This article traces the changing funding relationships between Scotland and the UK government. Beginning from the Barnett Formula, it examines how the changing support within Scotland for greater political autonomy from Westminster has influenced the mechanisms that have determined Scotland's fiscal structure. Increasing support for the SNP, and then for the Yes campaign in the September 2014 independence referendum, has led to a mixture of new powers being granted to the Scottish Parliament. The Scotland Act 2012 extends the Scottish government's control over income tax and some other small taxes. Although independence was rejected by the Scottish people in September 2014, the ‘Vow’ made by the Westminster parties immediately before the vote is leading to far‐reaching changes in the UK's fiscal structure. This will cause a very substantial change in intergovernmental relations within the UK, which the Barnett Formula may not survive.  相似文献

The World Summit for Social Development, to be held in Copenhagen in March 1995, will consider three closely inter-related themes: decreasing poverty, reducing unemployment, and enhancing social integration. With the support of the United Nations Development Programme, the United Nations Research Institute for Social Development (UNRISD) has been mobilising its worldwide network of scholars, activists, and development practitioners to promote reflection on major social issues, channel new information and ideas into the Summit preparatory process, and build public support for a successful Summit. All published and unpublished population frequency data that could be located for U.S. populations is tabulated and presented for the isoenzyme systems phosphoglucomutase, esterase D, adenylate kinase, acid phosphatase, glyoxalase I, adenosine deaminase, 6-phosphogluconate dehydrogenase, glutamic-pyruvic transaminase, carbonic anhydrase II, and glucose-6-phosphate dehydrogenase. Results obtained by combining data for comparable racial/ethnic groups are also presented. The results obtained with combined data may give better information on frequencies for the U.S. population at large than is obtainable from studies conducted in restricted geographic areas.  相似文献

Huge changes are taking place in international diplomacy which have created an opening and a certain appreciation for the contributions that can be made by private citizens to international peacemaking. This article provides a snapshot of diplomatic thinking about Track II/nonofficial diplomacy, from interviews with distinguished American diplomats. As thoughts of two-way collaboration develop, it becomes increasingly important to be clear about the limits and potentially unique contributions of Track II. Open respectful dialogue between Tracks I and II is also necessary to overcome past resentments and to develop mechanisms by which the skills and insights of Track II can be fed into Track I, with greater effectiveness and integrity.  相似文献
