Policymakers have long recognized child care as a key ingredient in low‐income parents' employability. We examine the effects of expansions in child care policies that were bundled with a mix of employment‐related policies and implemented as part of several random assignment studies on families' child care access and cost. Almost all of these welfare and employment programs increased employment and led to concomitant increases in the use of child care, especially paid child care. Only the programs that also expanded access or affordability of child care consistently increased the use of child care subsidies and reduced out‐of‐pocket costs to parents, allowing parents to purchase center‐based care. With one exception, such programs had small effects on employment‐related child care problems, suggesting that broader and more generous targeting of child care assistance may be important for achieving the goal of enhancing the stability of employment among low‐income families. © 2004 by the Association for Public Policy Analysis and Management. 相似文献

Youth of color experience disproportionate juvenile justice contact and recidivism. Trauma‐informed approaches may provide important support to these youth and improve their future outcomes. This paper describes dynamics of the various levels of the juvenile justice system (i.e., police contact, courts, correctional placement, aftercare) that perpetuate psychological trauma among adjudicated youth of color. This paper explores trauma‐informed approaches from a critical race theory perspective to address issues of systemic racial injustice in the juvenile justice system. Current and emerging models for trauma‐informed juvenile justice and implications for practice, policy, and research are discussed. 相似文献

In the early days of cannabis legalization, certain Indigenous communities and businesses are asserting jurisdictional authority and refuse to acknowledge federal and provincial sovereignty on their territories. This has led, in some cases, to police intervention. This article examines jurisdictional contestations on Indigenous lands in relation to cannabis legalization, providing insight on the responses of government and law enforcement. The Canadian approach may have lasting implications for reconciliation and Indigenous relations beyond the cannabis field. 相似文献

Two studies were conducted to examine some factors that may motivate support of or opposition to affirmative action programs
for women. In the first study, a sample of 96 French-speaking male managers and professionals were presented with one of three
versions of an affirmative action program to benefit women in blue-collar jobs. The men were asked about their endorsements
and beliefs about the program described to them and (using a neosexism scale) about sex equity. Results indicate that neosexist
attitudes influence support of the program presented, and articulating adherence to a merit principle in affirmative action
influences perceptions of fairness. The second study evaluated reactions to an affirmative action program targeting jobs similar
to those of the participants. Four conditions were designed to determine which element or combinations of elements of information
presented in the first merit condition might have a stronger impact on fairness evaluations. A total of 131 francophone male
managers and professionals participated in this study. Results reveal that neosexist attitudes influence level of support
for the program. Both neosexism and the four conditions had an impact on evaluations of fairness. 相似文献

People who want to tackle tough social problems and achieve beneficial community outcomes are beginning to understand that multiple sectors of a democratic society—business, nonprofits and philanthropies, the media, the community, and government—must collaborate to deal effectively and humanely with the challenges. This article focuses on cross-sector collaboration that is required to remedy complex public problems. Based on an extensive review of the literature on collaboration, the article presents a propositional inventory organized around the initial conditions affecting collaboration formation, process, structural and governance components, constraints and contingencies, outcomes, and accountability issues. 相似文献

Previous research has linked greater social connectedness with a lowered risk of self-directed violence among adolescents.
However, few studies have analyzed the comparative strength of different domains of connectedness (e.g., family, peers and
school) to determine where limited resources might best be focused. Data to address that gap were taken from the Centers for
Disease Control and Prevention’s Student Health and Safety Survey, administered to 4,131 7th–12th graders (51.5% female; 43.8%
Hispanic; 22.6% African American or Black). Logistic regressions (controlling for age, gender, race/ethnicity, family structure,
academic performance, and depressive symptoms) suggest that family connectedness was a stronger predictor than connectedness
to peers, school, or adults at school for non-suicidal self-harm, suicidal ideation, suicide plans, and non-fatal suicidal
behavior. In some analyses, peer connectedness was unexpectedly a risk factor. Results have implications for prevention of
suicide in adolescence, especially in the context of the current trend towards school-based prevention programs. 相似文献
