisfaction identify few gender differences; more refined measures highlight areas of divergence between men and women magistrates, suggesting gendered experiences of judicial work which result from particular characteristics of the occupation, as presently constituted, rather than the nature of judging itself.

Reparations for Sexual and Reproductive Violence: Prospects for Achieving Gender Justice in Guatemala and Peru

Sexual and reproductive violence (SRV) perpetrated against womenduring war or under authoritarian regimes is one of the mostsevere manifestations of gender-based violence. The authorsask how governments in new or reforming democracies hope torepair SRV and how state programs for reparation might be conceptualizedand delivered. By examining the cases of Guatemala and Peru,they explore the problematic of repairing damage caused by SRVand comment on prospects for redress to victims in each country.

Using Qualitative Data-Mining to Identify Skillful Practice in Child Welfare Case Records

Using qualitative data-mining methods, this study analyzed 39 child welfare case records in order to identify examples of skillful practice. Conducted in partnership with a public child welfare agency in northern California, the study found that child welfare workers are implementing many of the practices promoted by statewide and national child welfare practice frameworks. Broad categories of skillful practice identified included: (1) effective communication by social workers, (2) support for client self-determination, and (3) active intervention strategies. Study findings provide support for incorporating case record review processes in training and supervision in order to integrate practice-based expertise with research-based evidence.     

Humanitarian Emergencies and the International Criminal Court (ICC): Toward a Cooperative Arrangement between the ICC and UN Security Council

This article analyzes the role of humanitarian intervention in bringing together the International Criminal Court (ICC) and the UN Security Council. It argues that a framework for cooperation between the ICC and Security Council is needed to facilitate a coordinated response to humanitarian emergencies. One of the concepts explored is a mutual legitimacy push, or how the ICC and Security Council can lend effective assistance to one another when responding to humanitarian emergencies. Such a push will not only serve to enhance a response to humanitarian disasters but also close the "critical gap" between the moral legitimacy of international humanitarian action and the legality of the UN Charter. The article concludes that a cooperative relationship will not politicize the ICC, and that the ICC and the Security Council, can, through institutional re-engineering, achieve mutual political benefits.
