Beijing Review: Could you explain the domestic backdrop for the 12th Five-Year Plan? Hu Angang: From 2011 to 2015, China will still be in its golden period of development. The fast trend for industrialization, urbanization, knowledge informationization, infrastructure modernization and economic globalization going on now are all interlinked. They support and strengthen each other and are the five major forces driving China's development. The Chinese economy will continue to maintain relatively fast growth with a potential annual growth rate hitting 8-9 percent.

近年来,机关工会促进了干部职工整体素质、机关管理与决策水平的提高；促进了和谐机关建设,增强了机关干部职工凝聚力.存在的突出问题主要是:有针对性的政策法规较少；工会组织体制没有完全理顺；机构设置、人员编制问题突出；工作内容、方式偏重活动型与福利型.建议今后机关工会工作应着重抓好如下两点:一是进一步顺组织体制；二是进一步健全政策法规.

DNA Commission of the International Society of Forensic Genetics (ISFG): an update of the recommendations on the use of Y-STRs in forensic analysis

The DNA Commission of the International Society of Forensic Genetics (ISFG) regularly publishes guidelines and recommendations concerning the application of DNA polymorphisms to the problems of human identification. A previous recommendation published in 2001 has already addressed Y-chromosome polymorphisms, with particular emphasis on short tandem repeats (STRs). Since then, the use of Y-STRs has become very popular, and a numerous new loci have been introduced. The current recommendations address important aspects to clarify problems regarding the nomenclature, the definition of loci and alleles, population genetics and reporting methods.

This rule finalizes the interim final rule with comment period published in the Federal Register November 24, 1999 (64 FR 66234) and the interim final rule with comment period published in the Federal Register on October 1, 2002 (67 FR 61496). The November 1999 interim final rule implemented sections 4801 through 4803 of the Balanced Budget Act of 1997 (Pub. L. 105-33) and established requirements for Programs of All-inclusive Care for the Elderly (PACE) under the Medicare and Medicaid programs. The interim final rule with comment period published on October 1, 2002 (67 FR 61496) implemented section 903 of the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA) (Pub. L. 106-554).

In this rule, we finalize changes to four of the current requirements (or conditions of participation (CoPs)) that hospitals must meet to participate in the Medicare and Medicaid programs. Specifically, this final rule revises and updates our CoP requirements for: Completion of the history and physical examination in the medical staff and the medical record services CoPs; authentication of verbal orders in the nursing service and the medical record services CoPs; securing medications in the pharmaceutical services CoP; and completion of the postanesthesia evaluation in the anesthesia services CoP. We also respond to timely public comments submitted on the proposed rule published in the March 25, 2005 Federal Register (70 FR 15266). The changes specified in this final rule are consistent with current medical practice and will reduce the regulatory burden on hospitals.
