The protection of privacy is predicated on the individual's right to privacy and stipulates a number of principles that are primarily focused on information privacy or data protection and, as such, are insufficient to apply to other types of privacy and to the protection of other entities beyond the individual. This article identifies additional privacy principles that would apply to other types of privacy and would enhance the consideration of risks or harms to the individual, to groups and to society as a whole if they are violated. They also relate to the way privacy impact assessment (PIA) may be conducted. There are important reasons for generating consideration of and debate about these principles. First, they help to recalibrate a focus in Europe on data protection to the relative neglect of other types of privacy. Second, it is of critical importance at a time when PIA (renamed ‘data protection impact assessment’, or DPIA) may become mandatory under the European Commission's proposed Data Protection Regulation. Such assessment is an important instrument for identifying and mitigating privacy risks, but should address all types of privacy. Third, one can construct an indicative table identifying harms or risks to these additional privacy principles, which can serve as an important tool or instrument for a broader PIA to address other types of privacy.  相似文献

Recent ethical scandals involving managers in government organizations have highlighted the need for more research on ethical leadership in public sector organizations. To assess the consequences of ethical leadership, 161 managers in a large state government agency and 415 of their direct reports were surveyed, and personnel records were obtained to measure absenteeism. Results indicate that after controlling for the effects of employee characteristics, perceptions of procedural fairness, and supportive leader behavior, ethical leadership reduced absenteeism and had a positive influence on organizational commitment and willingness to report ethical problems. Implications of the findings and suggestions for future research are presented.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

This article compares causes and mechanisms of the mass mobilizations which took place in Kyrgyzstan in 2005 and 2010. The upheavals of 2005, the so called “Tulip Revolution,” led to the ousting of President Akaev who was replaced by Kurmanbek Bakiev. In 2010, Bakiev himself had to flee the country after violent social upheavals. As this analysis shows, the causes for both series of events were similar: neopatrimonial rule and the elite's control of resources together with oppressive tactics stirred up discontent among wide parts of the population and instigated violent protest. The mechanisms of mass mobilization, however, differed considerably. While the revolution of 2005 was carried out as the concerted action of varied political forces and NGOs, which, supported by patronage networks and traditional institutions, offered material and solidary incentives for the crowds, the great mass of people who took part in the 2010 protests were spontaneously mobilized through purposive incentives when news of the killings spread through the media.  相似文献

Ten public and 35 private organizations located in Central New York State participated in a university- sponsored research project to study the effects of organizational characteristics upon types of leadership (transformational/transactional) and power demonstrated by supervisors. Public sector organizations in which managers had low control over rewards were compared to private sector organizations in which managers had high control over rewards.

Followers perceived public sector supervisors as more inspirational by their followers and they used more active management-by-exception behavior than those in private organizations. Private sector supervisors had more reward, legitimate and coercive power than supervisors in public sector organizations.  相似文献

SUMMARY

There is a significant body of work on the broad question of the relationship between a positive affirmation of religion and the state. Scholars largely agree that a close relationship between religion and the state influences both political processes and state structures although the nature and extent of the impact and its direction remains an open question. While engaging this topic, the article deviates from the standard approach by looking not to the religious makeup of a country's citizens but to a country's constitution. The result is that countries fall into one of three categories based on a state's orientation toward state-established religion: first, countries that affirm establishment; second, countries that forbid establishment; and lastly, countries that are silent on the issue. Utilizing a dataset of all 186 of the world's written constitutions to analyze the variation in the requirements for office of each of these three groups, the following hypotheses are posed: First, constitutional requirements affirm political culture and as such, one can expect similar types of requirement use within each of the three populations above. Second, there should be variance in requirement use across the three populations. Lastly, the greater the difference between political cultures, the greater the difference between requirements used. Our findings largely affirm the hypotheses with some interesting nuances. For example, countries with state-established religions tend to require adherence to religious standards but have few additional requirements. Countries that forbid establishment use a set of requirements that serve to frustrate a government official's effort to consolidate political power. Tentatively, this suggests a relationship between the nature of requirements used for public office and authoritarian tendencies. This finding warrants further research.  相似文献

A retrospective series of five cases of nontraumatic gross adrenal hemorrhage were identified in 800 consecutive forensic autopsies. All patients were males, of different ethnicities and with ages ranging from 2 to 48 years. All patients had a clinical history and autopsy findings suggestive of sepsis. Pre‐ or postmortem microbiological cultures were variably positive for Pseudomonas aeruginosa, Streptococcus pneumoniae, Staphylococcus aureus, and methicillin‐resistant Staphylococcus aureus. The fifth case was positive for yeast and a coagulase negative staphylococcus; contamination of this culture medium cannot be excluded. No cases had a culture positive for Neisseria meningitidis. We find that the reviewed patients with grossly or microscopically identifiable adrenal hemorrhage were otherwise healthy individuals who died suddenly as a consequence of bacterial infection. In each case, signs and symptoms compatible with premortem adrenal insufficiency were reported; in no instance was the adrenal hemorrhage clinically identified.  相似文献

Although the long-term effects of cumulative childhood maltreatment (CCM) include a variety of adverse consequences, many individuals are resilient following such experiences. This study explored the role of social support from family and friends in buffering long-term outcome following CCM, examining both main and moderating effects. Participants included 344 college aged men and women. Findings revealed strong promotive (main) effects of social support from family and friends that were associated with a reduction in symptoms of depression/anxiety and anger/hostility, regardless of the severity of abuse experienced. Support generally acted as a buffer (moderator) against negative outcomes for individuals with lower, and not higher, levels of CCM. The role of family support in moderating outcome was complex, particularly with respect to women’s later dating victimization; here family support functioned as a protective factor at low CCM, but as a vulnerability factor at high CCM.  相似文献

The role of emotional and other affective states as causes and consequences of sexual offending is emerging as an important area for theoretical analysis and for empirical research. In this paper we focus on whether affective and emotional states serve as causal antecedents for sexual offending. Firstly, we identify five sources of evidence relating to whether emotion is causal. We conclude that the evidence broadly supports the notion that a causal relationship exists, at least for some offenders. We then address attempts to identify mechanisms to explain how such effects are mediated. Finally we discuss the implications of this work for therapeutic interventions with sex offenders.  相似文献
