A simple DNA extraction method for marijuana samples used in amplified fragment length polymorphism (AFLP) analysis

As a first step in developing a molecular method for the individualization of marijuana samples, we evaluated a plant DNA extraction kit. The QIAGEN plant DNeasy method uses a spin column format for recovery of DNA and is effective for obtaining high molecular weight DNA from leaf, flower (bud), and seed samples of marijuana. The average DNA yield was 125-500 ng per 100 milligrams of fresh plant tissue. The recovered DNA was of polymerase chain reaction (PCR) quality as measured by the ability to generate reproducible amplified fragment length polymorphism (AFLP) profiles. AFLP is a technique used to create a DNA profile for plant varieties and is being applied to marijuana samples by the authors to link growers and distributors of clonal material. The QIAGEN plant DNeasy method was simple, efficient, and reproducible for processing small quantities of marijuana into DNA.     

Positivism, Idealism and the Rule of Law

The modern lawyer operates within a conception of law as a bodyof rules. To confront the law of contract, of torts, or of property,is to familiarize oneself with an intricate set of rules. Suchfamiliarity is not yet legal scholarship, much less legal practice.For in order to use the rules as lawyers use them, the rulesmust be contemplated and considered, and the relationship betweenthe different rules must be understood. Because the intellectualprocesses involved in handling the rules exhibit a high degreeof sophistication, those intellectual processes may themselvesbecome the subject matter of philosophical argument. Thus wemay regard jurisprudential theories as embodying differing understandingsof the processes of handling legal rules; and we may conceiveof legal theory as the attempt to grasp the moral significanceof rules as a foundation for social order. This essay shalloffer some thoughts on the relationship between the rule oflaw, considered as a moral ideal, and the notion of rules asthe principal means by which legal order is manifested.     

The Eyeball Killer: Serial Killings with Postmortem Globe Enucleation

Although serial killings are relatively rare, they can be the cause of a great deal of anxiety while the killer remains at‐large. Despite the fact that the motivations for serial killings are typically quite complex, the psychological analysis of a serial killer can provide valuable insight into how and why certain individuals become serial killers. Such knowledge may be instrumental in preventing future serial killings or in solving ongoing cases. In certain serial killings, the various incidents have a variety of similar features. Identification of similarities between separate homicidal incidents is necessary to recognize that a serial killer may be actively killing. In this report, the authors present a group of serial killings involving three prostitutes who were shot to death over a 3‐month period. Scene and autopsy findings, including the unusual finding of postmortem enucleation of the eyes, led investigators to recognize the serial nature of the homicides.     

Privatizing Urban Services Through Homeowners Associations: The Potential and Practice in Phoenix

Homeowners associations (HOAs) are private nonprofit corporations that regulate, “tax,” and provide urban services to growing numbers of U.S. residents. As such, HOAs may affect cities' public service delivery. Interviews with department heads in Phoenix, Arizona reveal how enclaves of private services influence the city's planning and provision of public services. The findings suggest that HOAs do not substitute private for public services in Phoenix. Instead, qualitative differences in the services themselves (particularly concerning their purpose and scale) and in the legal powers of their providers create a more nuanced pattern of public-private service delivery.
