In the wake of the 1990 amendments to the Clean Air Act, localities across the United States initiated public information campaigns both to raise awareness of threats to air quality and to change behavior related to air pollution by recommending specific behavioral changes in the campaign messages. These campaigns are designed to reduce the health hazards associated with poor air quality and to avoid federal sanctions resulting from the failure to meet air quality standards. As in many other communities across the country, a coalition of government agencies and businesses initiated a public information campaign in the Atlanta metropolitan region to reduce certain targeted behaviors, mainly driving. A two‐stage model used to analyze data from a rolling sample survey shows that the centerpiece of the information campaign—air quality alerts—was effective in raising awareness and reducing driving in a segment of the population. When the overall information campaign was moderated by employers' participation in programs to improve air quality, drivers significantly reduced the number of miles they drove and the number of trips they took by car on days when air quality alerts were sounded. Public information campaigns can be successful in increasing awareness, but changing well‐established behaviors, such as driving, is likely to require institutional mediation to provide social contexts that support the behavioral change, as well. © 2003 by the Association for Public Policy Analysis and Management. 相似文献

Current research suggests that a husband's substance abuse is correlated with severity of physical abuse and the woman's decision to leave a violent situation. Often, only the battered woman's report of abuse is available. This study compares women's reports of their partners' substance use/abuse with their partners' report using a brief measure of polydrug and alcohol abuse, the Substance Abuse Subtle Screening Inventory (SASSI) and the Conflict Tactics Scale (CTS). Data were analyzed for 25 recovery couples and 25 nonrecovery couples. The correlations for all 50 couples between the male's reported use and the female's report of her partner's use on the SASSI and the CTS were significant on all but one of the CTS scales. They ranged on SASSI from .73 to .33 and from .31 to .06 on the CTS. This suggests that the SASSI and possibly the CTS could be used as valuable tools for assessing women's reports of their partner's substance use/abuse. 相似文献

Modern capital jurisprudence places special significance on judicial instructions to guide the discretion of the capital jury in reaching a penalty phase decision. Yet, previous social science research has raised doubts about the extent to which judicial instructions are generally understood by jurors and questioned their utility in producing intended effects. The present study measured the comprehension of the capital sentencing instruction employed in California. Data suggest widespread inability to define accurately the central concepts of aggravation and mitigation in use in virtually every state that currently has a death penalty statute, as well as the inability to distinguish properly the sentencing significance of the enumerated factors jurors are directed to use in reaching their life and death verdicts. Professionalisation in the public services is regarded as essential but the concept is ambiguous and organisationally weak. Moreover, if not jeopardised by managerialism, public service professionalisation today faces some major barriers or limitations. Nonetheless, the public service may be able to maintain greater professional status with increased emphasis on job security, occupational closure and horizontal organisation. This paper investigates the impact of fiscal institutions on state government borrowing costs. We find that institutions have both a direct and indirect effect on interest costs paid by state governments. Revenue limits are associated directly with higher interest costs; expenditure limits, stricter balanced budget rules, and restrictions on state debt issuance are indirectly associated with lower interest costs because they lead to higher credit ratings. It appears that investors and bond raters incorporate information on fiscal institutions into their assessment of state government credit quality. 相似文献

This article examines how electronic funds transfers and electronic benefit transfers have become integral components of digital government. These technologies have forwarded many of the principles of the Winter Commission, including the development of lean, responsive government. The greater efficiency and cost savings for the federal and most state governments have not been achieved without encountering and dealing with serious matters related to customer service, contracting, collaboration, management, and implementation. These issues arise in the normal daily use of electronic payment technologies, but they are magnified in crisis situations, as demonstrated by disaster relief operations during Hurricane Katrina. 相似文献

Addressing the long-standing debate over the social impact of military power and recent discussions of military-induced famine, we conduct a panel analysis of aggregate food supply and child hunger rates in 75–79 less-developed countries (LDCs). Distinguishing between militarization , as the growth of military resources, and militarism , as the use of military force to handle political conflicts, we show that militarization is both beneficial and detrimental to food security, whereas militarism is consistently detrimental. Arms imports and associated increased military spending plus praetorianism and military repression reduce food security, whereas increased military participation and arms production boost food security. Increased food supply reduces child hunger and is largely confined to the more developed of the LDCs. These military power effects show net economic growth, which "trickles down" to improve food supply and reduce child hunger among the more developed LDCs, reflecting the growth of global economic inequality. Contrary to views that see militarization as a single unified process, use of armed force is not strongly rooted in either praetorianism or militarization. 相似文献

This article proposes agendas for teaching and research about shifting global patterns of equality and inequality, a very different agenda than was appropriate when the last undergraduate professor was president of ISA, almost forty years ago. Today, unlike in that Cold War world, formal democracy is flourishing, state power is diminishing, gender inequality has diminished, and income inequality has risen. Consequences of these new patterns that demand our attention as teachers and scholars include: (1) more frequent protracted social conflicts, (2) a newly politicized sphere of international public health, (3) the new global gender politics, (4) the new global politics of the super-rich, and (5) the new politics and ethics of the world's privileged, a group that includes most ISA members and most of our students. Our responsibilities as teachers have grown, in part, because popular media present a decreasingly coherent picture of each of these patterns; and that incoherence, itself, may help sustain global inequalities. 相似文献

Leadership of public universities has come under fire—from scandals, from funding, from students, from every direction. Top‐down leadership of institutions of higher education has been described as a “disease.” Shared governance—a mechanism of faculty representation in the leadership and decision‐making processes—a seeming alternative, has been described as “a recipe for paralysis.” In this article, the authors proffer shared leadership as a potential elixir for leading public institutions of higher learning, unleashing creative potential, focusing on pressing strategic imperatives, and enabling sustainable systems that leverage true talent to maximum effect. It is time to move beyond the moribund myth of top‐down heroic leadership and beyond the bureaucratic, political quagmire of the current state of affairs in shared governance.
