Objectives
Using the case of an on-going work-oriented prisoner-reentry experiment in Milwaukee, describe the challenges of organizing and sustaining a high-quality trial in the field in which only the randomization and data analysis are directly ??controlled?? by the evaluation team.Methods
The case study is of a randomized experiment involving youthful male prisoners with a history of violence and gang membership, scheduled for release into Milwaukee. The intervention included six months of pre-release services with a work-release opportunity, and intensive services and supervision following release. The case study describes the initial experimental plan and how much of that plan could be salvaged in the face of delays, administrative errors, and other problems.Results
The initial plan, when compared with the actual experiment, specified a larger and more homogeneous sample, more resources devoted to various aspects of the treatment, and more intensive supervision following release. These problems arose despite the best efforts of public officials. Randomization was preserved, and for that reason the results will still be of interest, although perhaps under-powered.Conclusions
The ??gold standard?? may become a bit tarnished in the field. It was crucial in this experiment to have a member of the experimental team engaged with the relevant state agencies at every step of the process to sustain this effort and to ensure that the treatment was delivered and relevant data generated. South-East Asia is home to both conflict and ‘natural’ disasters which have caused significant displaced populations. Given this context, there is a need to better understand the motivations of the multiple actors involved in negotiating humanitarian responses, and to account for the impact the finished agreement has on the region both in the short and long terms. This article investigates the motivations behind two humanitarian responses in South-East Asia. The first case is the set of humanitarian responses to the Indochinese exodus in the 1970s and 1980s. The second case is the humanitarian response to those affected by Cyclone Nargis in Myanmar during the late 2000s and early 2010. Both of these agreements have been held up as historic and ground breaking achievements within the international relations of South-East Asia. This article assesses these agreements to identify the multiple levels of governance involved and the individual actors’ motivations behind them. It argues that greater appreciation of these dynamics will contribute to understanding the governance of humanitarian responses to populations of concern in South-East Asia. Amidst congressional gridlock, administrative rulemaking is the main pathway for environmental policy making. Scholars have assessed the role of the institutions of government (the president, Congress, and the courts) and key interest groups (i.e., business and environmental interests) in shaping rulemaking outcomes. What is missing from this literature is an assessment of the role of key implementers, state environmental agencies. This research fills this gap by assessing the role and impact of state government agencies in three case studies of rulemaking at the Environmental Protection Agency (EPA). Based on original interviews and a public comment analysis, this research suggests that state agencies play an active and influential role in EPA rulemaking. And, in some cases, state agencies wield more influence than other interest groups. Interviewees argued that this influence stems from these agencies’ unique voice as an implementation collaborator. As a result, researchers should incorporate an assessment of the role of these interests to more effectively explain regulatory outcomes at the EPA and potentially across the bureaucracy. 相似文献

Given that eGovernment is likely to become part of development strategies, the most desirable form of eGovernment is that which promotes the domestic generation of intellectual property or, at least, contributes least to the international intellectual property (IP) imbalance. One way to achieve these ends is to implement eGovernment using free or open source software (FOSS). This will reduce dependence on software owned by major companies in developed countries. It could also promote an IP generating capacity in developing countries. An examination of the status of free or open source software in developing countries in Southeast Asia reveals that governments in these countries are aware of FOSS and wish to foster its use (but face considerable pressure to use proprietary software). This examination also reveals the presence of small but active groups seeking to develop and promote the use of free or open source software. This article is comprised of a discussion of FOSS (including that suitable for eGovernment), an explanation of the importance of FOSS for developing countries, a justification of government's centrality to the introduction of FOSS and a consideration of policies and initiatives undertaken by governments in developing countries in Southeast Asia.
