This article considers the development and use of dispersal powers, introduced by the Anti-Social Behaviour Act 2003, and situates these within the context of wider legislation and policy initiatives. It explores the ways in which the powers have been interpreted by the courts and implemented by police and local authorities. The article critically analyses the manner in which the powers: introduce 'public perceptions' as a justification for police encroachments on civil liberties; conform to a hybrid-type prohibition; constitute a form of preventive exclusion that seeks to govern future behaviour; are part of a wider trend towards discretionary and summary justice; and potentially criminalise young people on the basis of the anxieties that groups congregating in public places may generate amongst others. It is argued that the significance of dispersal orders derives as much from the symbolic messages and communicative properties they express, as from their instrumental capacity to regulate behaviour.  相似文献

This study examined the extent to which gender differences in delinquency can be explained by gender differences in participation in, or response to, various routine activity patterns (RAPs) using data from the second and third waves of the National Education Longitudinal Survey of 1988. While differential participation in routine activities by gender failed to explain males’ high levels of deviance relative to females, two early RAPs moderated the effect of gender on subsequent deviant behavior. Participation in religious and community activities during the sophomore year in high school decreased, while unstructured and unsupervised peer interaction increased, levels of delinquency two years later substantially more for males than for females, suggesting there are gender differences in reactivity to contextual opportunities for deviance during early high school with effects that persist over time.  相似文献

Strategic change in public sector organizations has been well documented. This article suggests that public management research would benefit from a greater appreciation of how calculative practices are deeply imbricated with, and constitutive of, organizational life. In turn, the article argues that the field of interdisciplinary accounting has much to learn from public administration, especially in terms of leadership. The overarching argument is that understanding strategic change in public organizations can be enhanced by bringing together insights from the academic fields of public administration and interdisciplinary accounting. In this respect, organizational reform can be understood as a triptych, involving strategic change, leadership and accounting practices. We illustrate this thesis through a case study of strategic change in the world's largest public service broadcaster—the British Broadcasting Corporation (BBC). It is shown how, during the tenure of one organizational leader—John Birt—accounting became pivotal to his leadership.  相似文献

This article examines the implementation of political conditionality by four official aid donors in the 1990s. It explores the aid sanctions taken globally to leverage improvements in respect of human rights and democratic principles, and assesses donor policy practice along two lines of investigation ‐ effectiveness and consistency. A main finding is the ineffectiveness of aid restrictions in contributing to political reforms in recipient countries. This is accounted for more by the weakness of measures imposed than by the strength of recipient governments, questioning the seriousness of donor intent in many cases. Regarding consistency, a pattern of selective and inconsistent policy application is revealed. The increased rhetorical support for democracy and human rights by northern governments post‐cold war has not led to a corresponding change towards the fair and equal treatment of all nations. The continued subordination of human rights and democracy to other foreign policy concerns, notably economic self‐interest, not only undermines policy credibility and legitimacy, but also limits impact and effectiveness. Donors themselves have introduced a normative dimension to aid policy. Yet if their own commitment to the principles of human rights and democracy is at best partial, they can hardly require development partners to abide by them in a manner that commands respect.  相似文献
